The Minutes of the Municipal Council Meeting held on April 8, 2008 at 7:00 p.m. in
the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge, British
Columbia for the purpose of transacting regular Municipal business.

The Manager of Sustainability . and Corporate Planning provided an
overview of the Sustainability Action Plan.
Mr. Russ Haycock, a consultant with· HYLA Environmental Services Ltd.,
gave a PowerPoint presentation which outlined the inventory for the District
of Maple Ridge's corporate and energy emissions.

No. 6553-2008 on the municipal website and requiring
that the applicant host a Development Information
Meeting, and Council considers it unnecessary to provide
any further consultation opportunities, except by way of
holding a public hearing on the bylaw;
3. That Bylaw No. 6553-2008 be considered in conjunction
with the Capital Expenditure Plan and Waste
Management Plan;

4. That it be confirmed that Bylaw No. 6553-2008 is
consistent with the Capital Expenditure Plan and Waste
Management Plan;
5. That Bylaw No. 6554-2008 be given first reading and be

6. That the following terms and conditions be met prior to
final reading:
i) Approval from the Ministry of Transportation;
ii) Registration of a Rezoning Servicing Agreement
including the deposit of security as outlined in the
Agreement;
iii) Amendment to Schedule "B" of the Official
Community Plan;
iv) Road dedication as required;
v) Registration of a 219 Restrictive Covenant
prohibiting basements on this site.

Staff report dated March 26, 2008 recommending first, second and third
readings of loan authorization bylaws to allow for funding for construction
of a new fire hall, expansion of the existing municipal cemetery,
construction of a new animal shelter, drainage improvements on River
Road and acquisition of land for future school and park sites and that
approval of the electors be sought through the alternative approval
process.

The General Manager, Corporate and Financial Services advised that the
financial plan approved by Council has identified debt as a possible source
of funding in order to complete projects earlier than anticipated in the
Capital Plan. He clarified that this process did not necessary mean the
District will borrow externally. He also advised that a public process will be
carried out for each proposed project and that a detaUed report is available
on the District website.
The Manager of Legislative Services provided an explanation of the
alternative approval process.

WHEREAS the District of Maple Ridge ("the District") proposes
to: construct a new Fire Hall; expand the municipal cemetery;
construct a new animal shelter; improve drainage on River
Road and acquire land for future school and park sites ("the
projects");
AND WHER EAS the District will require the adoption of loan
authorization bylaws under section 179 of the Community
Charter to proceed with the projects;
AND WHEREAS the District may adopt the loan authorization
bylaws only with the approval of the electors;
NOW THEREFORE Council resolves as follows:
1. That Maple Ridge Fire Hall #4 Loan Authorization Bylaw
No. 6558-2008 be read a first, second and third time;
2. That Maple Ridge Cemetery Expansion Loan
Authorization Bylaw No. 6559-2008 be read a first,
second and third time;
3. That Maple Ridge Animal Shelter Loan Authorization
Bylaw No. 6560-2008 be read a first, second and third
time;
4. That Maple Ridge Joint School and Park Site Loan
Authorization Bylaw No. 6561-2008 be read a first,
second and third time;

5. That Maple Ridge River Road Drainage Improvements
Loan Authorization Bylaw No. 6562-2008 be read a first,
second and third time;
6. That the Corporate Officer be directed to submit Bylaw
Nos. 6558-2008, 6559-2008, 6560-2008, 6561-2008,
6562-2008 to the Ministry of Community Services for
review and approval by the Inspector of Municipalities;
• 7. That approval of the electors be sought through the
alternative approval process in relation to Bylaw Nos.
6558-2008, 6559-2008, 6560-2008, 6561-2008,
6562-2008 following approval of the bylaws by the
Inspector of Municipalities.

Services clarified that th_e reference to a referendum in conjunction with
this year's local government election is a separate discussion.
1152 Maple Ridge Historical Society and the Pitt Meadows Heritage and Museum
Society Fee for Service Agreements
Staff report dated March 18, 2008 recommending an increase in the 2008
budget for the Historical Society agreements.

Fire Department Collective Agreement
(from the April 7, 2008 Closed Council Meeting)
1400 MAYOR'S REPORT
Mayor Robson attended the opening of lawn bowling season, the
preliminary opening of the new Maple Ridge Youth Action Park and the 1st
annual South Asian Heritage Dinner. He visited Whonnock Lake and
reported on the positive progress being seen in lake level and health since
the construction of the weir. Mayor Robson commented on the results of
the homeless count.
1500 COUNCILLORS' REPORTS
Councillor King
Councillor King attended the preliminary opening of the Maple Ridge Youth
Action Park, a Metro Vancouver Housing Committee meeting and meetings
of the Social Planning Advisory Committee and the Agricultural Advisory
Committee. She also attended a workshop pertaining to the use of bio
fuels.
CouncillorSpeirs
Councillor Speirs attended the preliminary opening of the Maple Ridge
Youth Action Park, the Katzie First Nation swearing in ceremony for its new
council and chief and a Lower Mainland Treaty Advisory Committee
meeting.
Councillor Stewart
Councillor Stewart attended the Maple Ridge Historical Society's Heritage
Tea event and reported that the Ridge Meadows Seniors Society will hold a
forum on elder abuse on April 11.
Councillor Hogarth
Councillor Hogarth reported that a Ministry of Health sponsored
implementation team to assist in developing a global age friendly city will
be working in the community in the near future.

Councillor Dueck
Councillor Dueck attended the preliminary opening of the Maple Ridge
Youth Action Park and a Social Planning Advisory Committee meeting. She
encouraged community participation in a humanitarian outreach project
called "Hu ma nos for Hope".
Councillor Daykin
Councillor Daykin attended the preliminary opening of the Maple Ridge
Youth Action Park. He reminded all that Metro Vancouver will be
presenting the Zero Waste Challenge on April 30 and encouraged residents
to attend and give feedback.
