DELEGATIONS/STAFF PRESENTATIONS 1.1 Ministry of Transportation Press Release -Public Transit Plan Mayor Robson provided information on a Ministry of Transportation press release outlining a public transit plan for the Province of British Columbia. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 RZ/083/06, 28461 Dewdney Trunk Road, A-2 to A-1 Staff report dated December 21, 2007 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6536-2007 and Maple Ridge Zone Amending Bylaw No. 6447-2006 to permit a seven lot subdivision be given first reading and be forwarded to Public Hearing. The Manager Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Site Plan The Manager of Development and Environmental Services advised that subdivision of this type is permitted under the current OCP policy and there are a number of similar lots in the area which are designated rural residential. He also advised that a hydro-geological study of the site and an in-depth review by a geotechnical engineer has been carried out, that all lots will meet the Canadian Drinking Water Standards and that indications are that the subdivision is technically feasible. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED Mayor Robson-OPPOSED 1102 RZ/101/06, 12250 McNutt Road, RS-3 to RS-2 Staff report dated January 2, 2008 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6540-2007 and Maple Ridge Zone Amending Bylaw No. 6541-2007 to permit a 2 lot subdivision be given first reading and be forwarded to Public Hearing. CARRIED Mayor Robson-OPPOSED Note: Councillor Speirs excused himself from the meeting as he is employed in the liquor service industry. 1103 DP/DVP/061/07, 20690 Lougheed Highway and 11839 207 Street Staff report dated December 31, 2007 recommending that the Corporate Officer be authorized to sign and seal DVP/061/07 to vary building height, second storey area, front lot line setback and rear yard setback and further that, the Corporate Officer be authorized to sign and seal DP/061/07 in support of a commercial complex containing a liquor store, pub and commercial space. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED Note: Councillor Speirs returned to the meeting. Committee of the Whole Minutes January 14, 2008 Page 4 of 7 1104 Local Area Service, 267 Street between 118 Avenue and Dewdney Trunk Road Staff report dated December 21, 2007 recommending that staff prepare a bylaw to establish a Local Area Service to provide water service to 12 lots on 267 Street between 118 Avenue and Dewdney Trunk Road and to amend to capital program to provide for the construction of the water main. The Manager of Corporate and Development Engineering reviewed the report. He advised that staff has concluded that the most equitable method of charging for the potential area service would be carried out on the basis of one connection per lot. He also advised that although some residents had expressed concern that the larger lots in the area would gain undue benefit in terms of subdivision potential, this was offset by the fact that should requests for subdivision occur, applicants will be required to pay for construction of a road as well as a additional water lines. Elizabeth Hansell Mrs. Hansell stated that she represented residents on the street opposed to the Local Area Service. She expressed that these residents feel that the wells on their properties are sufficient and don't feel that the property owners of smaller single family lots should pay the same amount as those properties owners of larger lots who can subdivide in the future. Suzanne Psota Ms. Psota did not oppose the local area service, however, she did voice opposition to charging owners of the smaller lots the same amount as owners of the lots with subdivision potential. She expressed that owners of the larger properties could recoup the local area service charges subdivision. Mike Warner Mr. Warner outlined his concern over the lack of water in the area in the case of fire and during long term power failures. He expressed that there is a need for a safe, reliable water source for the area. He stated that he understood that the proposed water line will be sized for the present area, not future development. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) Committee of the Whole Minutes January 14, 2008 Page 5 of 7 1131 Disbursements for the month ended November 30, 2007 Staff report dated December 17, 2007 recommending that the disbursements for November 2007 be approved. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 1132 Disbursements for the month ended December 31, 2007 Staff report dated January 8, 2008 recommending that the disbursements for December 2007 be approved. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 1133 Adjustments to the 2007 Collector's Roll Staff reports dated December 17 and 27, 2007 submitting information on changes to the 2007 Collector's Roll through the issuance of Supplementary Rolls 10/2007 and 11/2007. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED Committee of the Whole Minutes January 14, 2008 Page 6 of 7 1134 Sewer, Water and Recycling Amending Bylaws Staff report dated January 8, 2008 recommending: 1134.1 Maple Ridge Sewer Rate Schedule Amending Bylaw No. 6537-2007 That Maple Ridge Sewer Rate Amending Bylaw No. 6537-2007 be given three readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 1134.2 Maple Ridge Water Service Amending Bylaw No. 6521-2007 That Maple Ridge Water Service Amending Bylaw No. 6521-2007 be given three readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 1134.3 Maple Ridge Recycling Charges Amending Bylaw No. 6538-2007 That Maple Ridge Recycling Charges Amending Bylaw No. 6538-2007 be given three readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED Committee of the Whole Minutes January 14, 2008 Page 7 of 7 1135 Door-to-Door Soliciting Staff report dated December 19, 2007 recommending the request of the Heart and Stroke Foundation of B.C. and Yukon for permission to canvass door-to-door for the month of February 2008 be approved. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 22, 2008. CARRIED 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES -Nil 5. CORRESPONDENCE-Nil 6. OTHER ISSUES Mayor Robson inquired as to the status of the engineering report on River Road. The General Manager, Public Works and Development Services advised that a public meeting was expected to be held at the end of this month. Mayor Robson asked for an update on the Alouette River Flood Management Task Force. The Municipal Engineer advised that a public meeting has been scheduled for mid-February and an update would be submitted to Council at that time.
