February 24, 2009
The Minutes of the Municipal Council Meeting held on February 24, 2009 at
7:00 p.m. in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

Note: A tribute was paid to RCMP Inspector Jim Wakely who recently passed
away. Mayor Daykin eulogized Inspector Wakely, stating he was a true
gentleman and a fine officer who served with pride, compassion and
commitment and made a real difference in the community.

-Anita Perler, President, Maple Ridge-Pitt Meadows 2009 BC Disability
Games
Ms. Perler provided a PowerPoint presentation which gave an update on
the progress of the Maple Ridge-Pitt Meadows 2009 BC Disability Games,
and outlined the mission statement and the goals and objectives of the
group. She highlighted the sports which will be held during the Games and
thanked organizations and businesses supporting the 2009 Games.
Ms. Perler introduced Billy-T, the mascot of the Maple Ridge-Pitt Meadows
2009 BC Disability Games.

Maple Ridge Zone Amending Bylaw No. 6640-2008
To rezone from RS-2 (One Family Suburban Residential) to RS-1 (One
Family Urban Residential) to permit a subdivision with five single family
lots.
Second and third readings
The Director of Planning advised that the applicant's engineer is aware of
drainage issues in the area and is engaged in creating a final drainage
design. She also advised that a requirement of subdivision that the
drainage plan not negatively impact surrounding properties.
The Director of Planning explained regulations in terms of providing
buffering and fencing.

east to encourage cooperation between the two.
1101 RZ/021/04, 20870 Lougheed Highway, RS-1 to CS-1
Staff report dated February 2, 2009 recommending that Maple Ridge
Official Community Plan Amending Bylaw No. 6638-2008 and Maple Ridge
Zone Amending Bylaw No. 6639-2008 to permit mobile equipment storage
and improve existing circulation for the existing equipment rental business
be given first reading and be forwarded to Public Hearing.

consultation has been provided by way of posting Bylaw
No. 6638-2008 on the municipal website and requiring
that the applicant host a Development Information
Meeting, and Council considers it unnecessary to provide
any further consultation opportunities, except by way of
holding a public hearing on the bylaw;

3. That Bylaw No. 6638-2008 be considered in conjunction
with the Capital Expenditure Plan and Waste Management
Plan;
4. That it be confirmed that Bylaw No. 6638-2008 is
consistent with the Capital Expenditure Plan and Waste
Management Plan;
5. That Bylaw No. 6639-2008 be given first reading and be
forwarded to Public Hearing; and
6. That the following terms and conditions be met prior to
final reading;
i. Approval from the Ministry of Transportation;
ii. Registration of a Rezoning Servicing Agreement as a
Restrictive Covenant and receipt of the deposit of
security as outlined in the Agreement;
iii. Amendment to Schedule "B" of the Official
Community Plan;
iv. Consolidation of the development site (Lots 5, 6, and
7);
v. A landscape plan prepared by a Landscape Architect
must be submitted including the security to do the
works;
vi. A disclosure statement must be submitted by a
Professional Engineer advising whether there is any
evidence of underground fuel storage tanks. If there
is evidence, a site profile pursuant to the Waste
Management Act must be provided in accordance
with the regulations.

ii. Registration of a geotechnical report as a Restrictive
Covenant which addresses the suitability of the site for the
proposed development.
iii. Completion of Phase II of the subdivision located at
13396 233 Street and transfer to the District of the
"Park" lot intended to be exchanged for the subject site.

The Acting General Manager, Public Works and Development Services
advised residents can report potential hazards to the Public Works
Department 24 hours a day.

Wherein the adoption of the 2009 Provisional Budget as the
Annual Budget in principle provides for a level of inspection
that is affordable, it is resolved that:
For Operational Services activities:
A. The municipality be divided into twelve zones and that
eleven times per year, the following items in each zone be
inspected by motor vehicle and appropriate records of the
inspection results be kept:
1. intersection visibility
2. road surface conditions
3. road shoulders
4. regulatory and warning, sign conditions
5. regulatory and warning sign visibility
6. sidewalks
7. guardrails
8. valve boxes
9. ditches
10. manholes, and
B. That a thorough walking inspection be undertaken once
every four months of:
1. core area sidewalks
2. school walkways; and
C. That an annual inspection be undertaken of:
1. road crossing culverts
2. bridges
3. the Port Haney wharf; and
D. That potentially dangerous trees along boulevards and
roadways be inspected on a complaint basis only and;

For Park Services department activities:
1. that potentially dangerous trees within greenbelt areas be
inspected on a complaint basis only;
2. that playgrounds and equipment be inspected on a
monthly basis;
3. that active play parks be visually inspected on a monthly

4. that wharves at Whonnock Lake Park be inspected on a
monthly basis; and
5. that sports fields be inspected on a weekly basis.

Award of Contract, Barnsdale Street Sanitary Sewer Extension, Local Area
Service
Item 1201 was withdrawn from the agenda.
1202 Northumberland Court Update
Staff report dated February 23, 2009 outlining the process that District
staff will follow in carrying out the direction of Council with direction to
Northumberland Court.
The Corporate Officer advised that the staff report can be posted to the
District's website.
The Chief Administrative Officer advised that a follow up report will come to
Council after March 10.

MAYOR'S REPORT
Mayor Daykin attended the groundbreaking ceremony for the upgrades
being done to address safety issues at the River Road and Lougheed
Highway intersection. He met with Surrey Mayor Dianne Watts and
attended the BC Men's Curling Championship final game. He encouraged
residents to attend events during Arts Week in April. Mayor Daykin also
attended the BC Home and Garden Show and viewed a garden suite built
by the Greater Vancouver Homebuilders Association . He commented on the
garden suite work which has been done in Maple Ridge.
COUNCILLORS' REPORTS
Councillor Hogarth
Councillor Hogarth attended the Cythera House 25 Year Anniversary Dinner
and an Economic Development Committee meeting. He also attended the
memorial service held for Inspector Jim Wakely. He expressed that
Inspector Wakely will be missed by the community and put forward his
condolences to the Inspector's family. Councillor Hogarth encouraged
residents to put forward nominations for the upcoming Accessibility
Awards. He also reminded all of the Ridge Meadows Educational
Foundation Dinner and the Ridge Canoe and Kayak Club fundraising
dinner.
Councillor Dueck
Councillor Dueck attended meetings of the Ridge Meadows Arts Council
and the Parks and Leisure Services Commission. She also attended the
memorial for Inspector Wakely whom she considered a valued friend and
someone who will be missed by the community. She extended sympathy to
the family of Inspector Wakely.

Councillor Ashlie
Councillor Ashlie attended the Cythera House 25 Year Anniversary Dinner
and the Ridge Meadows South Asian Cultural Gala Dinner. Councillor
Ashlie also attended the memorial for Inspector Jim Wakely and conveyed
her condolences to his family.
Councillor Speirs
Councillor Speirs attended the groundbreaking ceremony for the safety
improvements at River Road and Lougheed Highway and the Heritage
Awards event put on the Community Heritage Committee. He also
attended the memorial for Inspector Wakely and spoke to how much the
Inspector has done for the community.
Councillor Morden
Councillor Morden expressed his regret that he was unable to attend the
memorial for Inspector Wakely, whom he knew as a fellow Rotarian. He
attended a Chamber of Commerce meeting.
Councillor King
Councillor King attended a meeting of the Bicycle Advisory Committee and
a Fraser Valley Regional Library meeting. She also attended the memorial
service for Inspector Jim Wakely, stating it was a fitting tribute and that he
will be missed by the community.
