The Chief Administrative Officer advised that at its December 11, 2007
meeting Council directed staff to prepare a policy that addresses the level of
cost sharing, guidelines and priority considerations for a program to improve
private driveways constructed on dedicated municipal roads and to allocate
funds in the capital program for such projects. He noted that staff workload
has been such that the policy has not been drafted. He recommended that the
issue continue to be dealt with through the development of a policy and that
in the interim period staff could proceed with some grading of the road if
Council so directs. He indicated that, due to the liability issues that could
arise, legal advice would be sought if there is a desire to vary road standards.
The Manager of Corporate and Development Engineering pointed out that the
road in question is essentially a private driveway that the owners are seeking
financial assistance for from other taxpayers. He provided information on the
District's ownership of property in the area.
ACTION REQUIRED
Staff is to continue to develop an appropriate policy for private driveways
constructed on dedicated municipal roads as directed by resolution dated
December 11, 2007 and take appropriate steps to do some interim grading of
the 130 Avenue driveway until the policy is developed and approved by
Council.
