The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure
Services Commission, held in the Meadows Room at Pitt Meadows City Hall, 12007 Harris Road,
Pitt Meadows, British Columbia, on Thursday, February 13, 2014 at 5:30 pm .

Councillor, District of Maple Ridge
Kelly Swift provided an overview of the Community Development Policy (created in 1997)
which has guided how we work. The Commission previously approved the process to
update the policy and one of the steps was to take the principles back to the community for
input. Mr. Dan Duncan has been retained for his expertise in Asset Based Community
Development (ABCD), which forms the foundation of the draft Community Development
Policy.
Mr. Duncan of H. Daniels Duncan Consulting and Faculty Member, Asset Based Community
Development Institute, made a presentation on Asset Based Community Development and

this was followed by a question and answer period. Participants are invited to provide
feedback comments which will inform the final draft of this policy.

4. Delegations
4.1 Maple Ridge Concert Band
Ms. Gale Yipp and Mr. Colin Murray showed a PowerPoint and provided the history
of the bandstand project, their plans to enhance the bandstand and the 20th
anniversary celebrations.
4.2 Volker Dog Park
Mr. Sam Razi and Mr. Chuck Gale spoke to the issues being experienced in the
neighbourhood as a result of the dog park and made a request to close the dog
park.
5. Staff Presentations:
5.1 Artist in Residence (AIR) Program Update
The first call for the Port Haney House is completed and the artist selected is Ms.
Kat Wahamma of Mission (she will attend a future Commission meeting.) The
next steps will be to select the artist for the Osprey Village studio.
A video on the AIR program, prepared by Yvonne Chui, Recreation Manager Arts &
Community Connections, was shown.
5.2 Pitt Meadows Centennial Garden Update
Pitt Meadows Council received additional information from Neighbourhood
feedback, at their Council meeting of February 11 and made the decision not to
proceed with the location proposed. Staff was directed to look for alternate
options.

6. Decision Items
Please note that Commissioner Alannah Carmichael left the meeting at 7:24 pm.
6.1 Maple Ridge Concert Band -Bandstand Project
Councillor Hogarth requested clarification on the ornamental iron scrolls and Mr.
Tom Walker provided a detailed drawing.
It was moved and seconded
That a recommendation be sent to Maple Ridge Council that the following requests made
by the Maple Ridge Concert Band Association be considered for approval:
(a) To complete the wrought iron ornamentation and copper roof treatment on the
Maple Ridge Bandstand subject to meeting the District's permit and safety
requirements.
(b) To recognize their sponsors with the placement of raised bronze plaques
consistent with those already in place on the bandstand steps, to a maximum of
twenty plaques.
(c) To fundraise during the 20th anniversary celebration event, for the funds needed
to complete the remaining bandstand projects.

Please note that Commissioner Alannah Carmichael returned to the meeting at 7:30 pm.
6.2 Festival Support Policy
Sue Wheeler introduced the Festival Support policy and indicated the main
change was to separate and remove the procedural steps from the policy and the
definitions were updated.

That the revised Festival Support Policy dated February 13, 2014 be approved.

6.3 Municipal Alcohol Policy
Wendy McCormick reviewed the changes made since the draft policy was first
introduced to the Commission in November 2013. Additional research and work
has been completed and the policy is being brought back for approval.
Ms. Swift suggested that staff could conduct a review of the booking process and
bring the results back to Commission at a future date.

That Commission Policy P124 Public Events Where Alcohol is Permitted -Municipal Properties be
approved and further, that the Designated Driver Program policy dated June 1998 be rescinded.

Opposed: Commissioners Deb Walters, Dave Murray and Garett MacDonald.

6.4 Equestrian Access on Dykes
The request from Pitt Meadows resident, Ms. Vicky Biamonte was introduced; a
copy of her letter was included with the agenda package. A discussion followed .
It was moved and seconded
That a recommendation be forwarded to Pitt Meadows Council that equestrian use on the dyke trail
system to permit safe access to the designated equestrian trails in the area be approved.
CARRIED
6.5 BCRPA Symposium Participation
Following a discussion, it was confirmed that Shannon Roberts and Alannah
Carmichael will be registered to attend the 2014 BCRPA Symposium on behalf of
the Commission.
7. Information Items
7.1 Parks & Leisure Services Satisfaction Survey
Kelly Swift reviewed the report for Commission's information. Results of the
survey will be shared at a future meeting.
7.2 Communities in Bloom (CIB)
Geoff Mallory reported that Maple Ridge Council has approved the CIB program to
proceed in Maple Ridge for 2014. The CIB Committee will now begin working on
the application.

8. Commission Liaison Reports
Commissioner Mike Murray:
CARRIED
• Reported that Superintendent Jan Unwin has accepted a position with the Ministry of
Education and Ms. Laurie Meston will be stepping in as Acting/Superintendent until a
replacement is found.
Commissioner Gwen O'Connell:
• Expressed appreciation for the professional service provided by the School District's
Booking Clerk.
• Asked whether the Pitt Meadows Museum Fee for Services was full paid or if a portion
was held back. Staff will follow up.
Commissioner Garett MacDonald:
April 10, 2014 • Commissioner MacDonald questioned why Councillor Murray changed his vote at
Council.
