The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • 0CP Context • Site Characteristics • Preliminary Site Plans RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1103 RZ/108/10, 11718 224 Street; 11731 Fraser Street, RM-1 and RM-2 to C-3 and RM-5 Staff report dated November 8, 2010 recommending that Maple Ridge Zone Amending Bylaw No. 6771-2010 to allow mixed use commercial, apartment and ground-oriented multi-family development be given first reading and that the applicant provide further information as described in Schedule A, C and D of the Development Procedures Bylaw No. 5879-1999. Committee of the Whole Minutes November 15, 2010 Page 3 of 9 The Manager of Development and Environmental Services noted that one additional lot was added to this project and gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Preliminary Site Plans Darrell Epp -Project Architect Mr. Epp displayed visual images of the project including a rendering of what is proposed to face onto 224th Street Ghalib Rawji -Applicant Mr. Rawji provided information on strata status for the proposed project and spoke to the rental component of buildings in the development. He also advised that the Crime Free Housing Program will be incorporated. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1104 RZ/021/10, 9990 240 Street, RS-2 and CS-1 to RM-1 Staff report dated November 3, 2010 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6768-2010 be given first and second reading and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6735-2010 to permit a 16 unit townhouse development be given second reading and be forwarded to Public Hearing. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1106 RZ/026/07, 23616 132 Avenue, First Extension Staff report dated November 3, 2010 recommending that a one year extension be granted for rezoning application RZ/026/07 to permit development of 12 townhouses in the RM-1 (Townhouse Residential) zone and 1 single family lot under the R-1 (Residential District) zone. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1107 RZ/017 /08, 12038 Edge Street; 22554, 22566 Brown Avenue, Final One Year Extension Staff report dated November 4, 2010 recommending that a final one year extension be granted for rezoning application RZ/017 /08 to permit a residential dormitory intended for future conversion into a senior's assisted living facility. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. Committee of the Whole Minutes November 15, 2010 Page 5 of 9 1108 DVP/DP/003/10, 20733 Lougheed Highway Staff report dated November 8, 2010 recommending that the Corporate Officer be authorized to sign and seal DVP/003/10 to vary the minimum required off street parking spaces and that the Corporate Officer be authorized to sign and seal DP/003/10 to permit construction of a vehicle repair building. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1111 SD/103/08, 5% Money in Lieu of Parkland Dedication, 28594 104 Avenue Staff report dated November 8, 2010 recommending that the owner of the subject property pay an amount that is not less than $64,750.00. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1112 SD/088/10, Local Area Service, 22600 136 Avenue Staff report dated November 4, 2010 recommending that a Local Area Service for enhanced landscape maintenance costs be authorized for properties at 22600 136 Avenue and that Formosa Plateau Enhanced Landscape Maintenance Bylaw No. 6769-2010 be given first, second and third readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. Committee of the Whole Minutes November 15, 2010 Page 7 of 9 1113 SP/082/10, Soil Deposit Permit, 22294 132 Avenue Staff report dated November 4, 2010 recommending that application SP/082/10 for a fill permit for the property at 22294 132 Avenue not be forwarded to the Agricultural Land Commission. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • 0CP Context • Site Characteristics Trevor Krugel -Applicant Mr. Krugel advised that it is his intention to farm the property. He provided reasons for his request to add fill to the property and expressed concern that surrounding properties are higher than his own due to past in-fill and are negatively impacting his property. He also expressed concern with issues that have arisen with the District's environmental department. The Manager of Development and Environment Services advised on requests issued by the environmental department to the applicant. He advised that the area has continuing issues pertaining to filling and flooding which have not yet been addressed. The Municipal Engineer advised that information from a hydrology study being carried out for the area is expected by December 2010. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1132 Adjustments to the 2010 Collector's Roll Staff report dated November 7, 2010 submitting information on changes to the 2010 Collector's Roll through the issuance of Supplementary Rolls 4 through 8. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 1151 Contract Award for the Columbaria Plaza Construction Staff report dated October 20, 2010 providing two options for the contract between the District of Maple Ridge and Canadian Land Care Services Ltd. for the construction of a columbarium. RECOMMENDATION That the staff report be forwarded to the Council Meeting of November 23, 2010. 1152 Maple Ridge Cemetery Amending Bylaw Staff report dated October 22, 2010 recommending that Maple Ridge Cemetery Amending Bylaw No. 6776-2010 be given first, second and third readings. COMMUNITY FORUM Bernice Rolls Ms. Rolls spoke to that low voter turnout at the last municipal election and advised on her intentions to help increase the turnout for the 2011 election. Harry Loewen Pastor Loewen spoke to the discussion regarding the Opening Prayers currently on the Council agenda and expressed concern over the movement to remove that item from the agenda. C.
