Adoption of the Agenda R14-041 It was moved and seconded That the Agenda for July 10, 2014 be adopted as circulated. R14-042 Minutes of the Commission Regular Meeting -June 12, 2014 It was moved and seconded That the Minutes of the Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting of June 12, 2014 be adopted as circulated. CARRIED 4. Delegations 4.1 Arts Council Ms. Sue Wheeler introduced Ms. Bonnie Telep, President and Ms. Lindy Sisson, Executive Director, of the Maple Ridge-Pitt Meadows Arts Council. Ms. Sisson then provided an update on the work undertaken by the Arts Council this year and some of their future plans. 5. Staff Presentations 5.1 Virtual Tour -Parks Ms. Sylvia Pendl, Parks Planning Technician and Mr. Geoff Mallory, Manager Parks and Open Space, reviewed the projects undertaken and completed over the past year. The virtual tour was provided through a video presentation and a discussion followed. Commissioners Walters and Hogarth provided information on the Parks Navigator features they had recently seen at a Metro Vancouver meeting. Staff will follow up to learn more about it. 6. Discussion Items -Nil 7. Decision Items 7.1 Proposed Maple Ridge and Pitt Meadows Parks Bylaws Mr. David Boag introduced the report and explained that some corrections had to be made to the version received in the agenda package; a new revised draft copy was distributed. Mr. Boag proceeded to provide the background on the bylaw and updates that had been made noting that the bylaws were also reviewed by legal representatives for both Maple Ridge and Pitt Meadows. A discussion followed with staff being asked to take some of the comments into consideration. Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Minutes Page 2 of4 ............ I J Maple Ridge and Pitt Meadows Parks & Leisure Services Commission Regular Meeting Minutes -July 10, 2014 Final R14-043 It was moved and seconded That the proposed Maple Ridge Parks and Recreation Facilities Regulation Bylaw No. 7085-2014 and the City of Pitt Meadows Parks and Community Facilities Regulations Bylaw No. 2651,2014 attached to the report dated July 10, 2014 be endorsed and forwarded to Maple Ridge and Pitt Meadows Councils for their respective consideration and adoption. CARRIED 7.2 224 Street and Brown Avenue Neighbourhood Park Ms. Sylvia Pendl spoke to the staff report providing the history on the park planning and potential for this neighbourhood park to evolve over time. R14-044 It was moved and seconded That the neighbourhood concept plan which includes walkways, benches and minor landscape improvements at 224 Street and Brown Avenue attached to the report dated July 10, 2014 be endorsed and forwarded to Maple Ridge Council for approval. CARRIED 7.3 Maple Ridge Tennis Club Funding Request Mr. David Boag reviewed the staff report and a discussion followed. R14-045 It was moved and seconded That a recommendation be forwarded to Maple Ridge Council to consider the request received from the Maple Ridge Tennis Club for a grant or loan in the amount of $30,000 toward the completion of the Club House project at the Thomas Haney Tennis Courts. CARRIED 7.4 Advertising Policy Mr. David Boag spoke to the staff report and reviewed the updates to the policy. R14-046 It was moved and seconded That policy P123 -Park Area Advertising be approved as amended. Information Items 8.1 Maple Ridge Leisure Centre Update Ms. Wendy McCormick provided a verbal update on the admissions. It was noted that these reports would be provided quarterly. 9. Commission Liaison Reports 10. Commissioner Shannon Roberts: Inquired into the status and potential uses of Thornhill and Jackson Farm area. Staff explained that this item is on the Maple Ridge Council Matrix for discussion and should funds become available, this item would come back to the Commission. Commissioner Gwen O'Connell: Announced that the Broadway Act held at the Pitt Meadows Senior Centre was very successful with 160 in attendance. Commissioner Deb Walters: inquired as to whether we had staff representatives attending the Metro Vancouver Parks Directors meetings. It was confirmed that Mr. Boag does attend. Commissioner Eleanor Palis: Kanaka School is continuing for the summer however Riverside School and the Board offices are behind picket lines. Staff Liaison Reports Ms. Wendy McCormick announced the grand opening of the Artist in Residence at Osprey will be held on July 24. An invitation has been circulated to the Commission. Mr. David Boag advised that the fences have been removed at the Volker Dog Park. Assistance was received from volunteers who were both for and against the closure of the dog park. Staff are also looking at ideas to host an event at each of the off leash sites proposed such as, "Dog Days of Summer", which would create a dog park for a day. This could offer the residents in the immediate area an opportunity to experience a dog off leash park so that they can make an informed decision and provide feedback. 11. Question Period -Nil 12.
