CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 700 DELEGATIONS 800 UNFINISHED BUSINESS Note: Councillor Speirs excused himself from the meeting as he is employed in the liquor service industry. 801 DP/DVP/061/07, 20690 Lougheed Highway and 11839 207 Street Staff report dated December 31, 2007 recommending that the Corporate Officer be authorized to sign and seal DVP/061/07 to vary building height, second storey area, front lot line setback and rear yard setback and further that, the Corporate Officer be authorized to sign and seal DP/061/07 in support of a commercial complex containing a liquor store, pub and commercial space. Note: Councillor Spe irs returned to the meeting. 900 CORRESPONDENCE 1000 BY-LAWS Bylaws for Final Reading 1001 Maple Ridge Sewer Rate Amending Bylaw No. 6537-2007 To amend the Maple Ridge Sewer Rate Bylaw Final reading R/08-045 BL No. 6537-2007 Final reading It was moved and seconded That Bylaw No. 6537-2007 be adopted. 1002 Maple Ridge Water Service Amending Bylaw No. 6521-2007 To amend the Maple Ridge Water Service Bylaw Final reading R/08-046 BL No. 6521-2007 Final reading It was moved and seconded That Bylaw No. 6521-2007 be adopted. COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes -February 4, 2008 R/08-048 Minutes -COW February 4, 2008 It was moved and seconded CARRIED That the minutes of the Committee of the Whole Meeting of February 4, 2008 be received. CARRIED Public Works and Development Services 1101 DP/100/07, 11811224 Street Staff report dated January 29, 2008 recommending that the Corporate Officer be authorized to sign and seal DP/100/07 to permit the upgrade of an existing building to allow for two restaurant uses. R/08-049 DP/100/07 Sign and seal ACTION REQUIRED It was moved and seconded That the Corporate Officer be authorized to sign and seal DP/100/07 respecting property located at 11811 224 Street. CARRIED A discussion of accessibility policies and standards of landscaping is to be included on a future Council Workshop agenda. Council Minutes February 12, 2008 Page 5 of 12 1102 DP/004/08, DVP/025/07, 240A Street, 241 Street, Hawkins Avenue and 241A Street Staff report dated January 23, 2008 recommending that the Corporate Officer be authorized to sign and seal DVP/025/07 to vary maximum building height on lots 17-20, 36-42 and 56 and further, that the Corporate Officer be authorized to sign and seal DP/004/08 in support of a 56 lot su bd ivisi on. The Manager of Legislative Services advised that correspondence opposing this variance has been received from Derrick Stevenson, David Wilson, Jay and Emily Loh, Richard Vanderberg, Ray Briede, Tracie and Shayne Williams, George Ng. She also advised that a 39 signature petition opposing the variance had been received. R/08-050 DP/004/08 DVP/025/07 DEFERRED It was moved and seconded That consideration of Item 1102 be deferred until the February 18, 2008 Committee of the Whole Meeting. CARRIED 1103 CP/117 /07, 27700 block of 112 Avenue Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 Staff report dated January 16, 2008 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 to designate District owned property from Park to Rural Residential to permit sale of the property be given first reading and be forwarded to Public Hearing. R/08-051 CP/117/07 BL No. 6546-2008 It was moved and seconded First reading 1. That Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 be given first reading and be forwarded to Public Hearing; 2. That in accordance with Section 879 of the Local Government Act opportunity for early and ongoing consultation has been provided by way of posting Official Community Plan Amending Bylaw No. 6546-2008 on the municipal website, and Council considers it unnecessary to provide any further consultation opportunities, except by way of holding a public hearing on the bylaw; Council Minutes February 12, 2008 Page 6 of 12 3. That Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 4. That it be confirmed that Maple Ridge Official Community Plan Amending Bylaw No. 6546-2008 is consistent with the Capital Expenditure Plan and Waste Management Plan; 5. That the following term and condition be met prior to final reading, i) Amendment to Schedule "B" of the Official Community Plan. CARRIED 1104 Maple Ridge Hotel Change to Liquor Licence Staff report dated January 28, 2008 recommending that the change to the occupant load for the Maple Ridge Hotel be supported and further, that the extension of operating hours for the Maple Ridge Hotel be supported for Fridays and Saturdays only. R/08-052 Maple Ridge Hotel Liquor Licence Change It was moved and seconded Whereas the District of Maple Ridge Council considered a staff report regarding an application for changes to the liquor primary license for Maple Ridge Hotel located at 20690 Lougheed Highway; and Whereas letters were sent to 125 surrounding property owners requesting comment on the proposal and 3 negative responses were received regarding an extension to the operating hours; and Whereas the Bylaw Enforcement Department is satisfied that an increase in the occupant load from 150 to 200 should not generate any negative community impacts in terms of additional noise generation, parking congestion or unruly behaviour; and Whereas the Bylaw Enforcement Department is concerned that an extension of operating hours from 12 a.m. to 1:30 a.m. Monday to Thursday will negatively impact the residential properties abutting the facility; and Council Minutes February 12, 2008 Page 7 of 12 R/06-053 Maple Ridge Hotel Liquor Licence Change AMENDMENT Whereas similar type establishments within the District of Maple Ridge have a closing time of 12 a.m. Sunday to Thursday and 1 a.m. Friday and Saturday; Therefore be it resolved that the District of Maple Ridge Council supports the change to the occupant load from 150 to 200 occupants and supports a change to the operating hours from a closing time of 12 a.m. to 1 a.m. on Friday and Saturday. It was moved and seconded That the word "Thursday," be added before the word "Friday" in the 6th paragraph. Councillor King -OPPOSED CARRIED MOTION AS AMENDED CARRIED Councillor King-OPPOSED Financial and Corporate Services (including Fire and Police) 1131 Appointment of 2008 Local Government Election Officials Staff report dated January 23, 2008 recommending that Ceri Marlo be appointed Chief Election Officer and Tonya Polz be appointed Deputy Chief Election Officer for the November 15, 2008 Maple Ridge general local election. R/08-054 2008 Local Government Election Officials It was moved and seconded That pursuant to Section 41(1) and (2) of the Local Government Act, Ceri Marlo be appointed Chief Election Officer for conducting the November 15, 2008 Maple Ridge general local election with power to appoint other election officials as required for the administration and conduct of the 2008 general local election; and further Council Minutes February 12, 2008 Page 8 of 12 That Tonya Polz be appointed Deputy Chief Election Officer for the November 15, 2008 Maple Ridge general election. CARRIED 1132 Consolidation Authority Bylaw Staff report dated January 8, 2008 recommending that Maple Ridge Consolidation Authority Bylaw No. 654 7-2008 be given first, second and third readings. R/08-055 BL No. 654 7-2008 It was moved and seconded That Bylaw No. 6547-2008 be given first, second and third readings. CARRIED 1133 Greater Vancouver Water District, Grant in lieu of taxes Staff report dated January 25, 2008 recommending that consent be given to a grant in lieu of taxes as detailed in a letter from the Greater Vancouver Water District. R/08-056 Grant in lieu of Taxes It was moved and seconded That consent be given to receive a grant in lieu of taxes from the Greater Vancouver Water District as detailed in the letter dated January 21, 2008 from Michelle Garvock, Property Division Manager, Metro Vancouver. CARRIED 1134 Door-to-Door Soliciting Staff report dated January 10, 2008 recommending the request of the Kidney Foundation of Canada -BC Branch for permission to canvass door- to-door for the month of March 2008 be approved. CARRIED Community Development and Recreation Service 1151 Maple Ridge Historical Society -Building Leases Staff report dated January 16, 2008 recommending the authorization of lease agreements for the Maple Ridge Museum, St. Andrews Heritage Church and 22375 Callaghan (land only) location of the Post Office Preschool. R/08-058 Maple Ridge Historical Society Lease Agreements It was moved and seconded That the Mayor and the Corporate Officer be authorized to execute the leases for the Maple Ridge Museum, St. Andrews Heritage Church and 22375 Callaghan (land only) location of the Post Office Preschool as attached to the staff report dated January 16, 2008. CARRIED Correspondence -Nil Other Committee Issues -Nil 1200 STAFF REPORTS -Nil Council Minutes February 12, 2008 Page 10 of 12 1300 1400 1500 RELEASE OF ITEMS FROM CLOSED COUNCIL Maple Ridge Community Heritage Commission appointment of members - John McCormick and Sarah Hossack (from the January 21, 2008 Closed Council Meeting) Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility Issues appointment of members -Danielle Foulds and John Kanjer (from the January 21, 2008 Closed Council Meeting) MAYOR'S REPORT Mayor Robson gave a PowerPoint presentation which highlighted progress made in 2007 and projects underway in the District of Maple Ridge. Key strategic areas discussed included: • the environment, • transportation, • smart managed growth, • a safe and livable community through new bylaws, recreation, social activities, protection services, • economic development, • governance,and • financial management COUNCILLORS' REPORTS Councillor King Councillor King attended a Maple Ridge Social Planning Advisory Committee meeting, an RCMP community meeting, a meeting of the Chamber of Commerce and an ARTS Council meeting. She also participated in a tour of supported housing facilitie§., ., ·\ ' I Councillor Speirs ' , Councillor Speirs participated in a tour of supported housing facilities. He attended a BC Tourism meeting, an Alouette River Flood Management Task Force meeting and a meeting pertaining to the Maple Ridge animal shelter. Councillor Speirs also attended a Heritage/Tourism workshop and a workshop held by the Lower Mainland Treaty Advisory Commission for new commissioners. He invited all to attend the Spirit of Wood Celebration on February 16 and 17 and the Heritage Awards on February 18. Council Minutes February 12, 2008 Page 11 of 12 1600 1700 1800 Councillor Stewart Councillor Stewart attended a Alouette River Flood Management Task Force meeting and advised that a public meeting would be held on February 20. He also advised that a workshop was upcoming with regard to public performance reporting. Councillor Stewart reported on an incident at the Fraser Correctional Facilities. Councillor Hogarth Councillor Hogarth advised that an Economic Development Committee meeting will be held next week. He commented on the appointment of the new members to the Maple Ridge/Pitt Meadows Municipal Advisory Committee on Accessibility Issues and the positive work done by that committee. He encouraged residents to get involved with different programs to give back to the community. Councillor Dueck Councillor Dueck attended a supported housing facilities tour, a North Avenue/224th Street Community meeting and the awards banquet for the Fire Department. Councillor Daykin Councillor Daykin advised that carving unveiling for the Spirit of Wood Festival will be held in the Maple Ridge Public Library on February 16 followed by chainsaw carving demonstration in the park. He encouraged all to attend. OTHER MATTERS DEEMED EXPEDIENT-Nil NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS -Nil QUESTIONS FROM THE PUBLIC Dan Olson Dan Olson asked what had become of the remnants of a tree which had been cut down in Memorial Peace Park approximately 7 years ago and wondered if the log can be used for the Spirit of Wood celebration. The General Manager of Community Development, Parks and Recreation Services advised that the log is currently in the Public Works Yard and will be held there until an appropriate use can be found for it.
