The Minutes of the Regular Meeting of the Maple Ridge and Pitt Meadows Parks & Leisure
Services Commission, held in the Blaney Room at Maple Ridge City Hall, 11995 Haney Place,
Maple Ridge, British Columbia, on Thursday, March 13, 2014 at 6:30 pm.

There being a quorum present, Don Mitchell called the Regular Meeting to order at
6:35 pm.

2. Adoption of the Agenda
April 10, 2014
Commissioner Michael Morden noted that Maple Ridge Council received a letter for the
Whonnock Lake Caretaker and that it was missed under Correspondence on the Agenda .
Staff confirmed the applicant was referred to the RFP process.

That the Agenda for March 13, 2014 be adopted with the following amendments:
• Delete Item 4.1-Members of the West Coast Football Club were unable to attend due
to extenuating circumstances.
• Add 4.2 -Pitt Meadows Centennial Committee Delegation.

4.1 West Coast Football Club -deferred to April.
4.2 Pitt Meadows Centennial Committee
Ms. Lorna Jones, Manager of Human Resources/Communications along with the
Pitt Meadows Centennial Committee Co-Chairs, Mr. Rick Higgs and Ms. Leslie
Norman, showed a PowerPoint outlining the plans for the City of Pitt Meadows
Centennial Celebrations for 2014.
5. Decision Items
5.1 Festival Support Recommendations -First Intake March 2014
Staff report dated March 13, 2014 recommending;
• Approval of the festival support allocations First Intake March 2014;
• Approval of the Maple Ridge Concert Band request for one time funding;
• A request be forwarded to both Maple Ridge and Pitt Meadows Councils to
consider an increase in funding for festival support during the 2015
business planning process.

On behalf of the Festival Support Sub-committee, Commissioner Stefany Tunshell
provided a report on the review process, rationale for the funding allocations and
recommendations for future funding reviews.
It was moved and seconded
1. That the festival support allocations for May to November 2014 be approved as noted in
the summary developed by the Commission Festival Support sub-committee, attached to
the 2014-03-13 report on this subject for a total allocation of $32,450;
2. That a request be forwarded to Maple Ridge Council to fund the one-time Maple Ridge
Concert Band, Bandstand Fundraising Event;
3. That a request be forwarded to both Maple Ridge and Pitt Meadows Councils to consider
an increase in funding for festival support, during the 2015 business planning process.

5.2 Ridge Meadows Seniors Society (RMSS) Governance Review
Staff report dated March 13, 2014 recommending endorsement of
recommendations by Parks & Leisure Staff to support the Ridge Meadows Seniors
Society and Pitt Meadows Seniors Centre with their governance model.
Sue Wheeler provided a review on the history of the agreement with RMSS and
the addendum agreement for the Pitt Meadows Seniors Centre (PMSC).
Tony Cotroneo introduced RMSS members in attendance, Gaetan Rutherford,
Jackie Diewold, Richard Silver and PMSC Members, Ron Darcus, Iris Darcus,
Thelma Boudreau and Marg Cook. Mr. Cotroneo then reviewed the report in
detail.

That Parks & Leisure Staff be directed to support the Ridge Meadows Seniors Society and
the Pitt Meadows Seniors Committee to implement the recommendations outlined in this
report designed to improve the RMSS governance model and the operation of the Pitt
Meadows Seniors Centre;
And further,
That staff be directed to support the Ridge Meadows Seniors Society in incorporating the
recommendations from the governance review into the Ridge Meadows Seniors Society
Strategic Plan and ensure that these recommendations and findings inform the renewal
process for the 2015-2017 Commission Fee for Services Agreement with the Ridge
Meadows Seniors Society.

5.3 Automatic External Defibrillator (AEDJ Policy
Staff report dated March 13, 2014 recommending endorsement of the AED Policy.
Christa Balatti spoke to the report and addressed questions.
It was moved and seconded
That Policy P126 -Automatic External Defibrillator (AED) be approved.

5.4 Golden Ears Winter Club
Staff report dated March 13, 2014 recommending endorsement of
recommendations presented by Parks & Leisure Services staff to work with the
Golden Ears Winter Club to develop a Fee for Service Agreement during the 2015
business planning process.
Don Cramb reminded the Commission of the presentation made by the club at the
January meeting and spoke to the report.

That staff be directed to work with the Golden Ears Winter Club to develop a Fee for Service
Agreement for consideration during the 2015 Business Planning process.

5.5 Parks & Leisure Services Citizen Satisfaction Survey
Staff report dated March 13, 2014 recommending endorsement of the revised
questions in the 2014 Parks & Leisure Services Citizen Satisfaction Survey.
Danielle Pope reviewed the staff report and noted that the revised questions were
attached.

That the revised questions contained in the staff report dated March 13, 2014 on the draft
2014 Parks & Leisure Services Citizen Satisfaction Survey be approved.

6. Discussion Items
6.1 Joint Leisure Services Model Review
CARRIED
Staff report dated March 13, 2014 providing information and background on the
Joint Leisure Services Model Review.
Kelly Swift provided an overview of the review process. The RFP for a consultant
to oversee this work closed today and, the project team made up of Mark Roberts,
Director of Finance and Facilities for City of Pitt Meadows, Trevor Thompson,
Manager of Finance for District of Maple Ridge and Kelly Swift, will be reviewing
submissions next week.
Kelly Swift recently met with Flavia Coughlan, Secretary-Treasurer, and a meeting
to discuss this subject with the School District has been established.
6.2 Pitt Meadows Family Recreation Centre Hours of Operation & Anticipated
Opening
Danielle Pope reported on the plans for the soft opening of the new facilities
expected the first week in April and that the grand opening will be incorporated
into the City of Pitt Meadows Centennial celebration on April 25. In order to
meet the needs of our customers, changes have been made to the schedule and
the new hours of operation will be:
Monday to Friday -6:00 am to 9:30 pm
Saturday and Sunday -8:00 am to 8:00 pm
Statutory Holidays -8:30 am -4:00 pm
Closed Christmas Day, Boxing Day, New Year's Day
It is anticipated that increased revenues will offset the cost of increased operating
hours however, this will be monitored. Early morning programming has been
expanded and staff will continue to gather information on opportunities for
additional programming as customers begin using the new amenities.
7. Information Items
7.1 Maple Ridge Leisure Centre (MRLS) Update
Staff report dated March 13, 2014 providing an update on the Maple Ridge
Leisure Centre. The report responds to a request from Maple Ridge Council for
staff to provide information on revenue collection for the MRLS. The report will be
on the Maple Ridge Council agenda of March 17, 2014

8. Commission Liaison Reports
Commissioner Mike Murray reported that a press release will be issued regarding this
year's School budget which will include cuts of over $500K. Staff and Trustees are
meeting with PAC groups, talking to MLA's and the Provincial Ministry.
Commissioner Palis reported that students have raised $1,700 in cash and 21,000
pounds of food for the local Food Bank.
Commissioner Dave Murray visited Pitt Meadows Senior Secondary as they hosted the
grade 8 boys and girls provincial championships with 32 teams of about 600 participants.
These championships have been taking place in Pitt Meadows for several years and are a
great economic stimulator for the community.
Commissioner Daykin reported on the Book Reading event at Golden Ears
Elementary. He also noted that there was a February 28th meeting of twenty-two
leadership students at MRSS from the various District No. 42 high schools and that there
are some fabulous future leaders coming from our communities.
