The Project Manager gave a PowerPoint presentation providing details of the
Spirit Square project for 224th Street which will focus on the areas between
119th Avenue and McIntosh Avenue. He outlined the history, the
communication plan and the schedule for the project.

Staff report dated January 14, 2009 recommending that the application for a
fill permit for the properties at 13261 224 Street and 13347 224 Street be
forwarded to the Agricultural Land Commission and that the Agricultural Land
Commission consult with the Alouette Valley Farm and Homeowners
Association.
The Manager of Development and Environmental Services gave a Power Point
presentation providing the following information:

• Project Description
The Acting General Manager, Public Works and Development Services advised
that applications submitted to the District for soil deposit permits on land in
the Agricultural Land Reserve must be forwarded to the Agricultural Land
Commission. Comments from Council can be put forward with the application
including the suggestion that the Commission not entertain the application.
Council commented as follows:
• concern was expressed that there could be a negative impact on the
surrounding lands given that the whole area is in flood plain;
• it will be necessary to use the appropriate fill material to prevent
siltation and for the fill to be assessed by a professional such as a
hydrologist or a soil engineer; and
• the Agricultural Land Commission should consult with the Department
of Fisheries and Oceans and the Ministry of Environment prior to
making a decision.

Mrs. Webster spoke to the impact on neighbouring properties of work done on
the property at 13261 and 13347 224 Street. She provided a history of
issues in the neighbourhood with regard to flooding and spoke to activities
carried out by the property owner which have adverse effects on the
surrounding properties and the environment. She stated that the situation
has been ongoing for almost 3 years and advised that the largest concern for
neighbouring residents is the possibility of catastrophic impact should the
river overflow as a result of berming done on the applicant’s property.
Council requested that Mrs. Webster provide a copy of her statement.

Mr. Harris expressed concern with the quality of the snow removal carried out
in the 248th Street area and the town core. He felt that the District should
follow up on penalizing persons who do not shovel their sidewalks during a
snow event.
Mr. Harris also expressed concern with the state of repair of lamp standards
in the municipality. He encouraged the District to inspect all lamp standards
for rust and suggested that the lamp standards should be galvanized in the
future.
