Rutledge, Manager of Revenue and Collections The Manager of Revenue and Collections gave a PowerPoint presentation providing an overview of the 2015 property taxation collection peak period. 2. PUBLIC WORKS AND DEVELOPMENT SERVICES Note: The following items have been numbered to correspond with the Council Agenda: Committee of the Whole Minutes September 14, 2015 Page 2 of 9 1101 2015-213-AL, 25425 and 25465 Hilland Avenue Staff report dated September 14, 2015 recommending that Application 2015- 21.3-AL inv0lving 2 properties within the Agricultural Land Rese rvR :=wrl requesting subdivision (lot line adjustment) to allow a westerly parcel of the property to access a portion of the easterly property be authorized to proceed to the Agricultural Land Commission. D. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1102 2015-200-RZ, 21010 119 Avenue, RS-1 to R-1 Staff report dated September 14, 2015 recommending that Maple Ridge Zone Amending Bylaw No. 7168-2015 to rezone from RS-1 (One Family Urban Residential) to R-1 (Residential District) to permit subdivision into 2 single family residential lots and that the application provide further information required as described on Schedule B of the Development Procedures Bylaw No. 5879-1999, along with the information required for a Subdivision application. The Manager of Development and Environmental Services gave a Power Point presentation providing the following information: • Application Information • Subject Map • Neighbourhood Context • Official Community Plan Context • Site Characteristics • Proposed Site Plan • Development Proposal • Proposed Subdivision Plan • Recommendation RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1104 2014-019-RZ, 24815 & 24837 Dewdney Trunk Road; 12040 248 Street, RS-1 to C-2 Staff report dated September 14, 2015 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 7171-2015 to designate a portion of property from Estate Suburban Residential to Commercial be given first and second reading and be forwarded to Public Hearing, that second Committee of the Whole Minutes September 14, 2015 Page 4 of 9 reading of Maple Ridge Zone Amending Bylaw No. 7070-2014 be rescinded and that Maple Ridge Zone Amending Bylaw No. 7070-2014 as amended to rezone from RS-1 (One Family Urban Residential} to C-2 (Community Commercial) to permit construction of 2 commercial buildings be given second reading and be forwarcl~d to Publir, Hearing. The Manager of Development and Environmental Services continued with the PowerPoint presentation providing the following information: • Development Site Rendering • Proposed Site Plan • Building Elevation Plans • Landscape Plan • Recommendations RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1105 2014-054-RZ, 23627 and 23598 Dogwood Avenue, Addendum to Second Reading Report dated July 28, 2015 Staff report dated September 14, 2015 recommending that the "Addendum to Second Reading Report" dated September 14, 2015 providing updated information on Application No. 2014-054-RZ and including a revised subdivision layout be received for information. Committee of the Whole Minutes September 14, 2015 Page 5 of 9 The Manager of Development and Environmental Services advised that this item was deferred until final reading of the tree management bylaw. He advised that the applicant expressed concern over the decision to defer the item and decided to modify their proposal by reducing the number of lots from 14 to 12._ He gave a Power Point presentation providing the following information: • Development Proposal • Application History • Revised Subdivision Plan • Recommendation David Laird -Applicant Representative Mr. Laird provided clarification on issues raised at Public Hearing particularly around the protection of trees on the site. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1106 2012-034-RZ, 12101 208 Street, First One Year Extension Staff report dated September 14, 2015 recommending that a one year extension be granted for rezoning application 2012-034-RZ to permit 8 townhouse units under the RM-1 (Townhouse Residential) zone. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1107 2013-080-RZ, 24086 104 Avenue, First One Year Extension Staff report dated September 14, 2015 recommending that a one year extension be granted for rezoning application 2013-080-RZ to permit 18 townhouse units under the RM-1 (Townhouse Residential) zone. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. M. Ken Fawcett -Applicant Representative Mr. Fawcett advised on access in and out of the property. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1109 2015-041-DP, 20070 113B Avenue Staff report dated September 14, 2015 recommending that the Corporate Officer be authorized to sign and seal 2015-041-DP to permit a two-storey industrial office building under the M-3 (Business Park) zone for a freight- broker business, with a small amount of warehouse space. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. Committee of the Whole Minutes September 14, 2015 Page 7 of 9 1110 2015-081-DVP, 22464 Lougheed Highway Staff report dated September 14, 2015 recommending that the Corporate Officer be authorized to sign and seal 2015-081-DVP to allow for a reduction in the minimum height requirement of~ ne~ ~ommerci;,I building from three storeys to one storey. The Manager of Development and Environmental Services provided clarification on the reduction in the minimum height requirement of the building. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. Councillor Robson -OPPOSED 1111 2015-081-DP, 22464 Lougheed Highway Staff report dated September 14, 2015 recommending that the Corporate Officer be authorized to sign and seal 2015-061-DP to permit construction of a commercial building under the C-3 (Town Centre Commercial) zone. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. Note: Councillor Robson returned to the meeting at 2:12 p.m. 1113 Excess Capacity/Extended Services Agreement LC 157 /14, 24371112 Avenue Staff report dated September 14, 2015 recommending that the Corporate Officer be authorized to sign and seal Excess Capacity Latecomer Agreement LC 157 /14. The Municipal Engineer provided clarification on latecomer agreements. He gave a PowerPoint presentation providing information on the following: • Direct Benefit • Albion Area Plan -example as template moving forward • Current Latecomer process RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1114 Maple Ridge Subdivision and Development Servicing Amending Bylaw No. 7093-2014 Staff report dated September 14, 2015 recommending that Maple Ridge Subdivision and Development Servicing Amending Bylaw No. 7093-2014 to update engineering practices and regulations be given first, second and third readings. FINANCIAL AND CORPORATE SERVICES (including Fire and Police) 1131 City-Owned Town Centre Lands -Purchase and Sale Agreement Staff report dated Septempe_r 14,_ 2015 re~_orri_mending that staff be directed to complete a Purchase and Sale Agreement between the City of Maple Ridge and Falcon Homes Ltd. for the City's 3.04 acre Town Centre Lands and that the Corporate Officer be authorized to execute the agreement. RECOMMENDATION That the staff report be forwarded to the Council Meeting of September 29, 2015. 1132 Disbursements for the month ended August 31, 2015 Staff report dated September 14, 2015 recommending that the disbursements for the month ended August 31, 2015 be received for information.
