Carter, Manager of Community Planning Note: Councillor Ashlie was not in attendance at the start of the meeting. 1. CALL TO ORDER -2:00 p.m. 2. DISCUSSION OF DRAFT METRO VANCOUVER REGIONAL GROWTH STRATEGY Continuation of the discussion of the staff report dated April 30, 2009 on the Metro Vancouver Draft Regional Growth Strategy. Mayor Daykin advised that Mr. Johnny Carline, Chief Administrative Officer, Metro Vancouver will be attending a future meeting of Council to address concerns around the urban and rural land designations in the draft Regional Growth Strategy. Note: Councillor Ashlie arrived at 2:05 p.m. Council Minutes May 19, 2009 Page 2 of 9 The Manager of Community Planning reviewed sections of the report individually and asked for Council direction on each section. 2.1 Population Related Comments R/09-207 Population Related Comments It was moved and seconded R/09-208 Population Related That Metro Vancouver provide greater detail on the population projections for Maple Ridge including the methodology and the achievability of those projections. Comments It was moved and seconded Amendment That the words "and demographic" be added after the word "population" CARRIED MOTION AS AMENDED CARRIED 2.2 Employment Lands Comments R/09-209 Employment Lands Comments It was moved and seconded That the Maple Ridge Official Community Plan be confirmed with reference to the District's pursuit of employment generating lands. CARRIED Councillor Speirs -OPPOSED Council Minutes May 19, 2009 Page 3 of 9 2.3 Name of Strategy Comments R/O9-21O Name of Strategy Comment It was moved and seconded That the Region continue to refer to the growth strategy as the Livable Region Strategic Plan. CARRIED 2.4 Other Regional Plan Comments R/O9-211 Other Regional Plan Comments It was moved and seconded R/09-212 Other Regional Plan That introduction of further regional plans/components during the duration of the Regional Growth Strategy be treated as addendums and be subject to the same review process as the Regional Growth Strategy prior to acceptance into the plan. Comments It was moved and seconded That the text "inclusive of the Regional Context Statement" be added before the text "prior to acceptance". Councillor Speirs -OPPOSED CARRIED MOTION AS AMENDED CARRIED 2.5 Local Autonomy Comments R/O9-213 Local Autonomy Comments It was moved and seconded That the draft Regional Growth Strategy be amended to limit Translink's review of major developments to that of consultation rather than a third party approval agency. CARRIED Council Minutes May 19, 2009 Page 4 of 9 R/O9-214 Local Autonomy Comments It was moved and seconded That the Regional Growth Strategy clearly describe municipalities' autonomy to determine density of lands designated in Official Community Plans and be compliant with Regional Context Statements. CARRIED Councillor King, Councillor Speirs -OPPOSED 2.6 Regional Guidelines Comment No motions were presented. 2.7 Frequent Transit Corridor Comment R/O9-215 Frequent Transit Corridor Comment It was moved and seconded That clarification as to the location of the frequent transit corridor in the District of Maple Ridge be provided by Metro Vancouver and that mapping be consistent. CARRIED 2.8 Discussion with Pitt Meadows Comments R/O9-216 Discussion with Pitt Meadows It was moved and seconded That staff be directed to review Pitt Meadows' comments on the draft Regional Growth Strategy and report back to Council. CARRIED Council Minutes May 19, 2009 Page 5 of 9 2.9 Compensation Comments R/09-217 Compensation Comments It was moved and seconded That Metro Vancouver identify how municipalities can be compensated for positive contributions to the Rural, Conservation/Recreation and Agricultural land base. CARRIED Councillor Hogarth, Councillor Dueck, Councillor Morden - OPPOSED Note: The meeting was recessed at 4:01 and reconvened at 4:14 2.10 Process for Amendments Comments No motions were presented. 2.11 Green Zone Comments R/09-218 Green Zone Comments R/09-219 Green Zone Comments It was moved and seconded That the terminology for green zone be retained with the three designations of conservation/ recreation, agricultural and rural shown as subcategories. Mayor Daykin, Councillor Ashlie, Councillor Dueck, Councillor Hogarth, Councillor Morden -OPPOSED It was moved and seconded DEFEATED That Metro Vancouver clearly define whether the green zone terminology no longer exists and that the new terminology is conservation/recreation, agricultural and rural; and further Council Minutes May 19, 2009 Page 6 of 9 That Metro Vancouver provide clarification on those three new categories and how they will be applied. CARRIED Councillor King, Councillor Speirs -OPPOSED 2.12 Ecological Health Plan Comments R/O9-22O Ecological Health Plan Comments R/O9-221 Ecological Health Plan Comments It was moved and seconded That the District reserves right to review the Metro Vancouver Ecological Health Plan before adopting the regional growth strategy and allow comments to be forwarded to the Regional District. WITHDRAWN It was moved and seconded That Metro Vancouver clarify what evidence will be used to implement and support strategies under Goal 3 of the draft Regional Growth Plan while building an Ecological Health Plan. CARRIED Councillor King, Councillor Speirs -OPPOSED 2.13 Rural Lands Comments No motions were presented. Council Minutes May 19, 2009 Page 7 of 9 2.14 Fraser Sewer Area Comments R/09-222 Fraser Sewer Area Comments It was moved and seconded That Metro Vancouver be advised that the District of Maple Ridge may require changes to the Fraser Sewer Area as a result of its review of the Regional Growth Strategy. CARRIED Councillor King, Councillor Speirs -OPPOSED 2.15 Goals Comments No motions were presented. 2.16 Additional staff concerns 2.16.1 Implementation (role of other agencies) R/09-223 Implementation Role of Other Agencies It was moved and seconded That the Regional Growth Strategy be amended to clearly identify the roles, relationships and authority of other agencies identified within the Strategy and within the framework of honouring local autonomy and duly elected Councils. CARRIED Councillor King, Councillor Speirs -OPPOSED Council Minutes May 19, 2009 Page 8 of 9 2.16.2 Affordable Housing R/O9-224 Affordable Housing R/O9-225 Affordable Housing R/09-226 Affordable Housing It was moved and seconded That the Regional Growth Strategy more clearly identify senior governments role in the provision of affordable housing; and further That the Regional Growth Strategy reflect Metro Vancouver's leadership role in coordinating efforts with the province and federal governments to address regional housing issues. It was moved and seconded I WITHDRAWN That the Regional Growth Strategy more clearly identify senior governments' role in the provision of affordable housing. Amendment It was moved and seconded R/O9-227 Affordable Housing That the text "financing of the full spectrum of transitional housing needs." replace the text "provision of affordable housing." It was moved and seconded CARRIED MOTION AS AMENDED CARRIED That the Regional Growth Strategy reflect Metro Vancouver's leadership role in coordinating efforts with the provincial and federal governments to address regional housing issues. Council Minutes May 19, 2009 Page 9 of 9 R/09-228 Affordable Housing Amendment It was moved and seconded That the text be amended to replace the word "coordinating' with the text "advocating for" and that the text "including the provision of adequate funding" be added following the word "issues." CARRIED MOTION AS AMENDED CARRIED 2.16.3 Level of Technical Detail R/O9-229 Level of Technical Detail It was moved and seconded That the draft Regional Growth Strategy be amended to eliminate the level of technical requirements in Regional Context Statements.
