PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 RZ/107 /05, 117 44 236 Street, RS-3 to RS-id and R-3 Staff report dated July 7, 2009 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6603-2009 and Maple Ridge Zone Amending Bylaw No. 6604-2009 to permit development of one RS-id lot and one R-3 lot to be further subdivided into 8 lots be given first reading and be forwarded to Public Hearing. Committee of the Whole Minutes July 20, 2009 Page 2 of 7 The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • OCP Context • Neighbourhood Context • Site Characteristics RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 1102 RZ/040/09, 24554 102 Avenue (Lower Jackson Farm) and Lot A LMP 42378 at 100 Avenue and 248 Street (Upper Jackson Farm) Staff report dated July 13, 2009 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 667 4-2009 and Maple Ridge Zone Amending Bylaw No. 6675-2009 to permit development of the property at 100 Avenue and 248 Street to an urban standard and to allow dedication of the property at 24554 102 Avenue to the municipality as park be given first reading and be forwarded to the Public Hearing of September 15, 2009. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics He advised on aspects of the stormwater management setup for the proposed subdivision. The General Manager of Community Development, Parks and Recreation Services advised that there has been no planning for a park at this site at this point. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. Committee of the Whole Minutes July 20, 2009 Page 3 of 7 1103 RZ/093/06, 23050, 23024 and 23000 136 Avenue, First Extension Staff report dated July 6, 2009 recommending that a one year extension be granted for rezoning application RZ/093/06 to permit the development of 84 single family lots and 6 street townhouse units. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 1104 DP/DVP/023/09, 11900 Haney Place Staff report dated July 13, 2009 recommending that the Corporate Officer be authorized to sign and seal DVP/023/09 to reduce minimum required heights of a commercial building under the C-3 zone and further that the Corporate Officer be authorized to sign and seal DP/023/09 to permit construction of a 2 storey commercial building intended for use as a financial institution. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Development Information Meeting • Preliminary Design Plans • Park Dedication Plan The Manager of Development and Environmental Services advised he will provide information on municipal right of ways on the property. Committee of the Whole Minutes July 20, 2009 Page 4 of 7 Fariba Gharaei -Applicant Representative Ms. Gharaie provided clarification on the proposed road realignment. Chris Sherry -Applicant Representative Mr. Sherry advised that the access road under discussion is on the mall site and is not a right of way. He spoke to challenges faced by the mall owner and stated that much work has been done on the application to conform to downtown guidelines. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. Councillor Speirs -OPPOSED 1105 2008 Translink MRN Minor Capital Program Agreement 0827-1101 Staff report dated July 3, 2009 recommending that the Corporate Officer be authorized to sign and execute MRN Minor Capital Program Agreement 0827- 1101 for work on 232 Street between 132 Avenue and the South Alouette Bridge. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 1106 Drinking Water Quality Report 2008 Staff report dated July 9, 2009 providing information on the annual Drinking Water Quality Report. The Drinking Water Quality Report is available to the public on the District website or at the reception centre at Municipal Hall. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. Committee of the Whole Minutes July 20, 2009 Page 5 of 7 1107 Review of the Regional Growth Strategy Comments Staff report dated July 14, 2009 recommending that the report titled "Review of the Regional Growth Strategy Comments" be forwarded to Metro Vancouver. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Disbursements for the month ended June 30, 2009 Staff report dated July 9, 2009 recommending that disbursements for June 2009 be approved. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 1132 Adjustments to 2009 Collector's Roll Staff report dated July 13, 2009 submitting information on changes to the 2009 Collector's Roll through the issuance of Supplementary Roll 04. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2009. 1133 Trade Retired Engine 3-2 to the Justice Institute Fire and Safety Division (FSD) in exchange for access to the FSD Maple Ridge Campus Staff report dated July 16, 2009 recommending the endorsement of the trade of a District fire engine in exchange for access to training resources between the District and the Justice Institute Fire and Safety Division. The Fire Chief advised that the fire engine will become the property of the Justice Institute and that should it be required for firefighting elsewhere, the Province Government will have to put such a request to the Institute. OTHER ISSUES 1181 Fire Situation in Kelowna -Fire Chief and Director of Operations The Fire Chief provided an update on the wildfire situation in Kelowna. He advised that the Maple Ridge sprinkler trailer has been placed on standby at the request of the Provincial Government. 7. ADJOURNMENT -2:07 p.m. 8. COMMUNITY FORUM Scott Leaf Mr. Leaf expressed opposition to the Jackson Farm application and concern that this application appeared to be 'a done deal'. He was concerned about the negative effects of the proposed development on the wildlife corridor running from the Upper Jackson property to the Lower Jackson property. Mr. Leaf stated that there is much public opposition to this proposal. Betty von Hardenberg Ms. Hardenberg expressed concern with the procedure followed at the open house held by Damax Consultants. She indicated that she felt maps had been mislabeled and that the consultant did not indicate that the areas shown on the maps were part of a proposal rather than already existing. She felt the information provided was misleading for the public. David Laird Mr. Laird read from minutes provided to the Planning Department in which concerns raised by Ms. von Hardenberg were addressed. He apologized for marking the maps and indicated there was no intent to mislead the public. The maps were marked to clarify where the proposed site is located. Committee of the Whole Minutes July 20, 2009 Page 7 of 7 Betty von Hardenberg Ms. von Hardenberg asked whether Mr. Laird has a legal obligation and moral accountability to represent the truth to the public at an open house and whether the proper procedure obligations to the public were carried out. She asked if another open house will be put on showing appropriate maps. Maria Raynolds Ms. Raynolds indicated that she was at the open house very early and that the maps had created confusion for the public. Scott Leaf Mr. Leaf asked that the appraisal of the Jackson Farm properties be made public. He also asked that Council consider delaying the public hearing for the application until later in the Fall. The Corporate Officer advised that the appraisal is available under the Freedom of Information and Protection of Privacy Act, however, some information will be severed due to ongoing negotiation. Betty von Hardenberg Ms. von Hardenberg requested an answer to her question around proper procedure being followed at the public information meeting. The Director of Planning advised on District expectations in terms of public information meetings held by developers. Ms. von Hardenberg asked whether Damax Consultants followed proper procedure. The Director of Planning indicated that staff will review the procedure of the meeting in terms of the mapping issues. den ing Mayor g Member of the Committee
