DELEGATIONS/STAFF PRESENTATIONS 1.1 BC Hydro Wireless Smart Meters -Val MacDonald, Citizens for Safe Technology Ms. MacDonald expressed concerns pertaining to the installation of BC Hydro Wireless Smart Meters in terms of health issues and privacy issues for residents. She requested that Council support a moratorium on the non- consensual installations of wireless smart meters in the District of Maple Ridge and provided a list of other municipalities which have done so. Ms. MacDonald also requested that Council write a letter expressing concern with the dangers associated with wireless meters to the Provincial and Federal Governments. Acting Mayor Ashlie advised that information on the subject of Smart Meters will be heard by Councillors attending upcoming Union of British Columbia Municipalities conference and will be discussed at a future Council Workshop. She also advised that Maple Ridge Council has put forward a request to BC Hydro to attend a Council Workshop. Committee of the Whole Minutes September 12, 2011 Page 2 of 5 Una Sinclair -Director -Citizens for Safe Technology Ms. Sinclair provided information on the potential of obtaining information through wire transmission lines. Council requested that the matter of Smart Meters be referred to a Council Workshop after the Union of British Columbia Municipalities. Ms. MacDonald requested that Skype experts be included at the meeting scheduled to discuss Smart Meters. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 2011-045-RZ, 12087 240 Street, RS-3 to R-1 and R-2 Staff report dated September 12, 2011 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6862-2011 to include a new R-2 (Urban Residential District) zone in the Urban Residential Designation be given first and second readings and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 6828-2011 to allow a future subdivision of 10 single family dwellings be given second reading and be forwarded to Public Hearing. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. Note: Councillor Hogarth excused himself from discussion of Item 1102 as he is the manager of the property. He left the meeting at 1:21 p.m. 1102 RZ/086/08, 12060, 1207 4, 12068, 12082 227 Street, First Extension Staff report dated September 12, 2011 recommending that a one year extension be granted for rezoning application RZ/086/08 to permit construction of a four-storey, wood-frame, 81 unit residential apartment building. Note: Councillor Hogarth returned to the meeting at 1:23 p.m. 1103 DP/002/08, 11580 223 Street Staff report dated September 12, 2011 recommending that the Corporate Officer be authorized to sign and seal DP/002/08 to permit development of a four storey wood frame apartment building. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics • Landscape Plan RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. 1104 2011-103-DVP, 20683 Westfield Avenue Staff report dated September 12, 2011 recommending that the Corporate Officer be authorized to sign and seal 2011-103-DVP to reduce side yard setbacks. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. Committee of the Whole Minutes September 12, 2011 Page 4 of 5 1105 Release of Landscape Buffer Restrictive Covenant, 24 730 to 24 790 102A Avenue Staff report dated September 12, 2011 recommending that Landscape Buffer Restrictive Covenant BX528664 be released. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. 1106 Contract No. ITT-EN10-171 Amendment for Road Reconstruction River Road Drainage Improvements (Darby Street to Carshill Street) Staff report dated September 12, 2011 recommending that Contract No. ITT- EN10-171; River Road Drainage Improvements (Darby Street to Carshill Street) awarded to Double M Excavating Ltd. be increased. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. 1107 Summer Market -September Staff report dated September 12, 2011 recommending that the use of municipal streets be authorized for the Summer Market on Sunday, September 24, 2011. Note: The Manager of Legislative Services noted that the date in the recommendation will be revised at Council to "Saturday, September 24, 2011" RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. 1108 Drinking Water Quality Report 2010 Staff report dated September 12, 2011 providing information on the regulatory framework and water quality monitoring data for 2010. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 13, 2011. Committee of the Whole Minutes September 12, 2011 Page 5 of 5 1109 Local Newspaper Advertising Staff report dated September 12, 2011 recommending that a contract be awarded to the Maple Ridge and Pitt Meadows News for all regular and local advertising for a period of one year with an option to renew and that the Corporate Officer be authorized to execute the contract. RECOMMENDA TJON That the staff report be forwarded to the Council Meeting of September 13, 2011. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Disbursements for the month ended July 31, 2011 Staff report dated September 12, 2011 recommending that the disbursements for the month of July 2011 be approved.
