DELEGATIONS/STAFF PRESENTATIONS Councillor Hogarth left the meeting as he is the Chair of the SAFERhome Standards Society. SAFERhome Standards Society-Patrick Simpson Mr. Simpson provided an update on the SAFERhome Standards Society and advised that a training session was recently completed with District staff. He provided information with regards the Real Estate Board and the ability of a realtor including the program as a subject clause. Committee of the Whole Minutes February 7, 2011 Page 2 of 7 Mr. Simpson provided further information with regards to the certification process and advised that they are currently working with Simon Fraser University and BCIT in delivering the program. He sought ideas on getting other municipalities to come on board and further advised that manuals would be provided to the District to distribute to the public. Mayor Daykin invited Mr. Simpson to a future public meeting for distribution of the manuals. Councillor Hogarth returned to the meeting. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 RZ/113/10, 12028, 12038 and 12048 222 Street, RS-1 to RM-2 Staff report dated February 7, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6786-2010 to permit construction of a four-storey 86 unit apartment building be given second reading and be forwarded to Public Hearing The Planner gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics Colin A. Hogan, Applicant's Architect The architect for the project advised that all recommendations of the Advisory Design Panel have been addressed. RECOMMENDATION That the staff report be forwarded the Council Meeting of February 8, 2011. Committee of the Whole Minutes February 7, 2011 Page 3 of 7 1102 2011-001-RZ, 23689 and 23717 Fern Crescent, RS-2 to RM-1 Staff report dated February 7, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6790-2011 to permit a townhouse development be given first reading and that the applicant provide further information as described on Schedules A, B, D, F and G of the Development Procedures Bylaw No. 5879-1999. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • 0CP Context • Site Characteristics The Manager of Development and Environmental Services provided further information with regards to linkage of this development to others. Craig Farlinger. Applicant's Representative Mr. Farlinger gave a PowerPoint presentation providing further information on the proposed development. He gave details about a possible "no build" covenant on the small portion of property at the bottom of the development. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. 1103 RZ/089/10, 12359 216 Street, RS-1 to RS-1b Staff report dated February 7, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6767-2010 to permit future subdivision into three single family residential lots be given first reading and that the applicant provide further information as described on Schedule B of the Development Procedures Bylaw No. 5879-1999. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. 1104 2011-002-RZ, 25608 Bosonworth Avenue, A-2 to RS-2 Staff report dated February 7, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6795-2011 to create three single family lots be given first reading and that the applicant provide further information as described on Schedules Band G of the Development Procedures Bylaw No. 5879-1999. Councillor Speirs -OPPOSED Committee of the Whole Minutes February 7, 2011 Page 5 of 7 1105 RZ/055/09, 25130, 25176 112 Avenue, 25145 108 Avenue, 10851 Carmichael Street, RS-3 and RG-2 to RS-2 Staff report dated February 7, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6788-2010 to permit construction of 27 single family homes be given first reading and that the applicant provide further information as described on Schedule A -Hof the Development Procedures Bylaw No. 5879-1999. Councillor Speirs -OPPOSED 1106 DP/111/10, 20159 115A Avenue Staff report dated February 7, 2011 recommending that the Corporate Officer be authorized to sign and seal DP/111/10 to permit a multi-tenant industrial building. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. 1107 Proposed Revisions to Maple Ridge Agricultural Advisory Committee Bylaw Staff report dated February 7, 2011 recommending that the Agricultural Advisory Committee Amending Bylaw No. 6797-2011 be given first, second, and third readings. Committee of the Whole Minutes February 7, 2011 Page 6 of 7 RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. Councillor Morden left the meeting as he owns property in the area. 1108 Town Centre Investment Incentives Program -Assistance by way of Partnering Agreement Staff report dated February 7, 2011 recommending that the partnering agreement framework be utilized to provide an upfront incentive to support the Town Centre Investment Incentive Program. The Manager of Sustainability and Corporate Planning gave a combined PowerPoint presentation for Items 1108 and 1109 regarding the various components to the Town Centre Investment Incentives Program. She provided details regarding the Incentive Package, the various requirements, and gave a list of qualifying projects. Further information was provided regarding fee reductions, priority processing and the "basic" and "green" property tax exemptions. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. 1109 Town Centre Investment Incentives Program -Revitalization Tax Exemption Program Bylaw No. 6789-2011 Staff report dated February 7, 2011 that the Maple Ridge Revitalization Tax Exemption Bylaw 6789-2011 be given first, second and third readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of February 8, 2011. Councillor Morden returned to the meeting. Committee of the Whole Minutes February 7, 2011 Page 7 of 7 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Inspection of Municipal Works Staff report dated February 7, 2011 recommending adoption of standards for inspection of municipal works. The Property and Risk Manager gave an overview of the inspection process and advised that staff are investigating different software products for tracking purposes.
