Goddard, Manager of Development and Environmental Services 1. DELEGA T/ONS/STAFF PRESENTATIONS 1.1 Parks and Leisure Services -Active Living Initiatives -T. Miyashita, Recreation Coordinator and L. Tierney, Recreation Manager, Wellness The Recreation Coordinator gave a PowerPoint presentation which provided an overview of the Active Communities Initiatives program. The Recreation Manager provided highlights of the development of a Sports Tourism strategy to bring regional, provincial and national championships into the community. CARRIED Councillor Speirs -OPPOSED 1102 RZ/116/07, 22491, 22505, 22515, 22525 Brown Avenue, RS-1 to RM-2 Staff report dated April 18, 2008 recommending that Maple Ridge Zone Amending Bylaw No. 6544-2008 to permit a four-storey 69 unit residential apartment building be given first reading and be forwarded to Public Hearing. CARRIED 1103 RZ/041/06, 24221, 24281, 24361104 Avenue, RS-3 to R-1 and RS-1 Staff report dated April 21, 2008 recommending that Maple Ridge Official Community Plan Amending Bylaw No . 6556-2008 and Maple Ridge Zone Amending Bylaw No. 6557-2008 to permit a 36 lot subdivision be given first reading and be forwarded to Public Hearing. CARRIED 1104 AL/022/08, 2297 4 132 Avenue Staff report dated April 23, 2007 recommending that application AL/022/08 to exclude 4.0 hectares of land from the Agricultural Land Reserve not be forwarded to the Agricultural Land Commission. The Planner gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • Development Considerations • Proposed Subdivision Map Committee of the Whole Minutes May 5, 2008 Page 4 of 7 Robert Stewart -Applicant Mr. Stewart provided an explanation of the purpose of the request to take his property out of the Agricultural Land Reserve. He advised that only 3 acres of the property is useable and that the remaining property is not suitable for any agriculture other than grazing cattle but that access to that section is limited. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 1105 DP/023/08, 12175 and 12157 224 Street Staff report dated April 14, 2008 recommending that the Corporate Officer be authorized to sign and seal DP/023/08 in support of restoration works to Morse Creek. The Manager Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics The Manager of Development and Environmental Services advised that the court order obtained by the municipality for restoration works to Morse Creek was very exact and that the site will be monitored. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED ACTION REQUIRED Staff is to seek a legal opinion on the possibility of recovering full costs for the legal action taken by the District to compel restoration of Morse Creek by the property owner. Committee of the Whole Minutes May 5, 2008 Page 5 of 7 1106 11th Annual Vistas Run Staff report dated April 7, 2007 recommending the use of municipal streets for the 11th Annual Vistas Run on Sunday, May 25, 2008. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 1107 5th Annual Ridge Meadows Hospital Foundation Fund Run Staff report dated April 21, 2007 recommending the use of municipal streets for the 5th Annual Ridge Meadows Hospital Foundation Fund Run on Sunday, June 1, 1008. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 1108 Run the Ridge Staff report dated April 18, 2008 recommending the use of municipal streets for the Run the Ridge event on Sunday, June 8, 2008. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Adjustments to the 2007 Collector's Roll Staff report dated April 18, 2008 submitting information on changes to the 2007 Collector's Roll through the issuance of PAAB Roll 13/2007. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED Committee of the Whole Minutes May 5, 2008 Page 6 of 7 1132 Alternative Approval Process for Loan Authorization Bylaws Staff report dated April 30, 2008 recommending that approval of electors for the loan authorization bylaws be obtained through the alternative approval process. The Manager of Legislative Services advised that these are 5 separate bylaws, and will required 5 separate notices. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 4. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 1151 School Playground Funding Assistance Request from Maple Ridge Elementary School Staff report dated April 11, 2008 recommending that the request of the Maple Ridge Elementary School Parent Advisory Committee for funding assistance for their school playground equipment be declined. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 13, 2008. CARRIED 1152 Maple Ridge/Pitt Meadows Parks and Leisure Services Commission Bylaw Amendment Staff report dated April 21, 2008 recommending that Parks and Leisure Services Commission Amending Bylaw No. 6568-2008 to permit all members of the Commission to stand for election as Chair and Vice Chair be given three readings and that the Mayor and the Corporate Officer be authorized to sign a revised Joint Parks and Leisure Services Agreement upon final reading of the bylaw. CARRIED Mayor Robson -OPPOSED 1153 Funding Request from the Maple Ridge-Pitt Meadows Agricultural Association Staff report dated April 29, 2008 recommending development of a Fee for Service Agreement between the Maple Ridge-Pitt Meadows Agricultural Association and the District of Maple Ridge for funding up to $12,000 each year for three years.
