Adoption of the Agenda ROs-os Motion was moved and seconded That the Agenda for March 5, 2008 be adopted with the following addition; Item 5.5 Maple Ridge/Pitt Meadows Youth Councils (to be dealt with prior to Item 5.1 CARRIED Social Planning Advisory Committee Regular Minutes Page 1 of6 Social Planning Advisory Committee Regular Meeting Minutes March 5, 2008 3. Minutes of the Social Planning Advisory Committee Regular Meeting Ros-09 Motion was moved and seconded That the Minutes of the Social Plann ing Advisory Committee February 6, 2007 Regular Meeting be adopted CARRIED 4. Delegations and Presentations -Nil 4.1 Child, Youth & Family-Literacy Committee -Asset Mapping -Kathy Booth Shawn Matthewson introduced Kathy Booth who presented the Asset Mapping report with the Committee. One of the notable gaps in services to the community is support around adult literacy. A Literacy Facilitator will be hired to work on developing and implementing an action plan to meet this need. The position will be funded through the Legacy Now funding. Shawn Matthewson left the meeting at 7:30 pm NOTE: Item 5.6 was dealt with prior to Item 5.1 and prior to Delegations 5. Unfinished and New Business 5.1 2008 SPAC Proposed Projects Budget Sue Wheeler reviewed the 2008 Proposed Projects Budget with the Committee. ROs-10 Motion was moved and seconded That the Social Planning Advisory Committee approve the 2008 Proposed Projects Budget CARRIED 5.2 Report on Council Housing Tour February 11th Sue Wheeler advised the Committee that on February 11th Council members along with the Alouette Home Start Society visited two projects in the lower mainland (that offer supportive housing) to learn about their philosophies. Ms. Wheeler also gave descriptions of both projects; Highland House in Surrey has emergency housing in one building and supportive housing behind it. A tenant that invited the group into her home and explained to the group what was significant about the opportunity for her to live there. The second project that Ms. Wheeler described was Coast Mental Health Foundation in Vancouver that is located on Commercial Drive; lovely apartment building. Looks like any apartment building and fits in nicely and all the tenants support one another. Sue Wheeler advised that there are two levels of support in the Surrey establishment. Social Planning Advisory Committee Regular Minutes Page 2 of6 Social Planning Advisory Committee Regular Meeting Minutes March 5, 2008 5.3 Andy Libbiter extended an invitation to Council to tour the 24 hour licensed facilities in Maple Ridge and also advised the Committee that Fraser Health has done a report on facilities that offer 24 hour license care and found that 60% could live in far less intrusive care if they had the right support. Mr. Libbiter also advised the Committee that there are going to be 100 beds the government is funding at the Burnaby Centre for people with Mental Health Addictions; 30 will be stabilization beds and 70 will be long term beds. Mr. Libbiter advised that this will be a provincially funded resource that will meet the needs of the region including residents of Maple Ridge. Senior Networking Meeting update -Inspector Wakely Vicki Kipps advised the Committee that the Senior Networking Meeting was a success; close to 30 people came out including; service providers, funders, and political representation to review what services are available for Senior's within our community. Ms. Kipps also advised that a funding sub-committee was established with representation from the Legion, RMSS, Katzie First Nations to apply for funding from the United Way to develop a community planning table focused on seniors services. Judy Dueck wanted to congratulate Inspector Wakely and Community Services staff for taking the initiative and dedication to take this task on. Sue Wheeler advised that the Substance Misuse report has some recommendations that relate to seniors' needs in the community. 5.4 Homelessness Count March 11th -Update Sue Wheeler advised the Committee that there is a Homelessness Count Committee working on this project and the first training session was held in Port Coquitlam and there is a second training session this Friday at the Greg Moore Youth Centre for the volunteer training. 5.5 Agenda preparation for proposed future meetings with: ■ Randy Kamp, MP on National Housing Strategy ■ Michael Sather, MLA on Provincial Support for Affordable Housing ■ Randy Hawes, MLA on Provincial Support for Affordable Housing Sue Wheeler advised the Committee that this came out of the last meetings action items and wanted to start to keep a list of topics or issues that the Committee would like to discuss with both of these delegations and set some target dates for when these meetings would take place. ACTION ITEM: Sue Wheeler will extend invitations, based on availability, to Randy Kamp, Michael Sather and Randy Hawes to future Social Planning Advisory Committee meetings. 5.6 Maple Ridge Pitt Meadows Youth Council Sue Wheeler reviewed a proposal from the Youth Centre Maple Ridge / Pitt Meadows Youth Councils to partner with the Social Planning Advisory Committee to create a youth award with a bursary of $1000 that will be presented to one individual annually. Ms. Wheeler also advised the Committee that the Youth Council is planning to do some fundraising to potentially add one more recipient to receive the bursary. Social Planning Advisory Committee Regular Minutes Page 3 of 6 Social Planning Advisory Committee Regular Meeting Minutes March 5, 2008 The Social Planning Advisory Committee would like to suggest that this bursary split amongst a group of individuals' rather then one recipient receiving the whole amount. ROB-11 Motion was moved and seconded That the Social Planning Advisory Committee support and establish a sub-committee to aid in the facilitation of this bursary award CARRIED 6. COMMITTEE REPORTS 6.1 Child, Youth and Family Network Updates Vicki Kipps advised the Committee that the great work of the Child, Youth and Family Network (CYFN) group is continuing and have hired Jessie Hill as the CYFN Coordinator. Ms. Kipps also advised that there are a number of large projects that this position will have a large influence on . 6.2 School Community Connections Update Sue Wheeler advised the Committee that the School Community Connections group has received the phase three funding for the four sites which includes the hub and the three satellite schools. Ms. Wheeler also advised that this project will now start on the next two processes which are the neighbourhood consultation and the service integration. 6.3 Round Table Andy Libbiter Andy Libbiter advised that the Maple Ridge Treatment Centre (MRTC) is updating the facility including; all client rooms, additional security cameras, integrating the computer system, expanding the community services; and have hired an addiction nurse. Mr. Libbiter also advised that all renovations should be completed by April. Andy Libbiter also advised that he met with Randy Hawes, Jim Wakely, and Judy Dueck to address concerns highlighted in the press about the MRTC; a release was issued by Inspector Wakely and the RCMP were satisfied that MRTC is ensuring that the safety of the community is maintained. Vicki Kipps Vicki Kipps advised the Committee that Community Services is proceeding with the Inter- Agency Network consisting of 25 local organizations that utilize volunteers. This group has hired a Volunteer Community Coordinator. Community Services has applied some dollars for this position and is applying for further funding to support this position. Judy Dueck Councillor Dueck advised the Committee that Council has approved the Substance Misuse application for funding through Health Canada's Drug Strategy Community Initiative Funding. Cheryl Ashlie Cheryl Ashlie advised the Committee that the Substance Misuse application has been submitted and Marika Sandrelli has done an amazing job with this work. Social Planning Advisory Committee Regular Minutes Page 4 of6 Social Planning Advisory Committee Regular Meeting Minutes March 5, 2008 Ross Dunning Ross Dunning advised the Committee that he has organized over 270 volleyball games between 45 schools and it was very successful. Ross attended the municipal citizen feedback session on municipal outcomes reporting. It was a good process and Ross was pleasantly surprised by the cross section of people that were there. Kathie Chui Kathie Chui advised the Committee that she has just arrived back from Toronto where she attended a woman's leadership conference about living in a toxic culture. Ms. Chui also advised that two staff members were accepted to the Douglas College Advance Certification on Co-occurring Disorders (working with people with mental health and other areas of addictions and require a specific type of approach) Program. Mike Murray Mike Murray advised the Committee that he spent a day with different community groups presenting information and discussing the Spirit Square plans. Mike Murray also advised that there is a goal to update the Parks Master Plan. There will be a greater focus on neighbourhood development. There will be many opportunities for the community to provide input. Linda King Councillor King commented on Spirit Square and the importance of having a place to come together within the community and is glad to hear that it's always evolving and being updated. Gwen Champagne Gwen Champagne advised the Committee that two reports have come to her attention, one report comments on the impact of services finishing at the age of 18. The recommendation is that services be extended to 24. This report also identified issues and gaps in services delivered to children and youth in the province and that the hope is for some positive outcomes as a result of the recommendations made. The second report looked into how employment assistance programs are delivered in different countries and then they have made a number of recommendations to this regard. Gwen also advised the Committee that the Measuring Up Workshop is tomorrow between 1:00 -3:00 p.m. at the Pitt Meadows Recreation Centre and between 7:00 - 9:00 p.m. at the Hammond Community Centre. Sue Wheeler Sue Wheeler advised the Committee that the Mountainview Neighbourhood Association is holding their annual Easter Egg hunt on March 23. 7. Next Meeting The next regular meeting of the Social Planning Advisory Committee is scheduled to be on Wednesday, April 2, 2008 at 7:00 p.m. in the Blaney Room, Maple Ridge Municipal Hall.
