Note: Councillor Speirs left the meeting. 1106 2011-028-DP, Unit M2 -11900 Haney Place, 11837 226 Street, 22581 Lougheed Highway Staff report dated May 2, 2011 recommending that the Corporate Officer be authorized to sign and seal 2011-028-DP to permit fa9ade improvement to a unit in the existing Haney Place Mall and to upgrade the surrounding parking area and landscaping. Applicant Representative Mr. Vorbrock outlined the renovations proposed for the south building facades of Haney Place Mall between 225 and 226 Streets. He spoke to the design, signage and materials to be used as well pedestrian connections and landscaping to be incorporated into the parking lot area. Mr. Vorbrock advised on the proposed concept for pedestrian movement through the mall area and indicated the enhancement of a new pedestrian access area along 226th Street. Meridith Mitchell. Applicant Representative Ms. Mitchell provided information on the landscaping aspect of the proposed renovation and outlined enhancements and rehabilitation of existing landscaping. Elissa Dabiri. Applicant Representative Ms. Dabiri addressed concerns over pedestrian walkways. She indicated that the mall owner has been in discussion with the Planning Department to determine best pedestrian routes. She advised that it is important to the Committee of the Whole Minutes May 2, 2011 Page 5 of 8 mall 's agreement with the new Thrifty Foods that a specified parking lot count be maintained. Council requested that proposed pedestrian linkages be clarified at the May 10, 2011 Council meeting. RECOMMENDA T/ON That the staff report be forwarded to the Council Meeting of May 10, 2011. Councillor Hogarth -OPPOSED 1107 DVP/004/06, 12140, 12142 and 12170 203 Street Staff report dated May 2, 2011 recommending that the Corporate Officer be authorized to sign and seal DVP/004/06 to vary minimum lot depth. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Preliminary Design Plans RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 10, 2011. 1108 Local Area Service -Ansell Street (Academy Park Phase 2) Staff report dated May 2, 2011 recommending that staff be authorized to proceed with the next steps to establish a Local Area Service for Ansell Street (Academy Park Phase 2). The Municipal Engineer reviewed the reports for Items 1108 and 1109. He advised on the phasing of the Academy Park local area service. Committee of the Whole Minutes May 2, 2011 Page 6 of 8 Anthony Kapusta Mr. Kapusta provided background history on the process involved in bringing local area service to Ansell Street. He expressed concern with the health and safety of residents in the area due to ditches which have raw sewage running into them. He spoke to the geological structure of the land in the area. Joe Lanza Mr. Lanza questioned the amount Ansell Street residents are paying for the local area service. He expressed that during this process there has been confusion as to whether or not Ansell Street belonged to Academy Park. The Municipal Engineer advised that the District has maintained the position that Ansell Street is part of Academy Park, although the street was not originally included in the Fraser Sewerage Area. He explained that a Local Area Service could only proceed following inclusion of the area in the Fraser Sewerage District. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 10, 2011. 1109 Local Area Service -Academy Park Sanitary Sewer Staff report dated May 2, 2011 recommending that Maple Ridge Academy Park Sanitary Sewer Services Bylaw No. 6814-2011 be given first, second and third readings. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 10, 2011. 1110 Municipal Equipment Purchase -Two Backhoes Staff report dated May 2, 2011 recommending that the contract for the purchase of two backhoe loaders and accessories be awarded to Brandt Tractor Ltd. Surrey, BC. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 10, 2011. Committee of the Whol e Minutes May 2, 2011 Page 7 of 8 1111 14th Annual Vistas Run, Use of Streets Staff report dated May 2, 2011 recommending that the use of municipal streets be authorized for the 14th Annual Vistas Run on Sunday, May 29, 2011. RECOMMENDATION That the staff report be forwarded to the Council Meeting of May 10, 2011. 1112 8th Annual Ridge Meadows Hospital Foundation Fund Run, Use of Streets Staff report dated May 2, 2011 recommending that the use of municipal streets be authorized for the 8th Annual Ridge Meadows Hospital Foundation Fund Run on Sunday, June 5, 2011. COMMUNITY FORUM Anthony Kapusta Mr. Kapusta confirmed that Ansell Street has always been part of the Academy Park subdivision. He advised on the location of sewage lines in the area and agreed that costs will be shared by all in the Academy Park subdivision. He advised that the question of whether or not Ansell Street belonged to Academy Park has been answered. Mr. Kapusta expressed that main concerns in the area are related to septic fields which have outlived their usefulness and that the local area service will provide a permanent solution to these concerns. Dennis Dickson Mr. Dickson confirmed that new residents to the area are aware of the process which has taken place to bring a local area service into Academy Park, including Ansell Street. LA L.
