Minutes of January 6, 2009 Regular Meeting be adopted R09-005 It was moved and seconded That the Minutes of the Regular Meeting of January 6, 2009 be adopted CARRIED 4. Delegations -Nil 5. Presentations -Nil 6. Current and Unfinished Business 6.1 Statements of Significance Project Lisa Zosiak Lisa Zosiak circulated the final Statements of Significance for Maple Ridge Heritage Register and advised that it is available on the website; www.mapleridge.ca. 6.2 Conservation & Feasibility Plan for St. Andrew's Church Lisa Zosiak Lisa Zosiak provided an overview of the Conservation & Feasibility Plan for St. Andrew's Church and what the Plan entails. Ms. Zosiak advised that Bob Parliament's comments have been provided on the second draft and that one further draft will be circulated to the Commission for comments. 6.3 Sustainable Heritage Building Use For the benefit of the new C(?mmission members, discussion took place regarding sustainable heritage building use. Examples were given of existing locations within the community. Lisa Zosiak provided an overview of the LEED (Leadership in Energy and Environmental Design) standards. Ms. Zosiak provided an overview of tr1e purpose of Heritage Revitalization agreements and the level of protection that they provide. 6.4 Heritage Plaque program Community Heritage Commission Regular Meeting Page 2 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday, February 3, 2009 Lisa Zosiak circulated "Don Luxton 's Hertitage Home List -Completed 1998" and "New Heritage Homes To Be Added to Heritage Inventory" which were prepared by Lynne Probyn. Copies of the "Heritage Plaque" policy dated July 11, 1994 were also circulated to the Commission. Discussion took place regarding establishing criteria for installing a plaque, renaming of street signs and street names and branding locations. The ceremonial event recognizing Hammond as a Historical Community was discussed. 1ACT/ON lTEM: The Commission members are to narrow down the categories of the Plaque Program by the March 3 , 2009 meeting. The Commission discussed what they are trying to achieve out of the Plaque Program. 6.5 Maple Ridge Historical Neighbourhoods Document Lisa Zosiak provided an overview of the Maple Ridge Historical Neighbourhoods document previously circulated. The document will be used in the Context Planning process. Discussion took place regarding the Commission's comments regarding the document. Ms. Zosiak advised that one map is being prepared for each neighbourhood. A heritage map of Maple Ridge is also being prepared which will indicate the sites that are on the inventory, the register, plaqued or designated. "A CT/ON JTEM: Comments from the Commission regarding the Historical Neighbourhoods document is to be provided to Lisa Zosiak by the March 3 rd meeting 6.6 Proposed Heritage Revitalization Agreement -Beeton/Daykin House Ms. Zosiak provided a further overview of the Beeton/Daykin House and the Proposed Heritage Revitalization Agreement. Ms. Zosiak advised that the matter went before the Advisory Design Panel on January 13, 2009 . .. _. . Ms. Zosiak further advised that the questionnaire results from the Heritage Commission Networking Conference were unavailable at this time, but she will provide the information upon receipt. New Business 7.1 Conservation Planning Course Ms. Zosiak circulated an Agenda for the Conservation Planning Course scheduled for Friday, February 20, 2009 at SFU, Harbour Centre, 515 West Hastings, Vancouver, B.C. from 9:00 a.m. until 5:00 p.m. Jim Connor, Lynne Probyn, Jacqueline Mulcahy, Nicole Read, Michael Cook and Lisa Zosiak at scheduled to attend the course. 7.2 Purchase of Remnants of Land Lisa Zosiak advised that during a Council meeting in November 2008, Resolution 1103 indicated: 1103 Statements of Significance for Maple Ridge Heritage Register ACTION REQUIRED: Staff is to provide the Community Heritage Commission with comments of Council referring to the potential purchase of remnants of land in the vicinity of the CEED Centre to establish an area to place heritage buildings obtained by the District. Staff is to investigate the possible purchase of land remnants owned by the Department of Highways which border the Haney Bypass. Ms. Zosiak advised that Council is looking for comments from the Commission and provided an overview. Discussion took place regarding the process and cost of moving a heritage building from its original location as opposed to demolition. Danger to the home while being moved was discussed and what type of house would warrant saving if the owner wished to demolish it. Nicole Read brought up the idea of a conservancy fund and whether such a fund has ever been established. Significant discussion took place regarding removing a building out of its context and relocating it in a heritage village. The land in question is currently designated as Park in the Official Community Plan's (OCP) Town Centre Area Plan and would be used as a potential site for saving heritage buildings that, in the future, may be in danger of being demolished. Irena Mohr liked the idea that if there are crucial historical sites, some type of fund be set up to work towards the purchase of the sites. This was discussed and the question was raised about how a conservancy fund would impact the funding needed to construct a new Maple Ridge Museum building. Committee Reports 8.1 Newsletter Lisa Zosiak circulated the Winter 2008 issue of the Newsletter and requested biographies from the new Commission members; Nicole Read, Michael Cook and Irena Mohr. Ideas or topics for the spring issue were sought. Nicole Read, Michael Cook and Irena Mohr to provide Helmi Braches with biographies for the newsletter. Possible topics or suggestions for the spring issue of Heritage Here to be provided to Helmi Braches. 8.2 Heritage Awards Lisa Zosiak circulated a copy of the 2009 Maple Ridge Heritage Awards and provided an overview of the evening. Ms. Zosiak advised of the locations and individuals the invitations have been provided to. It was agreed, by consensus, that Jim Connor will be Master of Ceremonies for the event. Jim Connor advised that a full page advertisement for the Heritage Awards evening will be in the February 11, 2009 edition of the Maple Ridge News a.nd a draft was circulated for perusal. Jim Connor suggested including information on the Commission in the newspaper. Mr. Connor further suggested running a public contest during Heritage Week whereupon he provided 10 possible heritage related quiz questions. Discussion took place and it was agreed a Heritage Week Quiz will take place. R09-006 It was moved and seconded That a maximum of $700 be spent for newspaper articles relating to the Heritage Awards and Heritage Week CARRIED Community Heritage Commission Regular Meeting Page 5 of6 Community Heritage Commission Regular Meeting Minutes -Tuesday, February 3, 2009 8.2 Heritage Context & Strategic Planning Lisa Zosiak advised that the sub-committee met and she is preparing the Request for Proposal (RFP) document. Ms. Zosiak further advised that provincial funding should be available by the beginning of April. The Commission's budget is providing $10,000 and the Province will provide $10,000. ACTION itEM: Lisa Zosiak to provide the Request for Proposal at the March 3, 2009 meeting for perusal by the Commission. 8.3 Heritage Conference Jacqueline Mulcahy advised that research has commenced with respect to the Heritage Conference. 9.
