Call to order 7: 04 p.m. Nicole Read and Michael Cook were introduced as the upcoming new Community at Large members of the Commission. Ms. Read and Mr. Cook gave an overview of their background and heritage connection. Adoption of the Agenda R09-001 It was moved and seconded That the Agenda for January 6, 2009 be adopted as presented CARRIED 3. Minutes of December 2, 2008 Regular Meeting be adopted R09-002 It was moved and seconded That the Minutes of the Regular Meeting of December 2, 2008 be adopted CARRIED 4. Delegations -Nil 5. Presentations -Nil 6. Current and Unfinished Business 6.1 Statements of Significance Project Lisa Zosiak Lisa Zosiak advised that she had available for perusal rough drafts of the updated Maple Ridge Heritage Register and gave an overview of the Statements. Ms. Zosiak advised that fully formatted copies will be available at the next meeting. 6.2 Conservation & Feasibility Plan for St. Andrew's Church Lisa Zosiak Lisa Zosiak gave an overview of the current stage of the Conservation & Feasibility Plan and advised that she received a second draft from Don Luxton. Ms. Zosiak advised that there will likely be one more draft before the final. Community Heritage Commission Regular Meeting Page 2 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 6, 2009 6.3 Sustainable Heritage Building Use Lisa Zosiak reflected on the December 2nd meeting and how the "Sustainable Heritage Buiding Use" was to remain on the Agenda. It was determined by consensus to leave the matter on the Agenda for discussion at a later date, as there was nothing to consider at this time. John McCormick arrived at 7:13 p.m. 6.4 Heritage Plaque program Lisa Zosiak circulated copies of the Heritage Plaque Index to the members who had not previously received a copy and asked the group whether they were ready to discuss at this meeting. Discussion took place regarding the "New Homes to be added to Heritage Inventory" and "Heritage Houses that could be Plaqued" lists. These lists were prepared by Lynne Probyn and Sarah Hossack and circulated at a previous Community Heritage Commission meeting. Ms. Zosiak sought input from the Commission regarding which heritage sites the Commission would be interested in having a plaque placed. The Commission members will come ready to discuss at the February meeting. Discussion took place regarding the difference between a property that is designated and one that is plaqued. ACTION ITEM: Lisa Zosiak to provide further copies of the "New Homes to be added to Heritage Inventory" and "Heritage Houses that could be Plaqued" at the February 3rd meeting. 7. New Business 7.1 Heritage Commission Networking Conference -2009 Lisa Zosiak reminded the Commission of the December meeting discussion regarding the possibility of Maple Ridge hosting a Conference in 2009. Discussion took place and it was suggested the District hold a conference on a bi-annual basis as the enthusiasm or interest may not be as high each year. It was determined it would be a great undertaking to plan and organize such an event, however, if such a conference was to be held it was suggested that different speakers than the previous year be included to peak interest. Jacqueline Mulcahy advised that she has connections with the Universities and there would be a lot of opportunity and potential for the community. Ms. Mulcahy provided ideas and thoughts on expanding the heritage focus and how to incorporate that into a conference with the resources that are available. Community Heritage Commission Regular Meeting Page 3 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday; January 6, 2009 Nicole Read advised of her connections and that, from her experience, there are always students eager to learn about heritage. ACTION ITEM: Lisa Zosiak will obtain the questionnaire results from Val Billesberger regarding the overall view of the attendees of the Heritage Commission Networking Conference and will provide such results to Jacqueline Mulcahy. Discussion took place regarding the budget and a possible grant allocation from Heritage B.C. It was determined that it would be beneficial to involve the Economic Development Department in an event related to heritage tourism. By consensus it was determined that Jacqueline Mulcahy, Helmi Braches and Nicole Read will form the sub-committee for the possible Heritage Conference to be held in Maple Ridge. 7.2 Maple Ridge Historical Neighbourhoods document Lisa Zosiak Lisa Zosiak circulated the Maple Ridge Historical Neighbourhoods document which was prepared by Denise Cook Design in conjunction with the Statements of Significance for the Maple Ridge Heritage Register update. Ms. Zosiak suggested it be used in the Context Planning process and was seeking input from the Commission regarding any amendments or changes to the document. Those comments are to be provided to Ms. Zosiak at the next meeting. Lisa Zosiak proposed that the references to the Statement of Significance be removed from the document and it was generally agreed. ACTION ITEM: Committee Clerk to add Maple Ridge Historical Neighbourhoods document to the February 3, 2009 Agenda. 7.3 Proposed Heritage Revitalization Agreement -Beeton/Daykin House Lisa Zosiak gave an overview of the Beeton/Daykin House Heritage Revitalization Agreement and circulated the Rezoning Heritage Referral from the Planning Department for review. Ms. Zosiak advised that the architect intends to save the house that is on the site and build four other units around it. Ms. Zosiak sought comments from the Commission by the end of the week as it is scheduled to go before the Advisory Design Panel on Tuesday, January 13, 2009 and eventually to Council for first reading. John McCormick suggested that the developer should be required to follow the Standards and Guidelines document Community Heritage Commission Regular Meeting Page 4 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 6, 2009 for this project. He noted that it is this type of project that the Standards and Guidelines document was developed for. There was also concern about what would happen to the old chestnut tree at the front of the property. John McCormick indicated that the heritage house's significant features should be distinguishable from the other buildings, in order to plainly see where the heritage value has been identified in the existing building. Lisa Zosiak advised that a Statement of Significance has been completed for the site and that the character defining elements will need to be considered. Discussion took place regarding how this development proposal and the Heritage Revitalization Agreement will set a precedent for future Heritage Revitalization Agreements in Maple Ridge and whether the existing house could possibly be considered for a plaque at a later time. ACTION ITEM: The comments from the Commission are to be provided to Lisa Zosiak by Friday, January 9th, 2009. 8. Committee Reports 8.1 Newsletter Helmi Braches provided an overview of the Newsletter and the upcoming articles contained in the winter issue which will be released shortly. Ms. Braches suggested the Commission have a new photo taken at the February meeting and asked Nicole Read and Michael Cook to provide her with a short bio to include in the March issue. 8.2 Heritage Awards Lisa Zosiak advised that the Heritage Awards will be at St. Andrew's Church on Thursday, February 19th at 7:30 p.m. Lisa Zosiak advised that Jim Connor suggested the Commission share a full page ad in the local paper with the Historical Society to promote Heritage Week. ACTION ITEM: Lisa Zosiak to notify Val Patenaude to have Heritage Week Advertising added to the Historical Society Agenda for the following week's meeting. Community Heritage Commission Regular Meeting Page 5 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday, January 6, 2009 8.3 Heritage Context & Strategic Planning Lisa Zosiak advised that she has completed a draft which will be sent to Bob Parliament. Ms. Zosiak further advised that the sub-committee will have a meeting in the very near future to start work on the Request for Proposal. The sub-committee will be made up of Lynne Probyn, John McCormick, Jacqueline Mulcahy, Nicole Read and Michael Cook. Sheila Nickols advised that the Maple Ridge Museum was successful in obtaining the Grant for their new website which needs to be completed by the end of March. 9. Correspondence -nil 10. Motion to Move into Closed Session R09-003 It was moved and seconded That the meeting be closed to the public pursuant to Section 90(1)(b) of the Community Charter as the subject matter relates to personal information about an identifiable individual who is being considered for a municipal award or honour.
