Approval of the June 4, 2014 Agenda R14-019 It was moved and seconded That the Agenda of the Regular Meeting of June 4, 2014 be adopted . R14-020 Approval of the May 7, 2014 Meeting Minutes It was moved and seconded That the minutes of the regular meeting of May 7, 2014 be adopted. CARRIED Please note: Avexnim Cojti & Candace Gordon entered the meeting at 7:08 4. Presentations and Delegations 5. 4.1 Board Voice -Social Policy Framework for British Columbia Dr. Bill McMichael explained that Board Voice is an organization comprised from volunteer boards of community based social service agencies from across British Columbia. Board Voice supports high-quality social services and strong vibrant communities. Dr. McMichael went on to explain the background and function of Board Voice. Mr. McMichael presented a resolution seeking SPAC's support for a social policy framework. Committee members chose to invite Board Voice back to the next SPAC meeting, so that membership has time to review further information on Board Voice and his proposed resolutions. Staff will provide a report at the August meeting. New Business 5.1 Federation of Canadian Municipalities Resolution: "Development of a New Long-Term Federal Plan to Fix Canada's Housing Crunch" Shawn Matthewson explained that in April, Council was presented with a motion regarding the housing crunch for Canadians. Ms. Matthewson read a sample model housing resolution for support from Council. Staff will provide further clarification on the motion at the August meeting. 5.2 Homelessness Partnering Strategy Planning Funding Update Shawn Matthewson reported that the housing planning table has been working to bring together all service partners with interest in services for housing. This partnership is looking to work with the Metro Van regional steering committee to assist Maple Ridge in a consultation process on the Housing First model to ensure Maple Ridge has enough information going forward and to assist with funding applications. Social Planning Advisory Committee Regular Minutes Page 2 of 4 Social Planning Advisory Committee Regular Meeting Minutes May 7, 2014 5.3 Child Youth Mental Health and Substance Use Collaborative -Division of Family Practice Shawn Matthewson reported that the Child Youth Mental Health Substance Use collaborative is looking to increase services for children, youth and families in the community. Their most recent meeting has been postponed, but Ms. Matthewson will update the committee when new information is release. 5.4 Addressing Homelessness in the Downtown Councillor Bob Masse raised concerns regarding the recent upsurge of visible homeless in the downtown core. Sue Wheeler spoke to this issue and gave an update on a recent initiative underway. Ms. Wheeler reported the formation of an integrated response with social service providers, RCMP and Municipal staff to address the issue of visible homelessness in the downtown core. 6. Unfinished Business ) R14-021 6.1 Housing Action Plan Update -deferred 6.2 Update on the Implementation Plan with RCMP Regarding Bicycle Safety in the Downtown Core -deferred 6.3 UBCM Motion Shawn Matthewson reviewed the four resolutions being proposed by SPAC for UBCM. It was moved and seconded That the four resolutions recommended by Social Planning Advisory Committee for the UBCM conference be forwarded to Council with a staff report.
