Delegations. Regular Meeting -April 1, 2015 4. DELEGATIONS 4.1 Hayfa Abichachine, Regional Coordinator, VYPER Ms. Abichahine explained that VYPER is a Health Canada funded backbone organization that facilitates projects that offer youth roles to play in their communities. There is a focus on youth aged 12 -24 years old who are disadvantaged by their circumstances and youth who live in rural and remote areas. The VYPER project has area facilitators from Burnaby to Boston Bar that connect adults, youth and their communities. This is a youth driven organization that focuses on the strengths of the participants and asks youth "how would you like to connect with your community? The VYPER mission is "to create pathways for youth to move from isolation to a sense a belonging." They provide grants of up to $10,000 to support the coming together of service providers, municipalities, youth and adults. The community of Maple Ridge has a long history of youth engagement and SPAC will be focusing on youth this year. There may be an opportunity to engage with VYPER as the committee moves forward with this work. Jenny Tan and Avexnim Cojti entered the meeting at 7:14 pm. R15-011 R15-012 1. CALL TO ORDER AND INTRODUCTIONS 2. 3. There being a quorum present, the Chair called the meeting to order at 7:48 p.m. AGENDA ADOPTION It was moved and seconded That the Agenda for the Regular Meeting of April 1, 2015 be adopted with the following amendments: Item 4 Delegations and introductions have already been done. CARRIED MINUTE ADOPTION It was moved and seconded That the Minutes of the March 5, 2015 Regular Meeting be adopted with the following amendments: Vicki Kipps was not present, Korleen Carreras was present. CARRIED 5. NEW BUSINESS 5.1 Human Trafficking -For Information Only -Councillor Masse Councillor Masse updated the Committee on recent developments regarding human trafficking. A federal bill to protect people from human trafficking was recently passed (Bill C36). A letter from a member of the public was recently received by Social Planning Advisory Committee Meeting Minutes Page 2 of 4 Regular Meeting -April 1, 2015 Council outlining concerns about human trafficking and the exploitation of vulnerable people. Councillor Masse asked Committee members to be aware of this issue. A suggestion was made to invite a delegation to make a presentation on this topic. A suggestion was made to draft a resolution on this topic for the Union of BC Municipalities. 5.2 Substance Misuse Prevention Committee Service Mapping Project The Substance Misuse Prevention Committee is looking at how existing substance misuse and mental health resources are operating in the community and identifying new resources. A workshop will be hosted by this Committee on April 23rd at the Maple Ridge Treatment Centre. 5.3 Future of the Regional Steering Committee on Homelessness Sue Wheeler and Shawn Matthewson recently attended a meeting of the Regional Steering Committee on Homelessness, which has been in existence for many years. Historically the Committee has brought together service providers, those with lived experience, ard mun icipal staff to aid in the disbursement of funds made ava ilable by government to address the issue of homelessness. The recent change in focus by the federal government on Housing First initiatives has impacted the Regional Steering Committee and the implementation of their plans is in question. It is important that Maple Ridge maintain a strong regional voice at the larger table. Updated information on the Affordable Housing Strategy will be available at the end of April. 5.4 Youth Focus Groups The Staff Liaison, Bob Daley and youth rep Jenny Tan will be attending local youth focus group meetings to discuss a youth engagement strategy. A suggestion was made to engage a liaison to represent the voices of local youth to other community groups. 6. UNFINISHED BUSINESS 6.1 Mayor's Task Force on Homeless Solutions Update Councillor Masse updated the committee that the Task Force has been meeting with many stakeholders and working to come up with solutions to this large and complex issue. Progress has been made on the issue of access to detox by those in the community. Pierre Welbedagt has contacted School District 42 with an offer to make a presentation on Social Emotional Learning to School District staff. 6.2 Resolutions to Lower Mainland Local Government Association (LMLGA) The Staff Liaison updated the Committee on the resolutions drafted by Maple Ridge Councillors to be brought forward to LMLGA. Resolution topics include access to a seamless path of detox and related services and access to affordable rental housing. Social Planning Advisory Committee Meeting Minutes Page 3 of 4 ~ I ) . COMMITTEE UPDATES 7.1 Community Network Vicki Kipps reported the network is meeting with Maple Ridge's Mayor Read and Pitt Meadows' Mayor Becker to explain the work they do. The Community Network and the Community Foundation are currently working to identify sources of sustainable funding for the Community Chest program. Ms. Kipps highlighted the benefits to the community provided by the administrative organization of the Community Network. 7.2 Neighbourhood Development -Tabled 8. COMMUNITY FORUM -Nil 10. ROUNDTABLE Ms. Kipps provided an updated catalogue of services provided by the Community Network. Dr. Shovita Padhi reported that local Fraser Health staff are undergoing a reorganization. Mana Bayanzadeh reminded the Committee about the upcoming Seniors Forum in June and asked for suggestions for a guest speaker that wou ld attract people from the community. Avexnim Cojti reported that the Local Immigration Partnerships group are completing their asset mapping project to identify resources important for newcomers. Strategic planning will begin during 2015/16. 11. ADJOURNMENT It was moved and seconded that the meeting be adjourned at 9:04 pm.
