DELEGATIONS/STAFF PRESENTATIONS 1.1 Translink Plebiscite • Linda Meyers Ms. Meyers read a presentation addressing the results of the Translink Plebiscite and putting forward her recommendations for restructuring of Translink. She submitted a copy of her presentation. 1.2 Canadian Pacific Railway • Mike Lovecchio, Director Government Affairs Mr. Lovecchio gave a power presentation providing information on the movement of dangerous goods by rail, training provided to first responders and development proximity guidelines. He indicated that the project is endorsed by USC and SFU and that the concept for the project has changed since initially applying to include mental health treatment. He addressed questions related to the change to their business plan for the property. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 1104 2012-013-RZ, 24152 112 Avenue, RS-3 to RS-1b and P-1, Update Report Staff report dated July 20, 2015 providing an update on application 2012- 013-RZ recommending that Maple Ridge Official Community Plan Bylaw No. 7040-2013 to designate from Institutional and Low Density Residential to Low/Medium Density Residential and Park and to adjust the conservation area be given first and second reading and be forwarded to Public Hearing and that Maple Ridge Zone Amending Bylaw No. 7041-2013 to rezone from RS-3 (One Family Rural Residential) to RS-1b (One Family Urban [Medium Density] Residential) and P-1 (Park and School) to allow for future subdivision into approximately 25 lots and a neighbourhood park using the Density Bonus option be given second reading as amended and be forwarded to Public Hearing. Councillor Masse, Councillor Shymkiw, Councillor Speirs -OPPOSED 1105 2015-194-DP, 11850 224 Street Staff report dated July 20, 2015 recommending that the Corporate Officer be authorized to sign and seal application 2015-194-DP to permit fac_;ade modifications on the western portion of the Haney Place Mall for the change of tenants from Target to Wal mart. The Acting Manager of Development and Environmental Services reviewed the application. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 1106 2015-173-DVP, 13100 238 Street Staff report dated July 20, 2015 recommending that the Corporate Officer be authorized to sign and seal 2015-173-DVP to reduce a front yard setback from 7 .5 metres to 6 metres for the garage and 5.4 metres for building eaves. The Acting Manager of Development and Environmental Services reviewed the application. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 1107 2012-087-SP, Soil Deposit Permit Amendment, 25788 98 Avenue Staff report dated July 20, 2015 recommending that the request to increase the total volume of soil to be deposited under Soil Deposit Permit 2012-087- SP for 25788 98 Avenue by 14,000 m3 be approved but be limited to an increase in volume of 10,000 m3 and that the request be forwarded to the Agricultural Land Commission for review and approval. The Environmental Technician reviewed the report. Committee of the Whole Minutes July 20, 2015 Page 6 of 8 RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 1108 Award of Contract, l IT-EN15-48: 240 Street Road Improvements (102 Avenue -104 Avenue) Staff report dated July 20, 2015 recommending that Contract ITT-EN15-48: 240 Street Road Improvements (102 Avenue -104 Avenue) be awarded to Imperial Paving Limited, that a contract contingency be approved and that the Corporate Officer be authorized to execute the contract. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 1109 Award of Contract, ITT-EN15-49: Selkirk Avenue Road Improvements (225 Street -226 Street) Staff report dated July 20, 2015 recommending that Contract ITT-EN15-49: Selkirk Avenue Road Improvements (225 Street -226 Street) be awarded to AC Paving Co. Ltd., that the Financial Plan be amended to increase the project budget and that the Corporate Officer be authorized to execute the contract. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. 3. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 Disbursements for the month ended June 30, 2015 Staff report dated July 20, 2015 recommending that the disbursements for the month ended June 30, 2015 be received for information. RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015. COMMUNITY DEVELOPMENT AND RECREATION SERVICES 1151 Maple Ridge-Pitt Meadows Agricultural Association Lease and License Agreement Staff report dated July 20, 2015 recommending that the Maple Ridge-Pitt Meadows Agricultural Association Lease and License Agreement be renewed for a period of five years with three additional renewal options of five years each and that the license period to operate the annual Agricultural Fair be extended from three weeks to four weeks per year and that the Corporate Officer be authorized to execute the lease and license agreement. RECOMMENDATION That the staff report be deferred to staff for amendments to the lease and license agreement conditions. Councillor Duncan, Councillor Speirs -OPPOSED 1152 Agricultural Association -Operating Agreement Staff report dated July 20, 2015 recommending that the Festival Fund grant awarded to the Agricultural Association be combined with other municipal grant funding under an operating grant agreement and that an amount of $12,000 be allocated from the Maple Ridge Community Grant toward a multi- year operating grant to be administered by the Maple Ridge-Pitt Meadows Parks & Leisure Services Commission RECOMMENDATION That the staff report be forwarded to the Council Meeting of July 28, 2015.
