The Acting Deputy Corporate Officer explained the procedure and rules of order of the Public Hearing and advised that the bylaws will be considered at the next Council Meeting on May 28, 2024. The Mayor then called upon Planning Department staff to present the following items on the agenda: 2. BUSINESS 2.1 Application 2022-326-RZ 12050 York Street Lot 66 District Lot 396 Group 1 New Westminster District Plan 20943 The subject application is to rezone the subject property from RS-1 (Single Detached Residential) to RT-1 (Two-Unit Urban Residential) to allow for the future construction of a duplex. Public Hearing Report May 21, 2024 Page 2 of 3 The statutory requirements have been met for this public hearing, with notices posted in the May 10th and May 17th editions of the local newspaper and 40 notices were mailed out and 0 pieces of correspondence was received in relation to this application. The Manager of Development & Environmental Services gave a detailed presentation providing information on the application. The Mayor called for first round of public input. The Mayor called for second round of public input. The Mayor called for a third round of public input. There being no further comment, the Mayor declared the Public Hearing on this item closed. 2.2 Application 2023-208-RZ 12035 Glenhurst Street Lot 35 Section 21 Township 12 New Westminster District Plan 20944 The subject application is to rezone rezone the subject property from RS-1 (Single Detached Residential) to R-4 (Single Detached (Infill) Urban Residential) to allow for a future subdivision of two lots. The statutory requirements have been met for this public hearing, with notices posted in the May 10th and May 17th editions of the local newspaper and 41 notices were mailed out and 0 pieces of correspondence was received in relation to this application. The Manager of Development & Environmental Services gave a detailed presentation providing information on the application. The Mayor called for first round of public input. Denis Desautels, Maple Ridge resident, spoke with concern about tree removal, his property is adjacent to the application. David Nyholm, Maple Ridge resident, spoke with concern about tree removal, and who will cover costs of damage to his fence and property that is adjacent to the application. The Mayor called for second round of public input. The Mayor called for a third round of public input. There being no further comment, the Mayor declared the Public Hearing on this item closed. The expenses included on the schedule are those required to be reported in the annual Statement of Financial Information and are available on our website. RECOMMENDATION: For information. DISCUSSION: The expenses included in the attached schedule are those reported in the annual Statement of Financial Information (SOFI), including those incurred under Policy No. 3.07 "Council Training, Conferences and Association Building". The budget for Council includes the provision noted in Policy No. 3.07 as well as a separate budget for cell phone and iPad usage. The amounts on the attached schedule are those recorded prior to the preparation of this report and are subject to change. An updated report for 2023 Council Expenses will be provided in the coming weeks along with recommendations to update Policy 3.07. Convention Decision: Consultation and Review of Recent BC 2023 Fall Housing Legislation Maple Ridge Whereas the provincial government recently introduced a suite of new housing legislation, Bill 44 - Residential Development, Bill 46 -Development Financing and Bill 47 -Transit Oriented Areas; And whereas there is a need for more municipal consultation to reflect on the impacts of legislative implementation and identify policy gaps: Therefore be it resolved that UBCM advocate the Province review the new housing legislation after 2 years from introduction; immediately allow exemption zones for single detached greenfield areas within the containment boundary that are more isolated; and increase the Official Community Plan review requirement to every 7 years. Green Infrastructure Update B. Montgomery provided an update on Green Infrastructure, a topic discussed at the February 5th meeting. Staff presented taskforce members with an example green infrastructure design standard guide used by the City of Vancouver. Staff outlined the best management practices for the toolkit, including absorbent landscapes, green roofs, rain gardens, and pervious pavement. B. Montgomery and D. Olivieri discussed Green Infrastructure next steps, including compiling resources and hiring a consultant to work on establishing a Maple Ridge Green Infrastructure Design Standard. Taskforce members engaged in discussion and asked questions. R/2024-MTCA-010 Moved and second Staff bring forward a report and a funding request to accelerate the development of green infrastructure design criteria to be presented to Council by Q3 2024. CARRIED UNANIMOUSLY 6.2. Climate Action Priorities 6.2.1. Transportation M. Halpin led the discussion on Active Transportation, which was the final topic the taskforce identified as a priority climate action. Taskforce members discussed the Strategic Transportation Master Plan, examining the themes and strategies that were presented in the plan, including identifying key corridors, walk & cycling, transit systems, as well as new methods of mobility including ride sharing and electric & autonomous cars. Taskforce members discussed implementation of walking and cycling infrastructure, especially in key areas like schools, viewed maps of the City's current short term transportation projects, and discussed potential next steps. Mayor's Taskforce on Climate Action members engaged in discussion and asked questions. 6.3 April meeting The April 8, 2024, meeting will need to be rescheduled due to availability conflicts. The Zoning Bylaw is a large, very complex and detailed document that regulates development in the City, and it is important to provide clear, concise language that can be easily and consistently interpreted by all users. As can be expected for a Bylaw of this size and complexity, some additional minor corrections and clarifications have been identified. Thus, these housekeeping amendments to Zoning Bylaw No. 7600-2019 are provided for Council consideration in Zone Amending Bylaw No. 7996-2024, attached as Appendix A. Refer to Appendix B for a markup of the amendment to the Zoning Bylaw. In summary, the text amendments are minor in nature and include the following: (Note: the numbering below corresponds to the clause numbers of the attached Zone Amending Bylaw.) 2. Revisions to Section 302.4 for Split Zoned Lots clarify the requirements for development on lots that contain more than one Zone designation. Where a use is limited to a maximum number per Lot, that limit shall apply to the entire Lot, and where a specific use in a Zone requires a minimum Lot Area, that requirement applies only to the area of the lot that is Zoned for the use. 3. The amendments to the Principal and Accessory Uses and to the Lot Area and Dimensions are specific to a small portion of a Lot which is Zoned RS-2, and to a Lot which is Zoned RS-3. Refer to the plan attached as Appendix C. As per the Local Government Act, Section 464(2), when a Zoning Bylaw is consistent with the Official Community Plan, the City may waive the requirement to hold a Public Hearing. When a Public Hearing is waived under Section 464(2), the City must then give notice in accordance with Section 467 of the Local Government Act which requires that the notice states the purpose of Page 1 of 4 the Zoning Bylaw; the lands that are subject of the Bylaw; the place, times and dat.es where the Bylaw may be inspected; and is published in a newspaper the same as for a Public Hearing. Through this process, the Public Hearing was waived for the last Housekeeping Zoning Bylaw Amendment adopted on January 30, 2024. It can be expected that additional changes to the Zoning Bylaw will continue to occur from time to time as it is used, and as new situations and needs arise in the course of normal business. RECOMMENDATION: 1. That Zone Amending Bylaw No. 7996-2024 be given first and second readings and; 2. That a Public Hearing for Zone Amending Bylaw No. 7996-2024 be waived in accordance with the Local Government Act Section 464(2). DISCUSSION: 1. Background: On December 8, 2020, the new Zoning Bylaw No. 7600-2079 was adopted by Council. Since then, four housekeeping amendments have been adopted by Council. On February 22, 2022 Zone Amending Bylaw No. 7749-202 7 was adopted, on July 26, 2022 Zone Amending Bylaw No. 7827-2022 was adopted, on February 14, 2023 Zone Amending Bylaw No. 7894-2022 was adopted, and on January 30, 2024 Zone Amending Bylaw No. 7928-2023 was adopted. The Zoning Bylaw is a large complex and detailed document that regulates development in the City, and it is important to provide clear, concise language that can be easily and consistently interpreted by all users. As can be expected for a document of this size and complexity, some additional minor corrections and clarifications have been identified. 2. Planning Analysis: The clause numbers in the following discussion of the amendments are in the same numerical order as in Zone Amending Bylaw No. 7996-2024 (Appendix A). For ease of use, refer to Appendix B for a markup of the amendments in the Zoning Bylaw. Clause 2: The amendments to Section 302.4. Split Zoned Lots are to clarify requirements for a Lot that contains more than one Zone. A Split Zoned Lot is a parcel of land that has more than one Zone within the boundaries of the Lot. Where possible, the Lot may be developed with permitted Uses for each Zone, but only within the boundaries of that Zone. The addition of sub-section 302.4.3 requires that, when a use is limited to a maximum number per Lot, that limit shall apply to the entire Lot. For example, a Single Detached Residential use permits only one dwelling per Lot. If a Split Zoned Lot includes two different Residential Zones, only one Single Detached Residential dwelling would be permitted on the Lot. Page 2 of 4 The addition of sub-section 302.4.4 requi res that, when a specific use in a Zone requires a minimum Lot Area, that requirement applies only to the area of the Lot that is Zoned for the use. For example, a Campground use requires a minimum Lot Area of 0.4 hectares in the CS-3 zone. If a Split Zoned Lot was partially Zoned CS -3, the Campground use would only be permitted within the CS-3 Zoned portion of t he Lot and only if the area were at least 0.4 hectares in area. Clause 3: The amendments to the RS-2 and RS -3 Zones are to clarify the Zoning on portions of two (2) lots (Appendix C) that utilized that Albion Area Density Bonus Amenity Contribution. The southern portion of the site was rezoned to RS-1 b with the Density Bonus that allow R-1 Zone requirements. The amendments to the Principal Uses in 610.2.2 and the Accessory Uses in 610.3.3 are specific to a small portion of a Lot which is Zoned RS-2 because it is outside the Urban Area Boundary. It is a Split Zoned Lot with the larger portion Zoned RS-1 b and the small portion Zoned RS-2. The amendment allows the small RS-2 portion to utilize the Principal and Accessory Uses of the R-1 Zone so they align with the Density Bonus uses on the larger portion of the lot. The amendment to Section 610.4 Lot Area and Dimensions deletes sub-section 610.4.3 which was intended to apply only to the RS-2 Zoned portion of Lot 37 as if it were a separate Lot. This clause is not required as the RS-2 portion is part of the Lot 37. The amendment to Section 611.4 Lot Area and Dimensions of the RS-3 Zone, is to add the requirement that sub-section 611 .4.4 is specific only to Lot 38. Where a Principal or Accessory Use is limited to a maximum number of such Uses per Lot, that limit shall apply to the entire Lot. A Split Zoned Lot is a Lot that contains more than one Zone designation within the boundaries of the Lot. The following requirements for each applicable Zone shall apply for the Use of each area of the Lot for which it is Zoned as if the Zone boundary were a Lot Line: a. Principal and Accessory Uses; b. Density; C. Lot Coverage; d. Setbacks; e. Height; f. Landscaping and Screening; g. Parking and Loading; h. Other Requirements. 2. This rezoning application is being considered for second reading and forward to Public Hearing as the application was received prior to July 25, 2023 when Development Procedures Bylaw No. 5879-1999 was amended to require a complete rezoning application for consideration of first and second reading. To proceed further with this application additional information is required as outlined below. A complete application has now been received. This application is in compliance with the Official Community Plan (OCP). Pursuant to Council Policy 6.31, this application is subject to the Community Amenity Contribution (CAC) Program at a rate of $7,400.00 per dwelling unit, for an estimated total amount of $7,400.00, or such rate appli cable at third reading of thi s appli cation. The subject property is a rectangular, relatively flat lot. There is an existing single-family dwelling onsite that will require removal as part of the rezoning process. The existing vegetation onsite includes landscape screening and a few trees located along the peripheries of the property (see Appendix B). The applicant proposes to rezone the subject property from RS-1 (Single Detached Residential) to RT-1 (Two-Unit Urban Residential) to permit the construction of a duplex. The subject property is designated Urban Residential (see Appendix C) 3. Planning Analysis: i) Official Community Plan: The Official Community Plan designates the subject property as Urban Residential - Neighbourhood Residential, and development of the property is subject to the Neighbourhood Residential Infill Policies. These policies require that development be compatible with the surrounding neighbourhood, with particular attention given to site design, setbacks and lot configuration with the existing pattern of development in the area. Specifically, Policy 3.19(b) emphasizes that different unit types such as duplexes and triplexes, are scaled and designed to integrate characteristics that resemble a single-family dwelling with an emphasis on street- oriented buildings. The proposed rezoning of the subject property to the RT-1 zone, to support the development of a duplex, aligns with the intent of these OCP and Neighbourhood Residential Infill policies. ii) Zoning Bylaw: The applicant is proposing to rezone the subject property from the RS-1 zone to the RT-1 zone to permit the construction of a duplex (see Appendix D) which requires a minimum lot size of 750.0 m2 (8072.9 m2). After road dedication, the proposed lot area is 789.2 m2 (8,494.99 ft). The 2022-326-RZ Page 3 of 5 minimum lot width for the proposed RT-1 zone is 20 m (65 .6 ft) and minimum lot depth is 27.0 m (88.6 ft). The property meets all the minimum requirements. The RT-1 zone requires a minimum 40% of the lot area and a minimum 50% of the front yard to be maintained as a landscape area with a permeable surface. The applicant will be using permeable pavers to achieve the front yard requirements. The proposed layout meets the zoning requirements for 40% permeable surface (see Appendix E). iii) Off-Street Parking and Loading Bylaw: According to the Maple Ridge Off-Street Parking and Loading Bylaw No. 4350-1990, the required off-street parking spaces are two parking spaces per dwelling unit and the applicant is providing two parking spaces per unit in the garages. One parking space per dwelling unit is required to be roughed-in and capable of providing Level 2 charging and the applicant is providing one roughed-in space per unit capable of providing Level 2 charging. The applicant is also providing eac h unit with a bicycle rack for storage in the garage. iv) Proposed Variances: The applicant does not require any variances for the proposed development. v) Development Permits: A development permit is not required for the proposed development, however, the City will require a restrictive covenant to be registered to regulate form and character of the duplex and to ensure the proposa l compliments adjacent sing le-family residential uses. 4. Environmental Implications: An arborist report has been provided in accordance with the Tree Protection and Management Bylaw No. 7133-2015. A tree permit will be required for the removal, protection and/or compensation of trees. All Engineering servicing and building design shall be coordinated with the approved tree retention/protection, landscaping and stormwater management plan. 5. Council granted first reading to Zone Amending Bylaw No. 7958-2023 on September 5, 2023. This rezoning application is being considered for second reading only as the application was received prior to July 25, 2023 when Development Procedures Bylaw No. 5879-1999 was amended to require a complete rezoning application for consideration of first and second reading. As the application was received before November 30, 2023, the application requires a Public Hearing. This application is in compliance with the Official Community Plan (OCP). Pursuant to Council Policy 6.31 , this application is subject to the Community Amenity Contribution (CAC) Program at a rate of $9,200.00 per single family lot, for an estimated total amount of $9,200.00, or such rate applicable at third reading of this application. RECOMMENDATIONS: 1. That Zone Amending Bylaw No. 7958-2023 be given second reading, and be forwarded to Public Hearing; 2. That the following terms and conditions be met prior to final reading: i) Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of a security, as outlined in the Agreement; ii) Road dedication on Glenhurst Street as required; iii) Registration of a Restrictive Covenant for Stormwater Management; 2023-208-RZ Page 1 of 6 iv) Removal of existing building; v) If the Director of Waste Management from the Ministry of Environment determines that a site investigation is required based on the submitted Site Disclosure Statement, a rezoning, development, or development variance permit cannot be approved until a release is obtained for the subject property; vi) In addition to the Ministry of Environment Site Disclosure Statement, a disclosure statement must be submitted by a Professional Engineer advising whether there is any evidence of underground fuel storage tanks on the subject property. The property has 40 trees, most of them around the periphery, particularly, the northern portion of the lot. The majority of these trees will remain as part of the development. (see Appendices A and B). The subject property is designated Urban Residential and the proposed development is in compliance with the Official Community Plan (see Appendix C). The applicant proposes to rezone the subject property from RS-1 (Single Detached Residential) to R-4 (Single Detached (Infill) Urban Residential) (see Appendix D) to permit the future subdivision of two lots (see Appendix E). The subject site is bounded by single-family residential properties. The proposed lots will have access from Glenhurst Street. The final subdivision layout must be approved by the Approving Officer. 3. Planning Analysis: i) Official Community Plan: The Official Community Plan (OCP) designates the subject property as Urban Residential - Neighbourhood Residential, and development of the property is subject to the Neighbourhood Residential Infill Policies 3-19 to 3-21 of the OCP. These policies require that development be compatible with the surrounding neighbourhood, with particular attention given to site design, 2023-208-RZ Page 3 of 6 setbacks, and lot configuration with the existing pattern of development in the area. Under this designation, and subject to Policy 3-19 (1 )(a)ii, a rezoning from RS-1 to R-4 is supportable. ii) Zoning Bylaw: The current application proposes to rezone the property located at 12035 Glenhurst Street from RS-1 to R-4 (see Appendix D) to permit the subdivision of two lots (see Appendix E). The minimum lot area for the proposed R-4 zone is 450.0 m2 (4,844 sq. ft.). Proposed Lot A will be 509.67 m2 (5,486 sq. ft.) in size and proposed Lot B will 624.46 m2 (6,721 sq. ft.) in size. The minimum lot width for the proposed R-4 zone is 12.0 m (39 ft.) and the minimum lot depth is 24.0 m (79 ft). Both lots meet the minimum requirements for the R-4 zone. iii) Off-Street Parking and Loading Bylaw: According to the Maple Ridge Off-Street Parking and Loading Bylaw No. 4350-7990, two parking spaces per dwelling unit are required. The applicant is providing the required parking spaces in the garages. One parking space per dwelling unit is required to be roughed-in and capable of providing level 2 charging for electric vehicles, which is being provided by the applicant. The applicant is also providing each dwelling unit with a bicycle rack for storage in the garages. iv) Proposed Variances: A Development Variance Permit application has been received for this project and involves the following relaxations: Maple Ridge Subdivision & Development Servicing of Land Bvlaw No. 4800-7993 7. To relax the requirement for converting the overheard utility lines along Glenhurst Street to underground. City staff is in support of this variance and will take cash in lieu of undergrounding the utility lines. The requested variance will be the subject of a future Council report. v) Development Permits: A development permit is not required, given that the proposed development is for two single- family residential lots. 2023-208-RZ Page 4 of 6 vi) Advisory Design Panel: A Development Permit is not required; therefore, this application does not need to be reviewed by the Advisory Design Panel. vii) Development Information Meeting: A Development Information Meeting is not required for this application because it is in compliance with the OCP and proposes less than five dwelling units, as per Council Policy 6.20. viii) Parkland Requirement: As there are less than three lots being created, the applicant will not be subject to the park dedication requirements of Section 510 of the Local Government Act prior to subdivision approval. 4. Environmental Implications: An arborist report has been provided in accordance with the Tree Protection and /Vlanagement Bylaw No. 7733-2075. A tree permit will be required for the removal, protection and/or compensation of trees. All Engineering servicing and building design shall be coordinated with the approved tree retention/protection, landscaping, and stormwater management plan. 5. Interdepartmental Implications: i) Engineering Department: The Engineering Department has indicated that the following servicing upgrades will be required through the Rezoning Servicing Agreement: • Road dedication as required to meet the design criteria of the Subdivision and Development Bylaw No. 4800-7 993. • Utility servicing as required to meet the design criteria of the Subdivision and Development Bylaw No. 4800-7 993. • Frontage upgrades to the applicable road standard or consider cash in lieu due to the mid-block location. 6. School District No. 42 Comments: Pursuant to Section 476 of the Local Government Act, consultation with School District No. 42 is required. Patio guidelines have been developed and implemented, and promotion of the program continues. Private patios -which are beyond the scope of the program -continue to thrive across Maple Ridge. RECOMMENDATION: THAT Council receive Seasonal Curbside Patio Program Update for information. DISCUSSION: a) Background Context: The first curbside patio appeared in Maple Ridge in 2017. Others appeared in response to the COVID-19 pandemic and actions taken to ensure restaurants and hospitality industry businesses could continue to operate and serve customers while meeting physical distancing requirements. Temporary Extended Service Areas (TESAs) were granted by the Liquor and Cannabis Regulation Branch (LCRB) to allow businesses to provide space for physical distancing while not increasing their overall occupancy levels. TESAs were required to comply with applicable municipal bylaws and policies. In Bulletin 23-01 , the LCRB informed licensees that all TESAs would expire on December 31 , 2024, and any businesses wishing to keep a temporary licensed area would be required to apply to the LCRB for a seasonal patio or permanent structural change to their licence and continue to comply with applicable municipal bylaws and policies. On October 24, 2023, Council endorsed the Seasonal Curbside Patio Program and Guidelines for implementation in spring 2024 and directed Staff to issue notices for the removal of Doc #3811999 Page 1 of 5 temporary curbside patios located in the public Right of Way (public parking areas) by November 10, 2023 in preparation for the new Seasonal Curbside Patio Program launch in spring 2024 (R/2023-WS-064). Design Guidelines and Application Development In November 2023, Staff engaged a design consultancy firm, Dialog, to develop the Seasonal Curbside Patio Program guidelines based on information gathered by Staff, industry best practices, and professional experience of the firm. As part of the design guidelines development, the consultants conducted two business engagement sessions and an online survey for eligible business participants to provide input on the guidelines document. The sessions, held on January 10 & 11, 2024 were promoted through two mailouts to eligible businesses and ongoing dialogue by Staff to potential participants. Three businesses registered for the engagement sessions, and no responses were received via the online survey. Additionally, other key departments were engaged to provide input to ensure the guidelines met City requirements and properly communicated information to applicants. The final guidelines for the Seasonal Curbside Patio Program were adjusted based on feedback from both Staff and businesses. Patio Program Launched On February 1, 2024, the Seasonal Curbside Patio Program was formally launched by the City and announced via news release, social media output, dedicated web pages, and continued dialogue with businesses and business associations. Program Promotion Economic Development continued to promote the launch of the Program through a variety of means, including hand-delivery of materials to eligible businesses in key areas, regular sharing of information with partner organizations (i.e. Chamber of Commerce, Downtown BIA), ongoing dialogue with businesses and supporting groups, cross-promoting the Program with other promotional opportunities, and setting up a demonstration patio at the Economic Development office to show how simple and effective a small-scale patio can be. Program Uptake Three applications to the Program have been received as of the date of this report, two of which are from previous operators of curbside patios (one of whom will be deploying a patio typology never used in Maple Ridge), and one of which is from an operator who has never before operated a patio. Two other businesses have expressed interest in the Prbgram, and Staff continue engagement to inform and encourage the businesses to apply. Doc #3811999 Page 2 of 5 The City of Port Coquitlam has reached out to Staff for information on the City's Seasonal Curbside Patio Program as they develop their own program and seek information about best practices and comparable offerings. Reaction from Previous Patio Operators Two previous patio operators have applied to the new program. One patio is approved, and the other is in process. In dialogue with two other previous operators, they have explicitly stated that they have no intention of participating or engaging with the program without funding from the City. One previous patio operator has yet to declare one way or the other. A Note Regarding Patios on Private Property Businesses interested in putting temporary, seasonal patios or 'picnic areas' on private property such as off-street parking spaces or other areas of private property can do so through building permitting processes. If the patios have floors, roofs, or walls, or if there is installation of electrical appliances or fixtures the patios must be in line with BC Building Code and have the necessary inspections completed. If there are no floors, roofs, or walls constructed, no formal approval from the City would be required. Necessary approvals from the provincial Liquor and Cannabis Regulation Branch (LCRB) are the responsibility of the business owner should they wish to license their patio area. Patio Inventory Patios on private property that do not require formal approval from the City and are not licensed service areas will not generally be captured by the City's building permitting process. This poses a challenge when attempting to take inventory of all patios currently activated across Maple Ridge. Using several data sources from various points in time, including patio listings compiled by/from the Ridge Meadows Chamber of Commerce, the LCRB, the City, online mapping tools, and walkabouts, as of May 14, 2024, the estimated patio inventory across Maple Ridge is as follows: Seasonal Curbside Patio 2 approved, 1 in process, 2 expressed Program interest Other curbside patios 1 Patios on private property 38 Other restaurants or businesses may be eligible and/or able to operate a patio -either on private or public property-but may choose not to do so for various reasons, including but not limited to staffing challenges, physical location constraints, customer experience, and LCRB licensing challenges. Doc #3811999 Page 3 of 5 Patio Support in Maple Ridge Support for patios in Maple Ridge is currently provided through several means, including: • Standardized design guidelines and enhanced geographic eligibility for patios • Simplified application process and personalized service by Economic Development staff to manage the client experience • Low fees, and in some cases, no fees levied by the City Patio Support in Other Municipalities Support mechanisms for patio programs vary widely between municipalities, but a common thread is that many municipalities offer direct financial support to patio operators to construct and activate their patios, or indirect support through the supply or rental of prefabricated structures, waiving of permitting fees and charges, and temporary suspension of normal processes and enforcements to encourage and facilitate patios. An outline of various municipalities' supports is included in Appendix A. b) Desired Outcome: The City of Maple Ridge is encouraging vibrant streetscapes by providing an option for businesses which may only have public road right of way to activate. This program is low barrier for costs and processes to encourage Seasonal Curbside Patios in the Municipality. c) Strategic Alignment: The Seasonal Curbside Patio Program aligns with the Council Strategic-Plan priorities including livable community; engaged, healthy community; and Diversified, Thriving Economy by having expanded areas and typologies of seasonal curbside patios. The program is also in line with the Economic Development Strategy 5-2 -Enable Outdoor Patios. d) Citizen/Customer Implications: As the Seasonal Curbside Patio Program continues to roll-out and as engagement with the business community continues, interest in and understanding of the new program will grow and more patios on public property will be seen across Maple Ridge. To deliver as smooth an experience as possible for the applicants, Economic Development has taken the role of 'shepherding' businesses and their applications through the process. This ensures a client-centred approach that minimizes the need for physical attendance at City Hall, enables on-line payment of a single fee, and prevents internal minutiae from becoming the applicant's issue. e) Interdepartmental Implications: Feedback from other departments, including Engineering, Planning, Bylaw, Licensing & Community Safety, Building, and Fire & Rescue was sought in the development of the original policy, as well as during the development of the Design Guidelines. Regular engagement with Engineering and Building takes place during the application review and approval process of the program.
