PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 Golden Ears Transition Initiative (GETI) Fest Staff report dated August 29, 2011 recommending that the use of municipal streets be authorized for the GETI Fest on Saturday, September 24, 2011. Gerry Pinel -GETI Representative Mr. Pinel provided an overview of GETI and the upcoming event. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Preliminary Design Plans David Laird -Applicant Representative Mr. Laird provided information on the sanitary sewer system proposed for the application. He indicated that the system will have sufficient capacity for the proposed development. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1103 2011-050-RZ, 21165 River Road, RS-1 to RS-1b Staff report dated August 29, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6846-2011 to permit subdivision into approximately seven lots be given first reading and that the applicant provide further information as described on Schedules Band E of the Development Procedures Bylaw No. 5879-1999. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1105 2011-077-RZ, 27540 128 Avenue, RS-3 to RS-2 Staff report dated August 29, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6848-2011 to permit future subdivision into 2 lots be given first reading and that the applicant provide further information as described on Schedules Band G of the Development Procedures Bylaw No. 5879-1999. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1106 2011-078-RZ, 24205 Alouette Road and 24440 128 Avenue, RS-3 to RS-2 Staff report dated August 29, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6859-2011 to permit future subdivision into 20 lots be given first reading and that the applicant provide further information as described on Schedules A, B, F and G of the Development Procedures Bylaw No. 5879-1999. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Preliminary Design Plans Committee of the Whole Minutes August 29, 2011 Page 4 of 10 Bill Krueger -Citi West Consultants Mr. Krueger advised that part of the proposed subdivision is not in the Fraser Sewerage Area and requested an extension of the sewer boundary. He also requested that they be permitted to leave it to the owner of the property rather than the developer, to clear the site. Owners would be required to obtain a permit during the house construction phase. The Acting Director of Planning provided a review of the estate suburban zone. She advised that a development can connect to the sewer system if designated estate suburban, not suburban residential. She also advised that this request would require an application to the Greater Vancouver Sewerage and Drainage District. The General Manager of Public Works and Development Services advised that the approval of such a request would be precedent setting. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1107 2011-084-RZ, 11133 and 11185 240 Street, RS-3 to RST, R-1, R-2 and C-1 Staff report dated August 29, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6853-2011 to permit subdivision into 25 RST (Street Townhouse Residential) lots, 37 single family lots and 1 commercial property be given first reading and that the applicant provide further information as described on Schedules A-Hof the Development Procedures Bylaw No. 5879- 1999. He left the room at 1:51 p.m . 1110 RZ/063/10, 11655 Burnett Street, RS-1 and C-3 to RM-2 Staff report dated August 29, 2011 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6752-2010 to adjust conservation boundaries be given first and second readings and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6751-2010 to allow future construction of a four-storey apartment building with 21 units be given second reading and be forwarded to Public Hearing. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. Note: Councillor Hogarth returned to the meeting at 1:52 p.m. 1111 RZ/079/10, 26610 124 Avenue, RS-3 to RS-2 Staff report dated August 29, 2011 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6763-2010 to adjust conservation boundaries be given first and second readings and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6764-2010 to permit future subdivision of 13 single family residential parcels not less than 0.40 hectares each in area be given second reading and be forwarded to Public Hearing. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1112 2011-057-RZ, 11885, 11873 and 11865 Burnett Street, RS-1 to RM-2 Staff report dated August 29, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6831-2011 to permit a future construction of a four- storey apartment building with 75 units be given second reading and be forwarded to Public Hearing. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Site Characteristics • Site Plan • Landscape Plan Jake Bergen -Applicant Mr. Bergen provided an overview of the project. Peter Dandyck -Project Architect Mr. Dandyck provided an overview of the site plan and the technology to be used at the composting facility and addressed concerns regarding site contamination. The Planner advised on the work undertaken to deal with the site contamination. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. Gord Knuttila -Applicant Representative Mr. Knuttila read a submission in support of the application. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1116 Excess Capacity/Extended Services Agreement LC 145/11, 240 Street and 121 Avenue Staff report dated August 26, 2011 recommending that the Corporate Officer be authorized to sign and seal Excess Capacity Latecomer Agreement LC 145/11. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 1118 Terry Fox Run, Use of Streets Staff report dated August 29, 2011 recommending that the use of municipal streets be authorized for the Maple Ridge/Pitt Meadows Terry Fox Run on Sunday, September 18, 2011. RECOMMENDATION That the staff report be forwarded to the Council Meeting of August 30, 2011. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Disbursements for the month ended June 30, 2011 Staff report dated August 29, 2011 recommending that the disbursements for the month of June 2011 be approved.
