March 24, 2009
The Minutes of the Municipal Council Meeting held on March 24, 2009 at 7:00 p.m.
in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple Ridge,
British Columbia for the purpose of transacting regular Municipal business.

801 Canadian Cancer Society -Annual Daffodil Days Campaign -Debbie Quon
Ms. Quon provided information highlighting the Canadian Cancer Society's
Annual Daffodil Days Campaign in Maple Ridge. She thanked the
volunteers, the businesses and the donors involved in the campaign. She
also spoke to an upcoming Student Run Relay for Life and advised that
further details will be forthcoming.

1001 Vancouver Area Cycling Coalition -Bike to Work Week 2009
E-mail dated February 18, 2009 requesting participation in Bike to Work
Week 2009 being held from May 11 to 17, 2009.
Councillor King advised that the Maple Ridge-Pitt Meadows Bicycle Advisory
Commission will be participating in this event.

1202 Community Heritage Context Study Project -Maple Ridge Community
Heritage Commission
Staff report dated March 9, 2009 recommending that the Maple Ridge
Community Heritage Commission undertake the Maple Ridge Heritage
Context Study Public Project to enhance community awareness,
understanding, and appreciation of heritage conservation and to identify
the community's heritage values.

Staff report dated March 10, 2009 recommending that the Conservation
and Feasibility Plan for St. Andrew's Heritage Church Hall be adopted and
that the Standards and Guidelines for the Conservation of Historic Places in
Canada be adopted to guide conservation of protected sites.

1205 Sanitary Sewer Connection for Timberline Ranch
Staff report dated March 10, 2009 recommending that Timberline Ranch
be permitted to connect to the municipal sanitary sewer system.

That Timberline Ranch be permitted to connect in the interim
period to the municipal forcemain at 136 Avenue at 224
Street, subject to the following conditions:
1. Timberline Ranch save the District harmless from any and
all liabilities including those for any future expense
resulting from granting this exception; and
2. Timberline Ranch will make the appropriate on-site facility
adjustments, at its own expense, if and when the
connection is tied to a future low pressure sanitary sewer;
and
3. Timberline Ranch ensure that the sanitary sewage flow
within the District's forcemain will not be hampered by the
incoming discharge from Timberline Ranch; and
4. Timberline Ranch provides adequate emergency sanitary
sewage storage in the event that the District's forcemain
is unavoidably out of commission (due to maintenance,
power failure, etc.); and further
5. Timberline Ranch's offer of an unconditional contribution
be accepted by the District. The intent of the contribution
is to offset the future municipal costs to recover the
existing system capacity lost as a result of permitting
Timberline to connect to the existing sanitary sewer
forcemain for the interim period. Ultimately, an
opportunity will arise to switch the connection over to a
system with better capacity.

RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil
MAYOR'S REPORT
Mayor Daykin advised that a Special Council Meeting will be held on March
30 to discuss the Metro Vancouver draft Livable Regional Growth Strategy.
He also cited June 14 as an upcoming historic event as it will be the
opening celebration of the Golden Ears Bridge for a pedestrian walkover.
Mayor Daykin attended the Royal Canadian Dominion Command Curling
Championships hosted by the Golden Ears Winter Club and advised on the
Metro Vancouver Zero Waste Challenge encouraging persons to bring old
prescription medications to a pharmacy for disposal rather than flushing
them.
Mayor Daykin acknowledged the General Manager, Corporate and Financial
Services and the Finance Department as recipients of the Canadian Award
for Financial Reporting and the Award for Outstanding Achievement in
Popular Annual Financial Reporting presented by the Government Finance
Officers Association.
COUNCILLORS' REPORTS
Councillor King
Councillor King attended a meeting of the Maple Ridge-Pitt Meadows
Bicycle Advisory Committee.
Councillor Morden
Councillor Morden attended a meeting of the Economic Advisory
Commission.
Councillor Speirs
Councillor Speirs attended a Climate Change Forum held by the GEED
Centre and a Lower Mainland Local Government Association meeting. He
also attended a dinner at the Legion for the Rick Hansen Wheels in Motion
program and a fundraiser dance at the Family Education and Support
Centre. He reported that the Wiggle Waggle Walk event to raise funds for
the SPCA is being held on March 28 and encouraged residents to attend.
Councillor Ashlie
Councillor Ashlie attended a Spirit of BC meeting. She reported that a Spirit
of BC Sports Fit event will be held at Blue Mountain on April 2 and that the
Spirit of BC initiatives brochure will be showcased at the Maple Ridge
Economic Development Office on April 23. Councillor Ashlie also advised
that the Olympic torch for 2010 will be coming through Maple Ridge on
February 2, 2010. She reminded residents of the BC Disability Games

taking place from July 22 to July 26, 2009 and advised that events will be
held in Maple Ridge on April 17 to acknowledge the 100 day countdown to
the Games.
Councillor Dueck
Councillor Dueck attended a Parks and Leisure Services Commission
Cultural Master Plan workshop and the Chamber of Commerce Business
Distinction Awards. She reported that the Arts Council is hosting a
Celebration of the Arts Week from April 20 to April 26 and encouraged
residents to attend events.
Councillor Hogarth
Councillor Hogarth attended the CEED Centre Climate Change forum and
the Chamber of Commerce Business Distinction Awards. He also attended
a Parks and Leisure Services Commission Cultural Master Plan workshop
and an Economic Advisory Committee meeting. He showcased the new
Universal Design Guidelines for Outdoor Spaces document produced by the
Maple Ridge Advisory Committee for Accessibility Issues.
