R14-036 It was moved and seconded That the Agenda for June 12, 2014 be adopted as amended. Minutes of the Commission Regular Meeting -May 15, 2014 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of May 15, 2014 be adopted as circulated. CARRIED CARRIED 4. Delegations 4.1 Arts Council Delegation -deferred to July 10. 5. Staff Presentations 5.1 Neighbourhood Development and Youth Services Update Mr. Tony Cotroneo introduced Mr. Dave Speers, Recreation Coordinator, Neighbourhood Development and Mr. Brian Patel, Recreation Coordinator, Core Area. Messrs. Speers and Patel then showed a PowerPoint and provided an update on activities in their respective areas. There is a video clip on 'Youth Services Action Park Etiquette' and a link will be forwarded to Commission members for their information. Messrs. Cotroneo, Patel and Speers left the meeting. 6. Discussion Items 6.1 Volker Dog Park -Maple Ridge Council Resolution Ms. Kelly Swift gave an overview on the recommendation and a discussion followed. The general consensus was to proceed with the Commission's decision to close the park. 6.2 Parks, Recreation and Cultural Master Plan Implementation Ms. Kelly Swift spoke to the report and indicated that further discussions will take place after the Joint Services Agreement review is completed. Decision Items 7.1 Volker Dog Park Alternatives Mr. David Boag reviewed the history on the closure of the off leash park and then spoke to the staff report in detail. A discussion followed and staff noted comments and suggestions. R14-037 It was moved and seconded That Staff be directed to investigate the potential for portions of Upper Maple Ridge Park, West View Park and Tolmie Park to be used as "Leash Optional Sites"; and further, That staff be directed to solicit feedback from the residents living near each of the sites identified as potential "Leash Optional Sites" regarding this proposed use. CARRIED Opposed Commissioner Dave Murray 7.2 Advertising Policy -Deferred to the July meeting. 7.3 Festival Support -Second Intake. Commissioner Shannon Roberts provided a brief overview and spoke to the report. R14-038 It was moved and seconded That the festival support allocation recommendations for events taking place between December 1, 2014 and April 30, 2015 be approved as noted in the summary developed by the Parks and Leisure Services Commission Festival Support Sub-Committee, attached to the June 12, 2014 report. CARRIED 7.4 Pitt Meadows Athletic Park -Parking Lot Expansion Mr. David Boag reviewed the staff report and a discussion followed. R14-039 It was moved and seconded That staff be directed to proceed with the parking lot expansion per the City of Pitt Meadows Long Term Capital Program for 2014. CARRIED Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 3 of5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -June 12, 2014 Final Commissioner Deb Walters left the meeting at 8:35 7.5 Fees and Charges Process Review Ms. Wendy McCormick spoke to the review and Ms. Danielle Pope then walked the Commission through the staff report. A discussion followed. R14-040 It was moved and seconded That the fee setting timeline change from a calendar year to September 1-August 31 effective September 2014 and, That Parks & Leisure Services provides local non-profits with one in-kind space per month for an executive meeting and, That the fees and charges review process remain status quo. CARRIED 8. Information Items The following were circulated for information. 8.1 Petition to Keep Volker Off-Leash Dog Park Open (Received May 16, 2014) 8.2 Brief from 'The Neighbours' Surrounding Volker Dog Park c/o C.M. Gale 8.3 Invitation -Albion Mountain Bike Skills Park Grand Opening 8.4 Invitation -Albion Water Park Grand Opening 9. Commission Liaison Reports Commissioner Shannon Roberts Thanked the Commission for the opportunity to attend the BCRPA conference and noted that presentations are available on the BCRPA website. 10. Staff Liaison Reports Mr. David Boag advised that the formation of the new Albion Soccer Club has been sanctioned by the Provincial Soccer Association and there will be an impact on field use. More information will be available following the next allocation meeting with the groups. 11. Question Period Ms. Rebecca Lee Asked about the process for handling the petition to close the park. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 4 of5 Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -June 12, 2014 Final Ms. Nancy Patrick Questioned why all dog owners were not given the option to work together to find a solution or another way rather than just close the park? Commission responded that in this case, the situation was beyond repair and staff will be working towards other good uses for Volker Park. Ms. Michelle Rose Expressed concern that both sides of the debate were not heard and asked what will be done to address the safety for children once the fences come down? Staff indicated that bylaws will be put into effect and that there is a strong desire to find alternate good options for dog off leash areas. 12.
