Call to order 7:01 p.m. 2. Minutes of September 1, 2009 Regular Meetings be adopted R09-023 It was moved and seconded That the Minutes of the Regular Meeting of September 1, 2009 be adopted as circulated CARRIED 4. Delegations -Nil 5. Presentations 5.1 Historical Research Presentation -Nicole Read Nicole Read gave a presentation on how to research a District Lot. 6. Sub-Committee Reports 6.1 Newsletter Helmi Braches advised the Commission that the Heritage Newsletter, summer issue has gone out and noted that two more newsletters should go out before the end of the year and needs some ideas. The Commission discussed ideas for the two upcoming issues; BC Heritage Conference, CHC Networking Conference, and the Historical Research Presentation. It was agreed that for the next issue a retraction will be put in about the Church services still continuing. 6.2 Heritage Awards Lisa Zosiak advised that the deadline is coming up quickly; and handed out some nomination forms. Sheila Nickols handed in a completed nomination form for the LADD Family home which is owned by the Municipality. Newspaper ads have been submitted and two have already gone out with one more appearing this weekend; the information is also on Facebook and on the District's website. Lisa Zosiak also advised that the tentative date for the Heritage Awards is February 18th and Lisa Zosiak will book the church. 6.3 Heritage Context Study Lisa Zosiak reviewed the copy of the draft invite list; anyone should be added. Ads will have to go in the paper. Councillor Speirs advised to contact the Ministerial Services for the local churches. Community Heritage Commission Regular Meeting Page 2 of 5 Community Heritage Commission Regular Meeting Minutes -Tuesday, October 6, 2009 6.4 CHG Networking Conference Nicole Read advised that we need to finalize the agenda and waiting to hear back from James and Catherine; send another email for a response. Rick Goodacre, Director of Heritage BC, Judy Dueck, Diana Switzer, Vancouver Heritage Society, Craig Speirs, Bob Parliament is the moderator these are the members of the panel. Helmi has finalized the catering. Once the agenda is finalized then it can be distributed. The questions for the panel also need to be finalized. Lisa Zosiak advised the Commission the CHG Networking Conference will be held on Saturday, November 28th at 8:45 a.m. with the consultants' Public Workshop being held on Wednesday, October 28th between 7:00 -9:15 p.m. and reviewed the draft agenda with the Commission. 6.5 Heritage Plaque Program Lynne Probyn advised that one of the changes is that we're deleting circa from all the plaques as it's an estimated time. The date on the Katainen House is 1917 instead of 1916 as this was verified by the daughter of the owner. Sheila has asked that we do more research on the Buckerfield House on the name as the rumour is that Mr. Buckerfield worked at the house but didn't own the house. Nicole Read and Val Billesberger are currently researching this. Lynne Probyn reviewed the history of the house. 6. 6 CHG Facebook Page Nicole Read confirmed that she will update the Facebook page for the Maple Ridge Community Heritage Commission. Ms. Read also confirmed that once everyone has signed up for Facebook she will send out instructions on how to use Facebook and access the Group page. Councillor Speirs left the meeting at 8:08p.m. 6. 7 Newspaper Advertisements Jim Connor reviewed a draft newspaper article that was edited by Sheila Nickols. The Commission decided to run a copy of the article in the local newspapers along with the Heritage Newsletter. Mr. Connor also noted that Lisa Zosiak suggested this be part one of a three part series and the other two articles can be related to Local Economic Development and Social Sustainability. 7. Current and Unfinished Business 7.1 Heritage Revitalization Agreements -Lisa Zosiak Lisa Zosiak updated the Commission that both Revitalization Agreements are moving along; the draft agreement for the house at 104th Avenue in Ruskin is currently being reviewed and the draft for the Daykin House needs to be reviewed by Lisa Zosiak and Management Staff. Lisa Zosiak advised that the Agreement for 104th will be going to the December Public Hearing. Community Heritage Commission Regular Meeting Page 3 of5 Community Heritage Commission Regular Meeting Minutes -Tuesday, October 6, 2009 7.2 Historical Research Presentation -Nicole Read This Item was dealt with under Item 5.1 7.3 Street Signage -Irena Mohr Irena Mohr noted that she sent out the email for the Commission members to review the different signage options. Lisa Zosiak advised that she has spoken with Russ Carmichael, the Director of Operations with regards to historical signage. Irena Mohr advised that she will create 3 prototypes (with consideration as to what neighbouring communities have done) to bring back to the Commission. Ms. Zosiak does not think that the Community Heritage Commission would be responsible for the costs of the new heritage signs. The Commission would like to focus on the street signs along 224th as a first priority. It was also noted that the current street names will remain in tact but an addition will be placed above or at pedestrian with the historical name. The Commission would also like Irena to work with the Business Improvement Association. 7.4 Business Planning -Lisa Zosiak Lisa Zosiak advised that the Business Plan is an addendum and not a full plan and needs to be completed by October 16, 2009. Jim Connor and Helmi Braches will review the draft Business Plan that Lisa Zosiak will prepare. Lisa Zosiak also noted that for 2010 she will be helping out as much as she can but it's going to be put more on the Commission members to complete projects. Nicole Read noted that more authority to volunteers being able to communicate with outside contacts, signing off on projects will be needed to reduce the work load for the Staff Liaison. Lisa Zosiak will review this with the Director of Planning. The Commission commended Lisa Zosiak on her drive and commitment to the Commission. 7.5 Committee Terms Lisa Zosiak advised the Commission that there are four members' terms that end December 31, 2009 and will need to be reappointed for another 2 year term. Sheila Nickols and Jim Connor advised that they will be stepping down at the end of 2009 and Helmi Braches, Lynne Probyn and Jacqueline Mulcahy all advised that they would like to continue on for another two year term. 7.6 Great Rides Lisa Zosiak advised that Russ Carmichael suggested that the Vancouver Area Cycling Coalition would like to arrange a Great Ride that includes historical sites throughout Maple Ridge. The Commission decided to add this as a project for the 2010 year. 8. New Business Community Heritage Commission Regular Meeting Page 4 of5 ) Community Heritage Commission Regular Meeting Minutes -Tuesday, October 6, 2009 8.1 Heritage BC Workshop -Towns for Tomorrow -Urban Revitalization for Sustainable Growth Lisa Zosiak advised the Comm ission that there is an interesting workshop being held on Monday, October 19th between 9-4p.m. and the cost is and she would like to send one Commission member to attend. Lisa Zosiak also advised that Rick Goodacre has advised the Commission that there is a grant available for $1000 that will help out with the CHC Networking Conference and she will be completing the application.
