Adoption of the January 7, 2014 Agenda. R14-001 It was moved and seconded. That the Agenda for the Regular Meeting of January 7, 2014 be adopted with the addition of; 3. R14-002 • Item 4.0 be changed to Election of Chair and Vice-chair • Item 5.7 Membership • Item 5.1 moves to Item 6.2 Adoption of the December 3, 2013 Regular Meeting Minutes. It was moved and seconded. CARRIED That the Minutes of the Regular Meeting of December 3, 2013 be adopted with the following amendments; Community Heritage Commission Regular Meeting Page1 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 7, 2014 • 6.1 change 2016 to 2014 (conference date) and that "conference become a community asset" to "conference is a community asset". • Item 6.6 "consideration include will include taxes" to become "consideration include; taxes ... " CARRIED 4. Election of Chair and Vice Chair The election for Chair and Vice-chair was held by Commission members present. Brenda Smith was nominated and unanimously elected as Chair. Ms. Smith accepted the position as Chair. Please note: Steve Ranta entered the meeting at 7:05 pm Faye Isaac was nominated and unanimously elected as Vice-chair. Ms. Isaac accepted the position as Vice-chair. Commission members thanked Craig Speirs for his leadership throughout the past year as Chair. 5. New & Unfinished Business 5.1 Heritage Plan Road Show Moved to Item 6.2. 5.2 Maple Ridge Funeral Home 50th Anniversary Faye Isaac reported she will be going to Maple Ridge Funeral Home this week to speak with them about their upcoming anniversary. 5.3 Experience the Fraser Councillor Bob Masse updated Commission members on the "Experience the Fraser" project. It is an initiative by the Provincial Government with communities along the Fraser River to establish a network of continuous trails along the Fraser on both sides of the river. Commission members chose to discuss another topic at this time. Lisa Zosiak will send an invitation to Sandy Blue in Economic Development to request her attendance at a future meeting to discuss the Experience the Fraser project. 5.4 Heritage Revitalization Agreements Update -Nil 5.5 CHG Budget Review -Lisa Lisa Zosiak recently meeting with the Finance department regarding the CHC budget and roll-overs. Ms. Zosiak reported that the budgets will not be finalized until the end of January, she will bring a report back to Commission for the February meeting. Ms. Zosiak asked Brenda Smith to participate in the upcoming meeting with Finance. 5.6 Horse Culture in Maple Ridge -Cyndy Cyndy Johnson-McCormick has left 2 messages on the Haney Horsemen's website, and suggests to Commission they pursue this at a later date in the spring. 5.7 Membership Page2 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 7, 2014 R14-003 R14-004 R14-005 Brenda Smith referred to the mandate of CHC where it references this Commission should have a standing member from Parks & leisure Services. Ms. Smith further reviewed the process for absenteeism and suggested that Commission members review "duties of commission" on page 47 of the Heritage Plan to discuss at the February meeting. A review is underway of current and expiring terms for CHC with a report due at the February meeting. 6. Sub-Committee Reports 6.1 CHC Networking Conference -Report Brenda Smith indicated that the report is pending receipt of a cheque from Heritage BC. 6.2 Heritage Plan Brenda Smith reviewed a Communications Proposal Recommendation report that she recently completed. It was moved and seconded. That a sub-committee for communications be comprised of Faye Isaac, Joe Robinsmith, Steve Ranta and Brenda Smith. CARRIED The Communications Proposal Recommendations will be handed over to the newly formed communications sub-committee. 6.3 Newsletter Craig Speirs noted that he has stepped down from the newsletter committee. It was moved and seconded. That the newsletter sub-committee be comprised of Michael Cook, Joe Robinsmith and Cyndy Johnson-McCormick. CARRIED Commission members will all submit a bio and photo to Lisa Zosiak by January 31 for inclusion in the upcoming newsletter. In addition, Ms. Zosiak will write an article on the Heritage Plan. The newsletter will include a section re-introducing CHC members, the new Chair and Vice-chair and Council Liaise. Ms. Smith will write an article on the Networking Conference. The newsletter sub-committee will establish deadlines to complete 4 newsletters per year. 6.4 Heritage Awards The Heritage Award sub-committee recently had a meeting and brought forward recommendations to Commission which Craig Speirs summarized. It was moved and seconded. Page3 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 7, 2014 That the Heritage Award Action Plan be accepted by CHC and the Heritage Awards Sub- committee and Plaque sub-committees come together under the Heritage Awards sub- committee with this sub-committee to include members; Brenda Smith, Steve Ranta, Craig Speirs, Cyndy Johnson-McCormick and Wayne Beck. CARRIED 6.5 Heritage Plaque Program (damaged sign replacement) Lisa Zosiak reviewed a inventory results report submitted by Cyndy Johnson- McCormick listing plaques requiring attention in 2014. Ms. Zosiak will forward this list to the Parks department to explore if they will assist with the cleaning and/or work required on these signs. Faye Isaac will investigate if there is supposed to be a sign at Spencer Farm Milk House at the fairgrounds. Details around the unveiling of the Port Hammond sign date should be available by the next meeting. Commission members chose to discuss another topic at this time. 6.6 Digitization Project Lisa Zosiak recently spoke with Val Billesberger who has encountered complications regarding her investigation into the digitization project. Ms. Zosiak will be setting up a meeting between herself, Ms. Billesberger, Brenda Smith and Craig Speirs. 6. 7 Maple Ridge Historical Society Update Faye Isaac reported that no meeting occurred in December, but the Historical Society's 40th is coming up in August and plans are underway for an event on August 1Qth. 6.8 Council Liaison Update Councillor Bob Masse reported that the municipal budget has received three readings and it is anticipated to receive fourth reading on January 15th. 7. Roundtable Steve Ranta inquired about the heritage house at end of York Street. Lisa Zosiak confirmed that both houses are on the Heritage Inventory with one of the houses having a heritage revitalization project underway. Mr. Ranta asked if there is protection on houses on the inventory if they do renovations. Ms. Zosiak confirmed it had to be a heritage designation before a property is protected from alterations to heritage value. Michael Cook inquired if a new hotel was still being considered in Maple Ridge, Councillor Masse confirmed it is. It will have a modern design with heritage-type material. Wayne Beck reported he recently attended a workshop entitled "Writing Statements of Significance" hosted by the Vancouver Heritage Foundation. Mr. Beck feels this could be a very beneficial conference to be hosted here. Cyndy Johnson-McCormick reported that the Dr. Broe house in Hammond has been sold and will be in good hands with the new owners. Page4 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 7, 2014 Lisa Zosiak reported that the CHC sent Fred Braches a Christmas card and small gift from for all of the great work he does for this group.
