Adoption of the Agenda R06-37 Motion was moved and seconded That the Agenda for February 7, 2007 be adopted with the following addition: Item 5.5 and Item 5.1 will be reversed -numbering will be adjusted accordingly. CARRIED 3. Minutes of the Social Planning Advisory Committee Regular Meeting R06-38 Motion was moved and seconded That the Minutes of the Social Planning Advisory Committee November 1, 2006 Regular Meeting be revised with the following amendment -Page 7, 3rd line of paragraph should be changed from IOED to IODE and adopted; and that the Minutes of the Social Planning Advisory Committee December 6, 2006 Regular Meeting be adopted. CARRIED 4. Delegations and Presentations 4.1 Introduction of New Members Councillor Linda King, Maple Ridge Council, Gwen Champagne, Community Living BC and Inspector Jim Wakely, RCMP were introduced as new SPAC members. Ross Dunning was introduced as a guest and potential new Community At Large member 4.2 Substance Misuse Prevention Task Force-Final Report -Presentation by Marika Sandrelli, SMPTF Coordinator -Guests -Rachel Kaswell, Corrine Arthur, Curtis Arthur The background involving the formation of the Substance Misuse Prevention Task Force was reviewed. Marika Sandrelli, Substance Misuse Prevention Task Force Coordinator provided a PowerPoint presentation on the substance misuse prevention strategy Social Planning Adi,isory Committee Regular Minutes Page2 of5 ) Social Planning Advisory Committee Regular Meeting Minutes February 7, 2007 Corrine and Curtis Arthur were introduced and gave a presentation on the benefits of the benefits of bringing a methadone clinic into Maple Ridge. The presentation was based on personal experience in dealing with the effects of heroin misuse and using methadone to control that addiction. The draft version of the Substance Misuse Prevention Task Force document entitled "Putting the Pieces Together" was distributed for review, discussion and endorsement by committee members. R06-39 Motion was moved and seconded That staff prepare a report for Maple Ridge Council asking for endorsement of the Substance Misuse Prevention Task Force document entitled "Putting the Pieces Together". CARRIED Vicki Kipps -ABSTAINED Note: Rick Butler excused himself from the meeting-8:30 p.m. 5. Unfinished and New Business 5.1 Provincial Funding Cuts to Childcare Services Vicki Kipps reviewed the provincial funding cuts to childcare services and the impact of these cuts on childcare for parents and on caregivers. R06-40 Motion was moved and seconded That Maple Ridge Council forward a letter to Provincial and Federal Governments as well as to Opposition parties addressing the funding cuts to childcare services. CARRIED 5.2 Review of Work Plan (deferred to March Meeting) 5.3 2007 Budget 5. 3.1 2006 Carryover Discussion Sue Wheeler A handout reviewing the SP AC 2006 budget was distributed. Committee members were advised that the Social Planning Advisory Committee had a total budget of $21,000. Of this amount, $11,000 was available to carry over into the next year. Social Planning Advisory Committee Regular Minutes Page3 of5 Social Planning Adl'isory Committee Regular Meeting Minutes February 7, 2007 R06-41 Motion was moved and seconded That $11,000 from the 2006 Social Planning Advisory Committee budget be carried over to the budget for 2007. CARRIED 5.3.2 2007 Budget Discussion (deferred) 5.4 CYFN Request/or Funding: 5. 4.1 Resource Inventory/Website Project It was put forward that need to develop an inventory of resources along with the task of keeping this inventory current had been identified. it was suggested that a website be developed on which organizations could post and update their information. Monies will be required for the implementation of such a website, the training of groups who will access the site. It was also suggested that a person with expertise to implement this project be hired. R06-42 Motion was moved and seconded That the Maple Ridge Social Planning Advisory Committee contribute $2,500 toward the development of a resource inventory website. CARRIED 5. 4. 2 CYFN Coordinator Due to the growth of the Child, Youth and Family Network, a requirement has arisen for a paid, designated person who will be responsible for coordinating the efforts of that network. The proposed start date for this person is May 1, 2007 and this position would be a partnership proposal and would run over a term of three years. R06-43 Motion was moved and seconded That the Maple Ridge Social Planning Advisory Committee contribute $2,500 per year over a term of three years toward the Child, Youth and Family Network coordinator position partnership, subject to an annual budget review. COMMITTEE REPORTS -NIL 7. CORRESPONDENCE 7.1 Ministry of Child and Family Development -Letter to Child Care Community A handout was distributed for discussion. 8. Next Meeting The next regular meeting of the Social Planning Advisory Committee was scheduled to be on Wednesday, March 7, 2007 at 7:00 p.m. in the Blaney Room, Maple Ridge Municipal Hall. Upon no further discussion coming from the Committee members, the Chair asked for a motion to adjourn the meeting. _) R06-44 Motion was moved and seconded that the regular meeting of the Social Planning Advisory Committee be adjourned.
