AGENDA ADOPTION R15-017 It was moved and seconded That the Agenda for the Regular Meeting of May 5, 2015 be adopted with the addition of Item 7.4-Canada 150. 3. R15-018 CARRIED MINUTE ADOPTION It was moved and seconded That the Minutes of the April 7, 2015 Regular Meeting be adopted. DELEGATIONS 4.1 Gerry Pinel, GETIFest -Introducing Corry Kouwenberg Mr. Pinel introduced Mr. Kouwenberg, who will be organizing the Main Street portion of this year's GETIFest. Mr. Kouwenberg explained he plans to feature community heritage on the Main Street, with participation from individuals, the business community, the Katzie first nation, neighbourhood groups, and youth groups. Mr. Kouwenberg invited Commission members to provide ideas for Main Street and will provide his contact information to the Commission. Mr. Pinel provided information on past GETIFest themes. Steven Ranta entered the meeting at 7:07 pm. R15-019 4.2 Darrell Denton, Property and Risk Manager -St. Andrew's Church Property Lines 7.3 Mr. Denton provided an update on the issue regarding the property line between the St. Andrew's Church property and the adjacent manse building property. The manse property is currently for sale. Mr. Denton has discussed the issue with the realtor representing the owner. The encroachment issue is being fully disclosed to any potential owners and the city has extended an invitation to work with a new owner to resolve the issue. The possibility of the city buying the manse property was raised. The site is currently zoned as two family urban residential. The property is listed on the Heritage Inventory (recognized as a heritage asset). The manse was sold by the church congregation in 1957. It was decided to deal next with Item 7.3 St. Andrew's Church. St. Andrews Church It was moved and seconded That Councillor Speirs be delegated to approach Council regarding a heritage property issue. CARRIED 5. FINANCE 5.1 Financial Report The Chair provided a current financial report. The path forward for the digitization project was discussed. The Digitization sub-committee will meet with Stephanie Riley, Records Management Coordinator around the last week of June. 6. CORRESPONDENCE The Chair reported that a Heritage Award of Merit was awarded to local resident Chris Hay by the City of Vancouver. Mr. Hay was recognized for his rediscovery of the Stanley Park Rock Garden and his advocacy for its restoration. As a result of his work the garden is now recognized as a "Place That Matters". The Chair will write a letter of recognition from the Commission congratulating Mr. Hay on his accomplishments. Community Heritage Commission Page 2 of 5 \ j Regular Meeting -May 5, 2015 7. NEW & UNFINISHED BUSINESS 7.1 Membership 7.2 7.1.1 Calendar Councillor Speirs reported the recent Earth Day event was very well attended. Coming up on May 10th is a Mother's Day Tea, 11:30 am -3:00 pm at Haney House. Other upcoming events include a Volunteer Appreciation event in Pitt Meadows and the opening of the Katzie Medical Centre. Mr. Ranta has contacted the Maple Ridge Teachers Association, who will forward information on CHC membership openings to retired teachers. 7.1.2 Heritage Categories Review -Eric Phillips Eric Phillips shared information on different levels of heritage designations. Different types of heritage include landscape, cultural, cowboy/ ranch, transportation, marine, industry, visual, First Nations. Mr. Phillips provided a brief history of the Maple Ridge Heritage Registry and Inventory. In Maple Ridge heritage designations began in the early 1980s. All designated properties are listed on the city website. Further information on the differences between the different designations is required. The Staff Liaison will provide a link to online information to be reviewed by the Commission. Mr. Phillips will continue to work on this topic and will provide more information at a future meeting. Robertson Family Cemetery in Whonnock A resolution regarding the Robertson Family Cemetery in Whonnock was made at the April CHC meeting. The Committee Clerk will confirm the process for bringing the resolution to the attention of Council. 7.3 St. Andrew's Church Councillor Speirs will request an agenda item regarding St. Andrew's Church be added to an in-camera meeting of Council. 7.4 Canada 150 The Chair updated the Commission on the creation of a fund created by the federal government to celebrate Canada's 150th year (in 2017). The fund will support projects of a national importance. 8. SUB-COMMITTEE REPORTS 8.1 Communications Sub-committee 8.1.1 Heritage Here Newsletter -Brenda Smith The new format of the recently released Newsletter was praised. June 15th is the submission deadline for the next edition. All Commission members were encouraged to bring forward content. The Notify Me subscription function was discussed. 8.1.2 GETIFest 2015 No update. Community Heritage Commission Page 3 of 5 Regular Meeting -May 5, 2015 8.1.3 Local Voices Program-Brenda Smith ) The Chair reported that Local Voices was a very successful event. A fall series is already being planned. ) 8.2 Recognitions Sub-committee 8.3 8.4 8.2.1 Marker Inventory -Brenda Smith A meeting was recently attended by some CHC members, relevant city staff and Andrea Lister, the designer of the Marker Inventory database. A meeting with a GIS person is coming up next. 8.2.2 Heritage Awards Nominations are open for next year. Information regarding the awards needs to be updated on the website. 8.2.2.1 History -Brenda Smith The Heritage Awards history is nearly complete. Commission members were encouraged to bring forward ideas for sharing that information. Project Sub-committee 8.3.1 Heritage Inventory Update Project-Brenda Smith No update. Education Sub-committee 8.4.1 Field Trip -Sandra Ayres Sandra Ayres is planning a fact gathering field trip to a local municipality with a successful museum and archives. The Staff Liaison will assist in organizing the bus. Costs will be paid by the CHC. 8.4.2 Workshop Series-Brenda Smith No update. 9. LIAISON UPDATES 9.1 BC Historical Federation (AGM Report) -Brenda Smith The Chair will attend the Federation annual general meeting in Quesnel and will provide an update to the Federation on the recent activities on the CHC. 9.2 Heritage BC/BC Heritage Branch -Brenda Smith The Chair met Janice Henry, the President of Heritage BC, in Kelowna at the beginning of April. The Chair is working to clarify with Ms. Henry what services are provided by Heritage BC to municipal heritage commissions. 9.3 Maple Ridge Historical Society -Brenda Smith The Chair reported that conservation plans are being developed by Parks and Leisure Services for Haney House and the Brickyard site. The Staff Liaison will provide information regarding the conservation plans to the Historical Society. A brief update on staffing at the museum was provided. May 30th is History Goes to Market day. Community Heritage Commission Page 4 of 5 Regular Meeting -May 5, 2015 9.4 Council Liaison -Councillor Speirs Councillor Speirs provided an update on work being done by the city in regards to homelessness and the proposed marihuana facility. 10. COMMUNITY FORUM 11. ROUNDTABLE /ss Eric Phillips recently visited Williams Lake and had the opportunity to visit their museum, which he found very informative and enjoyable. Mr. Phillips also reported seeing a totem pole down by the Spencer Farm Milk House. ADJOURNMENT-9:06 pm.
