(PERC) 1. Welcome & Introductions There being a quorum present, Commissioner Garett MacDonald called the Regular Meeting to order at 6:30 pm . 2. Adoption of the Agenda Remove the item to move into Closed . R14-034 It was moved and seconded That the Agenda for May 15, 2014 be adopted as amended. Minutes of the Commission Regular Meeting -April 10, 2014 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of April 10, 2014 be adopted as circulated. CARRIED CARRIED 4. Delegations 4.1 Mr. Peter Vanderlee, True North Fraser Bluegrass Festival Ms. Sue Wheeler introduced Mr. Peter Vanderlee who provided an update on the festival for 2014 and showed a PowerPoint. Kelly Swift provided an overview on the dog park development in the communities and the history that led up to the closure of the Volker Dog Park. 4.2 Mr. Simon Matthews, Volker Dog Park Mr. Matthews gave a brief history of his role in the community and then spoke to the closure of Volker Dog Park, representing the dog off leash community members present. A PowerPoint was shown and Mr. Matthews indicated that he had a petition that would be forwarded to Ms. Kelly Swift. 4.3 Mr. George Westrand, Volker Dog Park Process Mr. Westrand provided a brief history on his role in the community and expressed concern around the lack of process undertaken in closing Volker Dog off Leash Park. Mr. Westrand asked Commission to considering tabling the motion to close this park until a proper process could be undertaken. Ms. Kelly Swift indicated that this item would be coming back to Commission at the June meeting. 5. Staff Presentations 5.1 Pitt Meadows Family Recreation Centre (PMFRC) Update Mr. Michael Millward provided an update on the renovations to the PMFRC and used a PowerPoint to highlight the work done to date. Ms. Kelly Swift noted that the facility is also well equipped for accessibility. 5.2 Parks & Leisure Services Satisfaction Survey Ms. Danielle Pope introduced Mary Bacica and Janisa Perry of Sentis Consultants. Ms. Bacica showed a PowerPoint to review the highlights of the survey. An electronic copy of the survey will be circulated to the Commission members tomorrow and paper copies will follow as soon as available. 6. Discussion Items 6.1 Joint Services Agreement Review, Mr. Brian Johnston Ms. Kelly Swift gave an overview on the Joint Services Agreement review process and then introduced Mr. Brian Johnston, PERC Consultants, who is conducting this independent review. Mr. Johnston provided an update on the meetings held with various stakeholder groups to date and that he is still gathering information. The Commission members were then asked for their input on a number of questions and Mr. Johnston noted their responses. 6.2 BC Recreation and Parks Association Conference Updates Ms. Alannah Carmichael attended the conference and provided a brief update on her experience. She referred the name of a keynote speaker to consider for future community workshops, should an opportunity arise. 7. Decision Item -Nil 8. Information Items The following were circulated for information. 8.1 Email Communication re Volker Dog Park Closure 8.2 District of Maple Ridge 2013 Citizens Report 9. Commission Liaison Reports Commissioner Walters: A reminder that Pitt Meadows Day is coming up the first Saturday in June and would be incorporating the Centennial Celebrations. The Volunteer Appreciation event took place in Pitt Meadows yesterday and was enjoyed by the participants. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of4 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -May 15, 2014 Final Commissioner O'Connell: Attended the Volunteer Appreciation event in Pitt Meadows and noted that the numbers were down which was disappointing. There will be a car show at Pitt Meadows Elementary School as part of Pitt Meadows Day. 10. Staff Liaison Reports -Nil 11. Question Period Mr. Nelson Mr. Nelson expressed concern over the process and asked why the Commission did not consult with the public? Ms. Rebecca Lee Ms. Lee spoke to the dust issues and seeding times and asked why this was done in August. Mr. Rick Lapierre Mr. Lapierre spoke to the process and asked why an alternate dog off leash location was not found first before closing Volker. Ms. Elizabeth House Ms. House asked if we know who the users of this park are and, how is Commission going to deal with the issues of not in my backyard? Ms. Nancy Patrick Ms. Patrick expressed concern that a park is now lost that is within walking distance and that Commission is allowing bullies to decide park decisions. She asked, why Bylaws was not called when there were issues and why the public was not contacted when this topic came forward at the last meeting. 12.
