Wheeler TABLED UNTIL NEXT MEETING 5.2 Child Care Legislation -Recommendation to Council S. Wheeler TABLED UNTIL NEXT MEETING 5.3 Business Plan 2007 -Critical Issues Action Plan S. Wheeler/S. Matthewson A handout was distributed indicating an initial attempt at compiling the amount of dollars that have come to the community over the last three years as a result of community collaborative efforts. The request for this information had come out of the business planning meeting held on September 20 where the group had discussed how important collaboration between agencies within the community is. As the network had been extremely in gaining funding for various projects, it was important now to address how this network could be maintained. Social Planning Advisory Committee Regular Minutes Page2of6 ) Social Planning Advisory Committee Regular Meeting Minutes October 18, 2006 5.4 The Child, Youth and Family Network has agreed to work with SPAC to compile this information. An initial tally indicates that the amount of dollars accessed is significant. It is hoped that this document will be complete by the end of December. This information will be gathered on an ongoing basis. A summary of the business planning session was handed out for review. The committee then discussed the three top critical issues which had come from the Business Planning session. Action Strategies were developed for each of the issues: the need for a continuum of housing including transitional, supportive and affordable housing; dispelling the negative image of the community; and sustainability of both the Child, Youth, and Family Network as well as the projects currently relying on grant funding. BC Housing Call for Proposal S. Wheeler Sue Wheeler reported that last week, the Provincial Government announced funding for 450 new supportive housing units for the province. A call for proposals was released with a deadline of November i\ 2006. In response to this call, the Alouette Home Start organization had made the decision to proceed and will be putting forward a proposal to develop approximately 20 transitional and supportive housing units in Maple Ridge. It was also reported that Sheila McLaughlin, Alouette Home Start Society has put together a task force to develop the proposal. Sue Wheeler reported the need for both transitional and supportive housing in our community is well documented and that the Social Planning business plan currently supports Alouette Home Start Society's work on pursuing opportunities for transitional and supportive housing. Sue suggested that the Social Planning Committee may wish to consider this specific project when developing the 2007 Action Plan. 6. COMMITTEE REPORTS 6.1 Substance Misuse Prevention Strategy Update S. Wheeler It was reported that the Substance Misuse Prevention Strategy Task Force developed by more than twenty local agencies, is nearing the completion of the Action Strategy. Marika Sandrelli, the Coordinator of the project, will attend the November 1st Social Planning Advisory Committee meeting to share the final report and Action Strategy. As the Social Planning Committee had initiated this Task Force and process at the request of Council, SP AC will be required to endorse the final report and Action Strategy and forward a recommendation to Council. The goal is to have the Social Planning Advisory Committee Regular Minutes Page3 of6 Social Planning Affliisory Committee Regular Meeting Minutes October 18, 2006 strategy forwarded to Council in November with the public release scheduled to happen during National Addictions Awareness Week in late November. There was some discussion as to some confusion regarding the history of the Substance Misuse Prevention Strategy and its actual function. It was explained that Council received a presentation from the Lower Mainland Municipal Association urging them to develop an Action Strategy for our community. Council forwarded this request to SP AC and the committee initiated the Substance Misuse Prevention Task Force with broad representation from many community agencies. There was a question regarding possible overlaps with the local Crystal Meth Task Force. It was explained that the Crystal Meth Task Force is focused on awareness and public education regarding this specific emergent drug. Wheeler In regard to Federal funding toward the Supporting Community Partnerships Initiatives, there was still no word on any funding initiatives past the end of March 2007. Typically, the call for proposals for funding would have come at the end of June to allow enough time to have funding in place for the following March. The Regional Steering Committee on Homelessness is hopeful that this will be topic of discussion at the Union of British Columbia Municipalities meeting next week. The committee will be updated as information comes to Sue. Local programs that receive funding under this initiative include the Caring Place Cold, Wet Weather shelter, the Iron Horse Youth Safe House, and the Community Outreach Workers. The biggest problem due to the uncertainly as to whether or not funding will be provided will the retention of staff. Stone Soup was a local event organized by the Food Security Policy Roundtable and the Homelessness Awareness Week committee to increase awareness of both food security issues and homelessness. The event had good participation on all levels including: agencies that contributed to the soup, agency information displays with many taking advantage of the opportunities to connect people to services, public donations, and with over 100 people enjoying a bowl of soup. The goal is be to host this event every year and to use both build awareness and to connect people with services. It was also reported that throughout this week, Canadian Tire dollars would be going towards homelessness. 6.5 Round Table TABLED UNTIL NEXT MEETING 7. Correspondence 8. Next Meeting The next regular meeting of the Social Planning Advisory Committee will be held on Wednesday, November 1, 2006 at 7:00 p.m. in the Blaney Room, Maple Ridge Municipal Hall, with an agenda deadline of Monday, October 20, 2006.
