The Minutes of the Regular Meeting of the Community Heritage Commission,held in
the Blaney Room,at Maple Ridge Municipal Hall,11995 Haney Place Road,Maple
Ridge, British Columbia, on Tuesday, November 3, 2009 at 7:00 p.m.

That the Minutes of the Regular Meeting of October 6,2009 be adopted with
the following amendments;
9.1 Add Jacqueline Mulcahy to the names of Commission members that will
review the Draft Context Study agenda.
6.4 The first line of the second paragraph should read “the CHC Networking
Conference will be held on Saturday,November 28th at 8:45 a.m.with
the consultants’Public Workshop being held on Wednesday,October
28th between 7:00 - 9:15 p.m….”

6.1 Newsletter
6.2 Heritage Awards
Lisa Zosiak advised the Commission that she has received one nomination for
the Heritage Awards.Ms.Zosiak also noted that Helmi and Fred Braches have
nominated The Times and The News newspapers under the History and
Heritage Publication category.
Councillor Speirs advised the Commission that the Hill House owners are
nearing completion of their restoration work and Councillor Speirs would like the
Commission to consider them for a nomination.
The following nominations were made:
The LADD Garden –nominated by Claus Andrup under Heritage
Landscape.
Ruskin Community Hall Association -nominated by Helmi and Fred
Braches.
Hill House - nominated by Councillor Speirs under Heritage Building.
Val Billesberger -nominated by Jacqueline Mulcahy under
Preservation of Documents.
Jacqueline Mulcahy nominated the ARMS for potential Heritage Awards List.

Lisa Zosiak advised the Commission that all complete nomination applications
need to be submitted before December so that the sub-committee can meet to
start reviewing the nominations.
ACTION ITEM:Committee Clerk to create a “Potential Heritage Awards”
and add this item to every future agenda item.
6.3 Heritage Context Study - Update
Lisa Zosiak advised the Commission that the Heritage Context Study Public
Workshop was well attended with lots of discussion.However,Commission
Members have concerns about how the consultants conducted the workshop
and it was felt that these concerns were not responded to satisfactorily.Ms.
Zosiak also advised the Commission that she will arrange a meeting with the
consultants to address the Commission’s concerns and request that the next
Context Study workshop be planned with the Commission’s involvement.
6.4 CHC Networking Conference
Nicole Read advised that Helmi Braches would like to contact the presenters for
the CHC Network Conference which is scheduled for Saturday,November 28th
between 8:45 – 4:00 p.m.
Lisa Zosiak reviewed the list of volunteers for the conference with the
Commission and also noted that to date there are seven registered participants.
The Commission discussed different ways to get the word out to the public
about this event and noted that the deadline for registration is Monday,
November 23rd at 2:00 p.m.
Lisa Zosiak advised that the Community Heritage Commission has received a
$1,000 grant from the Heritage Society of BC.Ms.Zosiak also noted that any
profit raised from this event will be kept in perpetuity in a separate account until
the Commission decides how to use the funds.
The Commission discussed how to increase the amount of time that the Staff
Liaison is allowed to allocate to the Community Heritage Commission
6.5 Heritage Plaque Program
Lynne Probyn gave an update on the Heritage Plaque Program and noted that
the plaques will be 4X6 inches.Ms.Probyn also noted that the original owners
of the Buckerfield House have not yet been confirmed.The Commission
discussed different ways to obtain this information.
Jacqueline Mulcahy left the meeting at 8:00 p.m.

6.7 Newspaper Advertisements
Jim Connor advised the Commission that The News editor has his article on
hand and he will touch base with the editor after Wednesday’s paper.
7.Current and Unfinished Business
7.1 Heritage Revitalization Agreements - Lisa Zosiak
Lisa Zosiak gave an update on two Heritage Revitalization Agreements that are
currently being reviewed by the Municipal Solicitor.
7.2 Business Planning - Lisa Zosiak
Lisa Zosiak distributed the Addendum for the Business Plan for the
Commission’s review.The Commission discussed rolling over any funds that
might not have been used in 2009 to 2010.Jim Connor advised that in
speaking with the Manager of Community Planning it was mentioned that the
Staff Liaison’s time is set out in the Business Plan for the Community Heritage
Commission.Mr.Connor also noted that Nicole Read has drafted a letter to the
Director of Planning with regards to Lisa Zosiak spending more time with the
Commission.Councillor Speirs suggested that the letter be copied to Frank
Quinn and Jim Rule.
7.3 Heritage BC Workshop - Towns for Tomorrow - Urban Revitalization for
Sustainable Growth, review of workshop
Lisa Zosiak reviewed the Heritage BC Workshop called Towns for Tomorrow –
Urban revitalization for Sustainable Growth that she attended.

9.1 Whonnock Church
Lisa Zosiak advised that the Whonnock Church is selling their site and the
Commission reviewed the listing prices.
