She advised that the report is available for viewing on the District of Maple Ridge website. Second and third readings The General Manager of Community Development, Parks and Recreation Services clarified the route of the horse trail in the area. The Director of Planning advised on the location of future commercial nodes in the area. Second and Third Readings 1007 Maple Ridge Parks Regulation Amending Bylaw No. 6555-2008 Staff report dated May 28, 2008 recommending that Bylaw No. 6555-2008 to ban smoking from within 10 meters (33 feet) of any sport field, athletic surface, children's playground or water play-park located in a municipal park be given first, second and third readings. CARRIED Council Minutes June 24, 2008 Page 8 of 16 Public Works and Development Services Note: Councillor Dueck excused herself from the discussion of Item 1101 as she is an area resident. 1101 RZ/094/07, 23948, 23942 Dewdney Trunk Road, RS-3 to R-1 and R-3 Staff report dated June 4, 2008 recommending that Maple Ridge Zone Amending Bylaw No. 6579-2008 to permit a 16 lot subdivision be given first reading and be forwarded to Public Hearing. R/08-292 RZ/094/07 BL No. 65 79-2008 It was moved and seconded First reading 1. That Zone Amending Bylaw No. 6579-2008 be given first reading and be forwarded to Public Hearing; and 2. That the following terms and conditions be met prior to final reading: i) Removal of the existing buildings; and ii) The submission of a planting plan acceptable to the District and the deposit of a security for a landscaping buffer between the proposed residential area and the adjacent commercial use. CARRIED Note: Councillor Dueck returned to the meeting 1102 RZ/032/07, 12256 222 Street, RS-1 to RM-2 Staff report dated June 5, 2008 recommending that Maple Ridge Official Community Plan Amending Bylaw No. 6534-2007 and Maple Ridge Zone Amending Bylaw No. 6535-2007 to permit the construction of a 4 7 unit and a 62 unit apartment building be given first reading and be forwarded to Public Hearing. Council Minutes June 24, 2008 Page 9 of 16 R/08-293 RZ/032/07 BL No. 6534-2007 It was moved and seconded BL No. 6535-2007 First reading 1. That Bylaw No. 6534-2007 be given first reading and be forwarded to Public Hearing; 2. That in accordance with Section 879 of the Local Government Act opportunity for early and on-going consultation has been provided by way of posting of Bylaw No. 6534-2007 on the municipal website and requiring that the applicant host a Development Information Meeting, and Council considers it unnecessary to provide any further consultation opportunities, except by way of holding a public hearing on the bylaw; 3. That Bylaw No. 6534-2007 be considered in conjunction with the Capital Expenditure Plan and Waste Management Plan; 4. That it be confirmed that Bylaw No. 6534-2007 is consistent with the Capital Expenditure Plan and Waste Management Plan; 5. That Bylaw No. 6535-2007 be given first reading and be forwarded to Public Hearing; and 6. That the following terms and conditions be met prior to final reading: i) Registration of a Rezoning Servicing Agreement including the deposit of security as outlined in the Agreement; ii) Amendment to Schedule "B" (& "C" if conservation amendment) of the Official Community Plan; iii) Registration of a Geotechnical Report; iv) Cash in lieu of the proposed trail; v) Road dedication as required; vi) Park dedication as required; vii) Registration of a Restrictive Covenant protecting the Visitor Parking; viii) Registration of a LEEDs covenant. The Manager of Legislative Services advised that no correspondence had been received on this item. R/08-294 DVP/088/06 Sign and seal It was moved and seconded That the Corporate Officer be authorized to sign and seal DVP/088/06 respecting property located at 11237 236 Street. CARRIED Note: Councillor Hogarth excused himself from the discussion of Items 1104 and 1105 as he is in the property management business. 1104 Rental Premises Standards of Maintenance Bylaw Staff report dated June 3, 2008 recommending that Maple Ridge Rental Premises Standards of Maintenance Bylaw No. 6550-2008 to prescribe standards for the maintenance of rental residential premises be given second and third readings. The General Manager, Public Works and Development Services clarified the Bylaws Department's response to tenant complaints. R/08-296 BL No. 6583-2008 It was moved and seconded That Bylaw No. 6583-2008 be given first, second and third readings. CARRIED Note: Councillor Hogarth returned to the meeting 1106 CP Spirit of 150 Rail Tour Staff report dated June 11, 2008 recommending the use of municipal streets for the CP Spirit of 150 Rail Tour event on Friday, June 27, 2008. R/08-297 CP Spirit of 150 Rail Tour Use of streets It was moved and seconded That use of municipal streets be authorized for the CP Spirit of 150 Rail Tour event on Friday, June 27, 2008, provided the conditions outlined in Schedule 'A' attached to the staff report dated June 11, 2008 are met. CARRIED 1107 Award of Contract -Road Improvements and Streetlighting Staff report dated June 9, 2008 recommending that Contract E02-010-127 for Road Improvements to 232 Street-132 Avenue to South Alouette Bridge and Streetlighting on Dewdney Trunk Road to Abernethy Way be awarded to Double M Excavating Ltd. R/08-302 Contract Award Road Improvements It was moved and seconded That Contract E02-010-125, Road Improvements -240 Street: 114A Avenue to Dewdney Trunk Road be awarded to Double M Excavating Ltd. in the amount of $2,800,815 plus GST and that the Corporate Officer be authorized to execute the contract. CARRIED 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil 1400 MAYOR'S REPORT Mayor Robson requested that the General Manager of Community Development, Parks and Recreation Services to speak to the presentation made prior to the Council meeting. The General Manager of Community Development, Parks and Recreation Services advised that a donation of $78,800 was received from Epic Homes as a contribution toward equipment for the ARTS Center. Mayor Robson attended a Candidates Information Meeting presented by the District of Maple Ridge and the Operating Engineers Open House. He reported on discussions being held with Translink over the provision of an efficient transit system for Maple Ridge. He reminded all that Ridge Meadows Heritage Day will be held on August 2nd. Council Minutes June 24, 2008 Page 15 of 16 1500 1600 1700 COUNCILLORS' REPORTS Councillor King Councillor King attended the Federation of Canadian Municipalities convention held in Quebec City. Councillor Speirs Councillor Speirs attended a National Aboriginal Day event sponsored by the Maple Ridge/Pitt Meadows Community Services centre and a Lower Mainland Local Government Association Executive meeting. He reminded residents of a variety of upcoming local events which included the CP Spirit of 150 Rail Tour, the Caribbean Street Festival, the Jazz and Blues Festival, Webster's Corners Day and the Music on the Wharf. Councillor Stewart Councillor Stewart attended a plaque ceremony at Hammond Park and participated as a judge for the Senior Idol competition. He also attended the Ridge Meadows Hospital 50 year anniversary and the Maple Ridge Secondary School graduation ceremonies. Councillor Hogarth Councillor Hogarth attended the Operating Engineers Open House and reminded residents of the Canada Day celebrations on July 1st. Councillor Dueck Councillor Dueck attended all the local high school graduation ceremonies and a public hearing of the Metro Vancouver Board. She reminded all of Canada Day and advised that the Maple Ridge Social Planning Advisory Committee will be presenting the Good Neighbour Award at the celebration. Councillor Daykin Councillor Daykin attended the Fraser Valley Regional Library Employee Long Service Awards, a Maple Ridge Economic Advisory Committee meeting and a Translink 2040 presentation. He advised that Translink will be holding a Public Information Meeting in Port Moody on July 8 and encouraged Maple Ridge residents to attend. Councillor Daykin acknowledged the 130 year anniversary of the arrival of the Laity and Hampton families to Maple Ridge.
