R12-062 We/come & Introductions Adoption of the Agenda It was moved and seconded That the Agenda for September 13, 2012 be adopted with the following amendments; • Item 7.1 was dealt with after Item 4.1 and before Item 5.1 CARRIED Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of July 12, 2012 be adopted as circulated. CARRIED 4. Delegations 4.1 Ms. Lindy Sisson and Ms. Bonnie Telep, Maple Ridge-Pitt Meadows Arts Council - Tenth Season Presentation Shelley Jorde introduced Bonnie Telep and Lindy Sisson from The Arts Council. Lindy Sisson introduced the video presentation from The Arts Council. Bonnie Telep thanked Lindy Sisson for all her help on a wonderful season ahead. Please note that Lindy Sisson and Bonnie Telep left the meeting at 7:34 pm Please note that Item 7.1 was dealt with after Item 4.1 and prior to Item 5.1 5. Decision Items 5.1 North Fraser Therapeutic Riding Association Request to Relocate David Boag, Director Parks and Facilities reviewed the North Fraser Therapeutic Riding Association request to relocate their operation and construct a barn on park Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 13, 2012 -draft R12-063 land behind the Maple Ridge Equi-Sport Centre adjacent to the North Alouette Greenway rather than on the Maple Ridge Fair Grounds. It was moved and seconded That staff be directed to investigate the feasibility and potential benefits that may be achieved through the placement of a covered riding arena at this location, and provide a recommendation to the Parks and Leisure Services Commission in this regard. CARRIED 5.2 Ridge Meadows Seniors Society Fee for Services Agreement Addendum Ms. Shelley Jorde, Recreation Manager Community Connections reviewed the Ridge Meadows Seniors Society Fee for Services Agreement Addendum report dated September 13, 2012 with the Commission. Shelley Jorde introduced Betty Levens and Paddy Godbehere from the Seniors Centre noting that the interim agreement will be in effect until the end of 2012. Ms. Jorde noted that staff are working with the Ridge Meadows Seniors Society (RMSS) on an operating agreement for the next two years, following business plan discussions. This will align with the RMSS Fee for Service Agreement timelines. R12-064 It was moved and seconded That the Chair and General Manager: Community Development, Parks and Recreation Services be authorized to execute the Ridge Meadows Seniors Society Interim Fee For Service Addendum. CARRIED 5.3 Maple Ridge £qui-Sport Centre License to Occupy and Pumpkin Cross Event Bruce McLeod, Manager Parks Planning & Development provided an update on the Pumpkin Cross event that was held at the Equestrian Center for the last two years. He explained that the operator has a non-exclusive license to occupy agreement with the District of Maple Ridge, and that the operator has expressed concerns about the suitability of an event like this one on the equestrian course. Mr. McLeod shared pictu res from the site where the Pumpkin Cross event took place in 2011 and requested direction from the Commission on how to proceed with the two parties in order to keep the event in our area and to resolve concerns ra ised by the site operator regarding resulting repairs and recovery time David Boag, Director of Pa rks and Facilities added that the District receives $10,000 per year in rent from the Equestrian center for the use of the site. The operator is obliged in this agreement to maintain this site at his sole expense in each year of the agreement. Mr. Boag suggested that the damage caused by the cycle cross event Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, September 13, 2012 -draft R12-065 places additional burden on the operator to repair the damage and, where this activity clearly causes a blemish on an otherwise very well maintained site for several months during the fall/winter season, it may also result in compaction in the areas where the cycle cross circuit runs back and forth through the equestrian course. It was moved and seconded That staff be directed to meet with the operator of the Maple Ridge Equi-Sport Centre and the event organizers for the 2012 Pumpkin Cross, to determine if concerns with the ground conditions following the Pumpkin Cross event can be resolved and further, That if they cannot be resolved, direct staff to work with the event organizers to identify an alternate park site for the 2012 and future Pumpkin Cross. CARRIED 6. Discussion Items 6.1 MR-PM Parks & Leisure Services Commission 2012 Evaluation Review Kelly Swift, General Manager: Community Development, Parks & Recreation , reviewed the MR-PM Parks & Leisure Services Commission 2012 Evaluation Review with the Commission. Kelly Swift advised that the Top Three Opportunities for improvement should be captured as: 1c. Input to development of Department Policy 3a. All representatives contribute to the discussion at Commission meetings 1e. Support for partner relationships ACTION ITEM: Staff to touch base with Sandy Blue on how the Economic Advisory Committee meetings are run . 7. Information Items Please note that Item 7.1 was dealt with after Item 4.1 and prior to Item 5.1 7.1 Canadian Sport for Life -Making Meaningful Change at the Community Level, Mr. Drew Mitchell, BC Sport Agency Drew Mitchell, Canadian Sport for Life, presented the "Canadian Sport for Life -The Opportunity to make Meaningful Change" to the Commission. There was general support for collaboration between sport, recreation and health. Kelly Swift thanked Perry Bateson for bringing Drew Mitchell to the Sports Expo and noted that staff support the Sport for Life model and will encourage collaboration among these three sectors. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of6 Maple Ridge and Pitt Meadows Parks & Leisure Services Comm ission Regular Meeting Minutes -Th ursday, September 13, 2012 -draft Please note that Drew Mitchell, Perry Bateson, Christa Balatti and Russ Brummer left the meeting at 8:01 p.m. Please note that Item 5.1 was dealt with after Item 7.1 and prior to Item 5.2 7.2 Pitt Meadows Festival Forum Update 7.3 Pitt Meadows Pool (verbal update) Wendy McCormick provided a verbal update on the Pitt Meadows Pool noting that staff are preparing a report on options available for Pitt Meadows Council to consider. Ms. McCormick noted that a copy of the full report will be presented to the Commission after Council has received it. 7.4 Parks, Recreation & Culture Master Plan Update 7.5 R12-066 Kelly Swift provided an update on the Parks, Recreation & Culture Master Plan. Commissioner O'Connell would like all groups to take a stronger stand on the rules of the dog park. Commissioner Hogarth would like take a closer look at the Trails, Greenways and Environment with regards to conservation areas. Mike Murray would like an update on what the implementation plan would look like as well as an update on the financial portion of the plan. Maple Ridge-Pitt Meadows Arts & Recreation Guide -Fall/Winter Brochure facilitacility. It was moved and seconded That the above items be received. CARRIED 8. Commission Liaison Reports Commissioner Gwen O'Connell noted that the Senior's building will open on November 1, 2012. Commissioner Alanna Carmichael noted that she has joined the Hammond Neighbourhood Group which partnered with Katzie First Nations, and the Municipality to clean up the Cemetery on 203 Street. Staff Liaison Reports David Boag provided an update on the Albion Bike Park, Trails Maintenance and the Dog Bylaw(s) noting that both bylaws need to be reviewed and completed at the same time. 10.
