CARRIED 502 Minutes of the Development Agreements Committee Meetings of January 30 (2), 2009. R/08-038 Minutes Development Agmt It was moved and seconded Committee That the minutes of the Development Agreements Committee Meetings of January 30(2), 2009 be received. CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Ridge Canoe and Kayak Club, Farron Fedechko, Chair, Whonnock Lake Paddling and Recreation Construction Committee -Whonnock Lake Paddling and Recreation Club Mr. Fedechko gave a PowerPoint presentation which detailed the new paddling and recreation centre proposed for the Ridge Canoe and Kayak Club at Whonnock Lake. He outlined the history and the activities of the club, the goal of providing the community with a world class multi- functional facility and the fundraising the club is involved in to raise the monies for the project. He announced that the club is sponsoring its 2nd annual fundraising dinner on February 28th at the Whonnock Centre and encouraged all residents to participate. Council Minutes February 10, 2009 Page 3 of 9 602 2009 Property Assessment Review The Manager of Revenue and Collections gave a PowerPoint presentation outlining the 2009 Property Assessment Review and providing an explanation of the tax assessment process which municipal tax rates are based on. She advised that the final numbers for property taxes will be received on March 31, 2009. 700 DELEGATIONS -Nil 800 UNFINISHED BUSINESS -Nil 900 CORRESPONDENCE -Nil 1000 BY-LAWS Bylaws for Final Reading 1001 RZ/111/07, 20453 and 204 71123 Avenue Maple Ridge Zone Amending Bylaw No. 6552-2008 Staff report dated January 27, 2009 recommending final reading To rezone from RS-1 (One Family Urban Residential) to RS-1b (One Family Urban [Medium Density] Residential) to permit subdivision into 3 lots. Final reading. R/09-039 RZ/111/07 BL No. 6552-2008 It was moved and seconded That Bylaw No. 6552-2008 be adopted. CARRIED Council Minutes February 10, 2009 Page 4 of 9 COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes -February 2, 2009 R/09-040 Minutes cow February 2, 2009 It was moved and seconded That the minutes of the Committee of the Whole Meeting of February 2, 2009 be received. CARRIED Public Works and Development Services 1101 RZ/083/06, 28461 Dewdney Trunk Road, First Extension Staff report dated January 21, 2009 recommending that a one year extension be granted for rezoning application RZ/083/06 to permit a 7 lot subdivision under the A-1 (Small Holding Agricultural) zone. R/09-041 RZ/083/06 First Extension It was moved and seconded That a one year extension be granted for rezoning application RZ/083/06 and that the following conditions be addressed prior to consideration of final reading: i) Amendment to Schedule "B" and "C" of the Official Community Plan; ii) Road dedication as required; iii) Registration of a Section 219 Covenant for flood control; iv) Removal of the existing buildings within the proposed park and covenant areas; v) Registration of a 219 Covenant for watercourse protection; Council Minutes February 10, 2009 Page 5 of 9 1102 vi) Park dedication as required; and vii) Registration of a geotechnical report as a Restrictive Covenant which addresses the suitability of the site for the proposed development. CARRIED Councillor Speirs, Councillor King-OPPOSED Northumberland Court Bylaw Enforcement Staff report dated February 2, 2009 recommending that District of Maple Ridge staff proceed to perform necessary inspections and obtain necessary evidence and information to allow for the enforcement of bylaws and exercising of powers against owners at 11701, 11709, 11715, 11723 and 11731 Fraser Street, commonly known as Northumberland Court. R/09-042 Northumberland Court Bylaw Enforcement It was moved and seconded 1131 That the District of Maple Ridge staff proceed to perform all necessary inspections and to obtain all necessary evidence and information for Council to consider enforcing its bylaws and exercising its powers against the Owners, Strata Plan NWS 8 for the properties including the burnt building and all other buildings, located at 11701, 11709, 11715, 11723 and 11731 Fraser Street in the District of Maple Ridge and commonly known as Northumberland Court and report back to Council regarding such inspections and such evidence and information. Financial and Corporate Services (including Fire and Police) 2009 Property Assessment Review CARRIED Staff report dated January 18, 2009 providing 2009 assessment information as received from BC Assessment. Council Minutes February 10, 2009 Page 6 of 9 Community Development and Recreation Service 1151 Whonnock Lake Lease Agreement "In Principle" Staff report dated January 20, 2009 recommending that the Ridge Canoe and Kayak Club (RCKC) be given approval in principle for the lease of the land at Whonnock Lake. R/09-043 Whonnock Lake Lease Agreement Ridge Canoe and Kayak Club It was moved and seconded That the Ridge Canoe and Kayak Club be given approval in principle for the lease of the land at Whonnock Lake which will be subject to the District's review and acceptance of all building and servicing plans and detailed terms of the lease, as well as full funding being in place for the project prior to the start of construction. CARRIED 1152 Ridge Meadows Seniors Society Lease and Fee for Service Agreement Staff report dated January 28, 2009 recommending that the Corporate Officer be authorized to execute the attached Ridge Meadows Seniors Society Lease and Fee for Service Agreement. R/09-044 Ridge Meadows Seniors Society Lease It was moved and seconded That the Corporate Officer be authorized to execute the Ridge Meadows Seniors Society Lease and Fee for Service Agreement attached to the staff report dated January 28, 2009. CARRIED 1153 Maple Ridge/Pitt Meadows Arts Council Fee for Service Agreement, Art Gallery Agreement and Facility Lease Staff report dated January 28, 2009 recommending that the Corporate Officer be authorized to execute the Maple Ridge-Pitt Meadows Community Arts Council Lease Agreement for 2009 to 2011. CARRIED Correspondence -Nil Other Committee Issues -Nil 1200 STAFF REPORTS -Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL From the February 2, 2009 Closed Council meeting: Social Planning Advisory Committee Appointments Appointment of Ms. Kathie Chiu, Ms. Katrina Elliot and Mr. Joshua Leyenhorst to the Maple Ridge Social Planning Advisory Committee for a term of two years 1400 MAYOR'S REPORT Mayor Daykin attended a dinner and a tour of the Randy Herman Public Safety Building for the Pitt Meadows Council hosted by Maple Ridge Council. He attended the opening ceremony of the BC Men's Curling Championship at the Golden Ears Winter Club and advised that the championship game will be held on Sunday, February 15th. Mayor Daykin also reminded residents that the Spirit of Wood Festival takes place during the upcoming week and that the community carving unveiling ceremony will be held on February 12 at Pitt Meadows City Hall. Council Minutes February 10, 2009 Page 8 of 9 1500 1600 1700 1800 COUNCILLORS' REPORTS Councillor King Councillor King attended the dinner with Pitt Meadows Council. She also attended meetings of the Social Planning Advisory Committee and the Metro Vancouver Labour Relations Bureau. Councillor King attended the theatre at the ACT and encouraged residents to attend events at the facility. Councillor Morden Councillor Morden attended the dinner with Pitt Meadows Council. He also attended meetings of the Ridge Meadows Recycling Society, the Ridge Meadows Seniors' Society, the Sports Council and the Downtown Maple Ridge Business Improvement Association. He took part in an orientation session for the Parks & Leisure Services Commission and participated in a site visit of Northumberland Court to assess the problems in that neighbourhood. Councillor Speirs Councillor Speirs attended the dinner with Pitt Meadows Council. He also attended an open house at the Economic Development Office and a Lower Mainland Treaty Advisory Committee meeting. He reminded residents of the upcoming Spirit of Wood Week and the Maple Ridge Community Heritage Commission Heritage Awards on February 19th. Councillor Dueck Councillor Dueck attended an Emergency Operations Centre meeting. She put forward well wishes for Councillor Ashlie and expressed her sympathy and thoughts to Councillor Hogarth on the passing of his mother, a long time resident of Maple Ridge. Councillor Hogarth Councillor Hogarth thanked his colleagues and members of the community for all the support he has received since the passing of his mother.
