PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: 1101 2011-099-RZ, 12122 and 12130 203 Street, RS-1 to R-1 and R-2 Staff report dated January 9, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6889-2011 to amend text in Bylaw No. 3510-1985 be given first reading and that Maple Ridge Zone Amending Bylaw No. 6884- 2011 to allow for future subdivision into five R-2 lots and eleven R-1 lots be given first reading and that the applicant provide further information as described on Schedules A, Band E of the Development Procedures Bylaw No. 5879-1999. Committee of the Whole Minutes January 9, 2012 Page 2 of 6 The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • 0CP Context • Site Characteristics • Site Plan RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. 1102 2011-122-RZ, 11956 267 Street, RS-3 to RS-2 Staff report dated January 9, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6880-2011 to permit future subdivision into two lots be given first reading and that the applicant provide further information as described on Schedule B of the Development Procedures Bylaw No. 5879- 1999. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Neighbourhood Context • OCP Context • Site Characteristics Peter Ronseo -Applicant Representative Mr. Ronseo confirmed that municipal water is available on 267 Street RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. Committee of the Whole Minutes January 9, 2012 Page 3 of 6 1103 2011-134-RZ, 24891104 Avenue; 10640 248 Street; 24860 106 Avenue and 10480 248 Avenue, RM-1 to R-1 and A-2 to RM-1 Staff report dated January 9, 2011 recommending that Maple Ridge Zone Amending Bylaw No. 6887-2011 to re-configure zoned sections to permit future single family and multi-family residential use be given first reading and that the applicant provide further information as described on Schedule A, D, E and G of the Development Procedures Bylaw No. 5879-1999. The Planner gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • OCP Context • Site Characteristics • Proposed Rezoning Plan Don Bowins -Applicant Representative Mr. Bowins provided details on history of the application and explained the reason for the new application. He advised that new geotechnical engineering was required due to challenges encountered on the site and clarified work to be done on the slopes and the rock areas on the property. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. 1104 2011-117-DP, 12005 2388 Street Staff report dated January 9, 2012 recommending that application 2011-117- DP to omit structural canopies and fabric awnings from the original building design be denied. The Manager of Development and Environmental Services reviewed the report. Phil Cooper -Applicant Representative Mr. Cooper provided an explanation as to why the applicants are requesting the omission of structural canopies and fabric awnings. Committee of the Whole Minutes January 9, 2012 Page 4 of 6 RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. 1105 DP/DVP/080/08, 23227 Dogwood Avenue Staff report dated January 9, 2012 recommending that the Corporate Officer be authorized to sign and seal DVP/080/08 to vary front yard setback requirements and to waive the requirement for the conversion of overhead utility wiring to underground wiring on 232 Street and that the Corporate Officer be authorized to sign and seal DP/080/08 to permit construction of a one storey commercial building comprising three rental units. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Adjustments to the 2010 Collector's Roll Staff report dated January 9, 2012 submitting information on changes to the 2010 Collector's Roll through the issuance of Supplementary Rolls 17 and 18. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. Committee of the Whole Minutes January 9, 2012 Page 5 of 6 1132 2012-2016 Financial Plan Bylaw Staff report dated January 10, 2011 recommending that Statement 1 of Maple Ridge 2012-2016 Financial Plan Bylaw No. 6883-2011 be amended and that the bylaw as amended be adopted. The Manager of Financial Planning reviewed the report and advised on the amendment. RECOMMENDATION That the staff report be forwarded to the Council Meeting of January 10, 2012. 4. COMMUNITY FORUM Allan Uglanica Mr. Uglalica referred to a newspaper article concerning the budget for walk light signals at 224 Street and in Albion. He questioned the difference in pricing between the sets of lights and asked if these types of projects go out to tender. He asked whether the use of submerged LED lights has been investigated. He expressed concern over the overall increase in taxes during the current economic times and the amounts of certain items in the budget such as road use and labour. The General Manager of Public Works and Development Services advised on the difference in pricing between the signals, explaining that the cost of the light on 224 included street improvements. He also advised that he will contact Mr. Uglalica regarding submerged LED lights.
