1. DELEGATIONS/STAFF PRESENTATIONS
1.1 Maple Ridge Seniors Traffic Control Committee
Bonnie Klovance -Maple Ridge Seniors Traffic Control Committee
Ms. Klovance outlined the concerns of the Maple Ridge Seniors Traffic Control
Committee over excessive traffic speed and other issues related to pedestrian
safety along 224 Street. She asked for a variety of steps to be taken to
ensure the safety of residents in the area including more enforcement of the
speed limit by the RCMP, a pedestrian controlled crossing light installed at the
Seniors Centre, enhanced lighting at 221 Avenue and the trimming of trees at
121 Avenue. Ms. Klovance indicated that some of the committee's requests
have been carried out following conversations with District staff and she
thanked staff for the productive response.
A petition was given to the Manager of Legislative Services.

Betty Levens -Ridge Meadows Seniors Society
Ms. Levens spoke to concerns and solutions put forward in a petition to
Council regarding 224 Street. She asked that District staff and the RCMP
work together to improvement the safety of the street.
Helene Maisonneuve -Ridge Meadows Seniors Society
Ms. Maisonneuve expressed concern with the difficulty of driving down 224th
Street due to the boulevard and suggested a crosswalk from the Seniors
Centre to the other side of the street.
Grover Telford -Maple Ridge Seniors Traffic Control Committee
Mr. Telford requested that the area along 224 Street north of Dewdney Trunk
Road be given special consideration due to the large numbers of seniors. He
asked which staff can provide engineering and planning updates to the
Seniors Traffic Control Committee.
The General Manager of Public Works and Development Services advised that
staff have met with the Seniors Traffic Control Committee as well as residents
of Willow Manor to discuss concerns. He also advised items dealing with
these issues will be discussed at upcoming business planning. He stated that
either he or the Municipal Engineer can be contacted for further information
and updates.
The Municipal Engineer provided an update on the current progress of
addressing the issues brought forward by the Seniors Traffic Control
Committee.

Mr. Day stated that he would like to see more crosswalk signs for the north
side of 224th Street.
2. PUBLIC WORKS AND DEVELOPMENT SERVICES

RECOMMENDATION

1102 DP/DVP/030/07, 12367 224 Street
Staff report dated October 20, 2010 recommending that the Corporate Officer
be authorized to sign and seal DVP/030/07 to regulate townhouse form and
character and further that the Corporate Officer be authorized to sign and seal
DP/030/07 to permit 33 stacked townhouse units.
R. Acharya, Planner gave a Power Point presentation providing the following
information:

Mr. Allen provided informat ion on the parking and recycling facilities proposed
for the development. He spoke to the security of the parking space and
advised that storage for bicycles will be available. He also advised on the
accessibility of the buildings and on sound proofing between floors.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of November 9,
2010.
1103 DVP/014/10, 13511240 Street
Staff report dated October 18, 2010 recommending that the Corporate Officer
be authorized to sign and seal DVP/014/10 to reduce the standard width of
the road carriageway.

RECOMMENDATION
That the staff report be forwarded to the Council Meeting of November 9,

1104 DVP/096/10, 22270 128 Avenue
Staff report dated October 21, 2010 recommending that the Corporate Officer
be authorized to sign and seal DVP/096/10 permit construction of a mixed
use building.

1105 AL/081/10, Non-Farm Use and Subdivision Within the Agricultural Land
Reserve
Staff report dated October 21, 2010 recommending that application
AL/081/10 for non-farm use of 1.55 hectares (3.8 acres) of land within the
Agricultural Land Reserve to facilitate road alignment for the Golden Ears
Bridge be authorized to proceed to the Agricultural Land Commission.

Steve Howard -Agent for Meadows Garden Golf Course and Translink
Mr. Howard provided background on Translink's acquisition of the property
for the Abernethy Connector. He advised that part of the property acquired by
Translink is landlocked and that Translink's intention is to subdivide a piece
of the property for roadway and return the balance of the property to the
Meadow Garden Golf Course.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of November 9,
2010.
1106 Award of Contract, No. ITT-EN10-186, 256 Street Watermain Replacement
(116 Avenue to Dewdney Trunk Road)
Staff report dated October 19, 2010 recommending that Contract No. ITT-
EN10-186, 256 Street Watermain Replacement (116 Avenue to Dewdney
Trunk Road) be awa rded to Sandpiper Contracting LLP.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of November 9,
2010.
1107 Servicing for 20100 Block Hampton Street
Staff report dated October 28, 2010 recommending that staff work with the
petitioners to explore an alternative approach to establishing road, storm
sewer, sanitary sewer and water services at 20100 Block Hampton Street.
The Municipal Engineer reviewed the report and provided a presentation
indicating the area of the proposed servicing.
RECOMMENDATION
That the staff report be forwarded to the Council Meeting of November 9,
2010.
