The Minutes of the Regular Meeting of the Social Planning Advisory Committee, held in the Blaney
Room, at Maple Ridge City Hall, 11995 Haney Place, Maple Ridge, British Columbia, on Wednesday,
January 13, 2016 at 7:00 p.m.

There being a quorum present, the Staff Liaison called the meeting to order at 7:01 pm ard
introductions were made.

As 2015 Chair Steven Lamothe was invited to chair the meeting following the election.
5.2 Delaram Farshad, Community Health Specialist, Fraser Health -
Healthy Communities Grant Application
Delaram Farshad outlined the Healthy Communities grant opportunity, explaining
grant criteria and eligible funds. The deadline to apply is January 22, 2016. Ms.
Farshad offered to support the committee members in developing applications.
Application ideas were discussed.
6. UNFINISHED BUSINESS
6.1 Committee Bylaw update
The Staff Liaison provided an update on the bylaw changes for SPAC. A February
meeting will be held as previously scheduled. Councillor Masse clarified the intent of
the bylaw changes.
6.2 Maple Ridge Resilience Initiative (MRRI) Update
The Staff Liaison reported that the Initiative has housed approximately 80 people in
the community. BC Housing was thanked for their support. The Rain City shelter will
be closing March 31st and staff are currently working with BC Housing and Rain City
on an exit strategy. The shelter appreciates the support shown by the community,
especially over the holidays.
6.3 Youth Strategy Update
Meghan MacMillan, Youth Programmer and Forrest Clayton, Youth Table
Representative provided an update of work done around the youth strategy over the
last couple of months. Ms. Clayton shared some of the visions of the strategy and
provided examples of youth priorities. Goals of the strategy include creating hands

on tools for the whole community and sharing positive stories and best practices. Up
next is hiring a consultant to guide the development of the strategy.
6.4 Social Services Research Project Update
The Staff Liaison updated the Committee on the research project looking at the
provision and funding of social services. The Social Services Research Council has
been charged with the research, including mapping services and analyzing funding
methods. Information has been sought from community service providers.
Workshops with stakeholders are planned. The final phase of the project will provide
recommendations. Vicki Kipps of the Community Network provided positive
feedback on the process so far.
7. COMMITTEE UPDATES
7.1 Community Network -Vicki Kipps
7.2
Vicki Kipps provided an overview of current Community Network projects including
grants for a restorative justice project and a senior's issues assessment. Community
Chest (a partnership between Community Network and Community Foundation) will
be relaunched soon. Local fundraising for Alicia's Wish has been very successful.
Ms. Kipps shared her pleasant surprise to learn recently about a Ministry of
Children's and Family program for those over 19 years old. (19 years of age is usually
the cut off for services provided).
A Community Superheroes program is planned to recognize community members
who make positive contributions.
Neighbourhood Development
The Staff Liaison reported the neighbourhood champions group will be expanding
their initiatives thanks to a Vancouver Foundation grant.

10. ROUNDTABLE
Annette Morgan shared the details of a Seniors Pub Night Fundraiser at the Legion on
February 12th ($20 for dinner and a drink). The Age Friendly Communities Initiative report is
currently in draft form and will be going to Pitt Meadows and Maple Ridge Councils early this
year. A donation has been obtained to allow production of an updated edition of the Seniors
Resource Guide.
Roberta O'Brien reported Local Immigrant Partnership Strategy (LIPS) has received federal
government funding for one year. Ms. O'Brien touched on the refugee situation and reported
that ISS is creating a database of resources for refugees. The library is now carrying Arabic
language material. Family Literacy Day is coming up on January 23.
Candace Gordon reported that as a result of a generous community donation Golden Ears
Feast will be starting a "soup making grannies" collective, which will support and direct
groups to make soup together, share meals and provide meals for others in the community.
Ms. Gordon reminded the committee of the play SEEDS showing at the ACT Theatre.

Sgt. Gresiuk reported on staffing changes at the Ridge Meadows RCMP. The RCMP is now
providing items for the BIA newsletter. The Hope Project (Healing Opportunities through
Prevention and Education) is hosting a symposium on mental health and addiction in the
Muslin community on March 19, 2016 at SFU Surrey. There wili be 4 breakout sessions on
family disputes, mental health, community building and Youth issues. For more information

Kathy Dou II reported that Dr. Bart Harvey is the new Medical Health Officer for Pitt Meadows
and Maple Ridge.
Delaram Farshad let the committee know the My Community My Health website has been
updated.
lneke Boekhorst reported the Food Bank received amazing donations over the holiday
season. Unfortunately they experienced a number of vandalism incidents. Applications have
been received by some recently housed community members. Ms. Boekhorst reported the
BIA has partnered with the RCMP and the City to combine security services for the downtown
core. This consolidation has improved efficiency and currently provides 18 hours a day of
security services.
Pierre Welbedagt reminded the Committee about the SD 42 Speakers Forum planned for
March 17th at the ACT Theater. The Forum will provide information on social emotional
learning, mental health.
Mike Murray reported on facilities planning. Mr. Murray explained that when a new school is
built additional funds are allocated for a community centre. A workshop is tentatively
planned for February 10th at Albion Elementary School to gather ideas for a community
centre. The goal of this process is to support the application to the provincial government for
a new school.
Councillor Masse reported on positive developments coming up for the community in the
future. Councillor Masse reported on planned changes to the availability of mental health
beds in Metro Vancouver. Councillor Masse reported the municipal environmental advisory
committee will be up and running soon and that the tree bylaw has now been passed. In
response to a question from Ms. Kipps Councillor Masse explained the public consultation
process regarding Parks and Recreation priorities.
Steven Lamothe reported he will be moving into a different role with the Ministry of Social
Innovation and Development.
