R13-030 2. R13-031 Adoption of the Agenda It was moved and seconded That the Agenda for April 11, 2013 be adopted with the following addition; • Item 5.4 Concept Plan for Wharf Street Neighborhood Park CARRIED Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of March 14, 2013 be adopted as circulated. CARRIED 3. Delegations 3.1 Maple Ridge Arts Council Karen Pighin and Lindy Sisson from the Maple Ridge-Pitt Meadows Arts Council outlined the purpose and benefits of community art, some of the background work required to put these projects together and current events. Ms. Sisson explained that the dedication of the numerous volunteers have enabled these programs to be successful and meaningful. Note: Commissioner Deb Walters joined the meeting at 7:10 pm. 3.2 Bear Aware Presentation, Mr. Geoff Mallory Mr. Mallory explained the mission of the program is to educate the public on co- existing with bears and provided an overview of the various initiatives. 4. Decision Items 4.1 Maple Ridge Historical Society-Fee Service Agreement Pitt Meadows Heritage & Museum Society -Fee for Service Agreement Wendy McCormick gave an overview of the agreements for both the Maple Ridge Historical Society and the Pitt Meadows Heritage & Museum Society. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of 5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -Thursday, April 11, 2013 Draft R13-033 R13-034 It was moved and seconded That the Chair and General Manager, Community Development, Parks and Recreation Services be authorized to execute the Maple Ridge Historical Society Fee for Service Agreement and the Pitt Meadows Heritage and Museum Society Fee for Service Agreement dated January 1, 2014 to December 31, 2016. CARRIED 4.2 Festival Support -District of Maple Ridge Policy 4.17 Kelly Swift reviewed the Festival Support -District of Maple Ridge Policy 4.17. It was moved and seconded That a recommendation be forwarded to Maple Ridge Council to rescind Festival Support Policy 4.17. CARRIED 4.3 Review of Parks & Leisure Services Policies Kelly Swift reviewed the Parks and Leisure Services policies with the Commission . It was moved and seconded That the following policies be rescinded: 1. Signage Policy 2. Dogs on Dykes 3. Approval of Expenditure of $10,000 or Less for Operating Costs as a result of Capital Projects. And further, That the policy titled, Photographs -Parks and Leisure Services P119, dated January 1, 2006 be approved as updated effective April 11, 2013. CARRIED Note: it was the consensus of the Commission to discuss a topic aside from the item at hand. The Commission discussed providing dog bags at dog parks and asked staff to provide more information. CARRIED 4.4 Concept Plan for Wharf Street Neighborhood Park Bruce McLeod gave an overview of the Concept Plan for Wharf Street Neighborhood Park. Mr. McLeod explained the concept plan focuses on maintaining a natural theme through the selection of materials and design throughout the park. Mr. McLeod explained the rational behind various aspects of the design. It was moved and seconded That the Concept Plan titled Wharf Street Park with the revision date of March 14, 2013 as prepared by the Park Planning & Development Section, be endorsed, and forwarded to Maple Ridge Council for consideration. CARRIED 5. Information Items -Nil 6. Commission Liaison Reports Mike Murray and Eleanor Palis reported the School Board has completed the budget plan and that there will be lay offs and cut backs in other areas in order to balance the budget. The School Board will look into utilizing more of the school facilities through rentals to increase revenue in the future. The Committee suggested the School District No. 42, Board of Education compile a report outlining their demographic information to Maple Ridge and Pitt Meadows Council and post the survey results on the District No. 42 website. 7. Staff Liaison Reports David Boag reported that Maple Ridge Council recently approved additional funding for the Hammond stadium project for lighting and bleachers. Mr. Boag explained that Council also approved additional funding for the Albion sports field drainage project. Kelly Swift reported on two events, Arbor Day at Eagle Park in Pitt Meadows and Fletcher Park in Maple Ridge. Both will have tree planting done by students at neighbouring schools.
