Approval of the March 5, 2014 Agenda It was moved and seconded That the Agenda of the Regular Meeting of March 5, 2014 be adopted with the following amendments; • Add item 5.0 -Election of Chair & Vice-chair • Item 5.2 -deferred • Add item 5.6 -Intersections Event CARRIED Approval of the February 5, 2014 Meeting Minutes It was moved and seconded That the minutes of the regular meeting of February 5, 2014 be amended to revise text on page 4 from Ms. Lamothe to Mr. Lamothe and be adopted as amended. CARRIED Presentations and Delegations 4.0 Compassionate Cities -Allison Pooley Shawn Matthewson introduced Allison Pooley who provided an overview of the work and research components involved with the compassionate cities project in Maple Ridge. Shawn Matthewson shared "Glen's Story", a YouTube video with committee members as an example of compassion within the community. 5. New Business Please note Item 5.1 was completed (dealt with) before Item 5.0. 5.0 Election of Chair and Vice-chair Shawn Matthewson called for nominations for the role of Chair. Steven Lamothe was nominated and accepted the nomination. Mr. Lamothe was acclimated to the position of Chair for the Social Planning Advisory Committee. Shawn Matthewson called for nominations for the role of Vice-chair. Sheila McLaughlin was nominated and accepted the nomination via proxy. Ms. McLaughlin was acclimated to the position of Vice-chair for the Social Planning Advisory Committee. 5.1 Compassionate Cities Staff Report and Recommendation Shawn Matthewson shared a compassionate cities report recently completed by staff and explained the research process involved and the process which would need to occur if Maple Ridge chose to move forward as being designated a Compassionate City. Social Planning Advisory Committee Regular Minutes Page 2 of 4 Social Planning Advisory Committee Regular Meeting Minutes March 5, 2014 J R14-011 It was moved and seconded \ J R14-012 That the Social Planning Advisory Committee request that the Community Network research and make a recommendation to SPAC regarding a structure and resources that would be required to support implementation of Community Network's recommendation for Maple Ridge to become a Compassionate City utilizing a community development approach; and further That consideration of a recommendation to Council to sign the Compassionate Cities Charter as a candidate city and Community Network recommendations be considered during SPAC's 2015 business planning process. CARRIED It was moved and seconded That motion R14-011 be amended with the addition of the word "sources" to read; That the Social Planning Advisory Committee request that the Community Network research and make a recommendation to SPAC regarding a structure, resources and sources that would be required to support implementation of Community Network's recommendation for Maple Ridge to become a Compassionate City utilizing a community development approach. And that consideration of a recommendation to Council to sign the Compassionate Cities Charter as a candidate city and Community Network recommendations be considered during SPAC's 2015 business planning process. 5.2 Proposed Budget 2014 -Deferred 5.3 Healthy Communities Symposium Arlana Kuzyk reported that Fraser Health recently hosted the Healthy Communities Symposium. Ms. Kuzyk stated that what she took away from this event was how far ahead Maple Ridge is with its networking resources versus other communities. 5.4 June meeting update Siobhan Murphy advised that an additional meeting of the committee is required,. Committee member agreed on May 22 at 5:00 pm in the Blaney Room for this additional meeting. 5.5 Neighbourhood Development Update Shawn Matthewson reported on recent projects by Neighbourhood Development which included; • Haney Nokai Park neighbourhood changes, including improved lighting in the park and a neighbourhood walking group. • The Canada Day committee has begun meeting for this year's event. • The promotion of 'neighbourhood libraries'. • The Coldest Night of the Year walk which Caring Place hosts. 5.6 Intersections Event Social Planning Advisory Committee Regular Minutes Page 3 of 4 l ) Social Planning Advisory Committee Regular Meeting Minutes March 5, 2014 Candace Gordon (who is also a member of the Agricultural Advisory Committee) explained the Intersections Event is set for April 9 at 6:30 pm in the ACT lobby. The goal of this event is to have a meet and greet social event with opportunities for participants to get a sense of what other organizations/committees are doing within the community. Ms. Gordon stated that action items from each group's business plans will be enlarged on posters, giving groups opportunities to discuss and possible collaboration on future project. 6 Unfinished Business R14-013 6.1 Housing Action Plan Update Siobhan Murphy encouraged new members of SPAC to go to the Housing Action Plan webpage on the District's website. Ms. Murphy gave a brief overview of the Housing Action Plan process. The Plan is to be finalized on March 25, and it will go to Council April 7th. 6.2 Additional Funding for CN Coordinator Shawn Matthewson reported an application has been sent to the District with hopes of this being covered under a small grant. 6.3 2014 Homeless Count 6.4 Shawn Matthewson reported that on March 11 & 12 is the homeless count 24 hour blitz. The last count was done in 2011 Homelessness Partnership Strategy Funding Update -IHYSH Shawn Matthewson explained situation around the Iron Horse Youth Safe House and Outreach funding which have been impacted due to the funding models changing federally. Ms. Matthewson reported that a transitional funding application has come out, and the Iron Horse Youth Safe House and Outreach has been asked to apply for this transitional funding. It was moved and seconded That Council write a letter to Service Canada, Member of Parliament Randy Kamp and the Regional Steering Committee on Homelessness stating that there are varying degrees of capacity within all Metro Vancouver communities as the ability to implement a Housing First model varies between communities; additionally the communication during the process leading up to the application for transitional funding was flawed and caused difficulty for non-profits. CARRIED 7. Roundtable Candace Gordon handed out the 2 upcoming events for Seniors lunches/teas. Arlana Kuzyk mentioned that the myhealthmycommunities has been extended again until the end of June now. Ms. Kuzyk is working on getting surveyors out in our community to help complete surveys. lneke Boekhorst passed out downtown Maple Ridge shopping bags to all committee members.
