CARRIED Public Works and Development Services 1101 RZ/103/07, 22899 Dewdney Trunk Road, CS-1 to C-2 Staff report dated February 4, 2008 recommending that Maple Ridge Zone Amending Bylaw No. 6549-2008 to permit a broader range of professional and retail uses be given first reading and be forwarded to Public Hearing; R/08-0.78 RZ/103/07 BL 6549-2008 It was moved and seconded That Bylaw No. 6549-2008 be given first reading and be forwarded to Public Hearing. CARRIED 1102 RZ/111/07, 20471123 Avenue and 20453123 Avenue, RS-1 to RS-1b Staff report dated February 7, 2008 recommending that Maple Ridge Zone Amending Bylaw No. 6552-2008 to permit a 4 lot subdivision be given first reading and be forwarded to Public Hearing. R/08-079 . RZ/111/07 BL No. 6552-2008 It was moved and seconded 1. That Bylaw No. 6552-2008 be given first reading and be forwarded to Public Hearing; and Council Minutes February 26, 2008 Page 6 of 11 2. That the following terms and conditions be met prior to final reading: i) Registration of a Rezoning Servicing Agreement including the deposit of security as outlined in the Agreement; and ii) Removal of the existing building located at 204 71123 Avenue. 1103 DP/004/08, DVP/025/07, 240A Street, 241 Street, Hawkins Avenue and 241A Street The Manager of Legislative Services advised that following the feedback received at Committee of the Whole, the applicant is reviewing their potential to lessen the impact of the height variance on the properties to the south. Qualifying property owners will be notified of any changes to the permit and it is anticipated that the item will be brought forward to the March 11, 2008 Council meeting. 1104 AL/108/07, 12616 248 Street, Homesite Severance (Subdivision) Within the Agricultural Land Reserve Staff report dated February 12, 2008 recommending that application AL/108/07 for homesite severance (subdivision) of land within the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission. R/08-080 AL/108/07 Homesite Severance It was moved and seconded That Application AL/108/07 be authorized to proceed to the Agricultural Land Commission. CARRIED 1105 AL/005/08, 9707 256 Street, Homesite Severance (Subdivision) Within the Agricultural Land Reserve Staff report dated February 13, 2008 recommending that application AL/005/08 for homesite severance (subdivision) of land within the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission. CARRIED 1106 Amendment to the Maple Ridge Transit Shelter Agreement between Pattison Outdoor Advertising and the District of Maple Ridge Staff report dated January 30, 2008 recommending that an amendment to the Maple Ridge Transit Shelter Agreement between Pattison Outdoor Advertising and the District of Maple Ridge to allow the supply of transit shelter at bus stops be authorized. R/08-082 Transit Shelter Agreement It was moved and seconded That the Mayor and the Corporate Officer be authorized to sign and execute the amendment to the Maple Ridge Transit Shelter Agreement between Pattison Outdoor Advertising and the District of Maple Ridge, as attached to the staff report dated January 30, 2008. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Disbursements for the month ended January 31, 2008 Staff report dated February 11, 2008 recommending that the disbursements for January 2008 be approved. General Payroll Purchase Card $6,303,611. $1,009,664. $ 113,797. $7,427,072. CARRIED 1132 Inspection of Municipal Works Staff report dated February 13, 2008 providing recommendations for inspection of municipal works as requested by the Municipal Insurance Association. R/08-084 Municipal Works Inspection It was moved and seconded Wherein the adoption of the 2008 Provisional Budget as the Annual Budget in principle provides for a level of inspection that is affordable, be it resolved that: For Operational Services activities: A. The municipality be divided into twelve zones and that eleven times per year, the following items in each zone be inspected by motor vehicle and appropriate records of the inspection results be kept: 1. intersection visibility 2. road surface conditions 3. road shoulders 4. potentially dangerous trees along boulevards and roadways 5. regulatory and warning, sign conditions 6. regulatory and warning sign visibility 7. sidewalks 8. guardrails 9. valve boxes 10. ditches 11. manholes, and Council Minutes February 26, 2008 Page 9 of 11 B. That a thorough walking inspection be undertaken once every four months of: 1. core area sidewalks 2. school walkways; and C. That an annual inspection be undertaken of: 1. road crossing culverts 2. bridges 3. the Port Haney wharf, and For Park Services department activities: 1. that potentially dangerous trees within greenbelt areas be inspected on a complaint basis only 2. that playgrounds and equipment be inspected on a monthly basis 3. that active play parks be visually inspected on a monthly basis 4. that wharves at Whonnock Lake Park be inspected on a monthly basis 5. that sports fields be inspected on a weekly basis. CARRIED Community Development and Recreation Service -Nil Correspondence -Nil Other Committee Issues -Nil 1200 STAFF REPORTS -Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil Council Minutes February 26, 2008 Page 10 of 11 1400 MAYOR'S REPORT Mayor Robson attended a Metro Vancouver Land Use and Transportation Committee Meeting and participated in a Rotary Club fundraiser for shelter boxes. 1500 COUNCILLORS' REPORTS Councillor King Councillor King attended a Maple Ridge/Pitt Meadows Bicycle Advisory Comm.ittee meeting, a meeting with members of the Chamber of Commerce, a Spirit of the Wood unveiling and a District of Maple Ridge curling bonspiel. Councillor Speirs Councillor Speirs attended a Maple Ridge & Pitt Meadows Parks and Leisure Services Commission meeting, an open house for the Alouette River Flood Management Task Force, the Community Heritage Commission Heritage Awards evening and a Heritage/Tourism workshop. He also attended the Spirit of the Wood Festival and a Cub Car Rally. Councillor Speirs spoke to an event on March 4 at Pitt Meadows City Hall to send off a canoe displayed at the Spirit of Wood Festival which will circumnavigate England and Scotland. He advised that the Rick Hansen Wheels in Motion event Will be held in Maple Ridge this year. Councillor Stewart Councillor Stewart attended the Alouette River Fl.ood Management Task Force Open House. He advised that a report with recommendations from the Task Force wi ll be coming forward to Council in the next few weeks. He also attended a River Road Open House • and a public performance reporting workshop. He reminded all that February 27 is "Pink Day" to promote anti-bullying and encouraged everyone to wear pink. Councillor Hogarth Councillor Hogarth attended a Metro Vancouver workshop on changes in the Metro Vancouver plan, a Fall Prevention Group meeting and a District of Maple Ridge curling event. He thanked council members and staff for their well wishes during a recent ailment. Councillor Dueck Councillor Dueck attended the Spirit of the Wood ceremony and a Youth Diversion Committee meeting. She advised that the Youth Diversion Annual General Meeting will be held on March 10. Council Minutes February 26, 2008 Page 11 of 11 Councillor Daykin Councillor Daykin attended a Emergency Preparedness for Industry and Commerce Council conference. He complimented District of Maple Ridge staff on the leadership which had been shown in terms of emergency preparedness. Councillor Daykin also attended a Seniors' Networking meeting and the Spirit of the Wood unveiling in the Maple Ridge Public Library.
