September 22, 2009
The Minutes of the Municipal Council Meeting held on September 22, 2009 at
7:00 p.m. in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the purpose of transacting regular Municipal business.

c. 125, as the approving authority for the expropriation

registered in the Lower Mainland Land Title Office under
number 88789172 does approve that expropriation.
BE IT FURTHER RESOLVED that the Corporate Officer is
authorized and directed to:
(a) sign and seal the Certificates of Approval in the form
attached to this resolution as Schedule A;
(b) notify or cause to be notified the expropriating authority
and each owner (as defined in the Expropriation Act) of
the District's approval of the expropriations;

1400 MAYOR'S REPORT
Mayor Daykin provided an update of progress being made at
Northumberland Court. He advised that the District of Maple Ridge has
authorized its solicitors, Young, Anderson to commence injunction
proceedings in the B.C. Supreme Court to enforce the Maple Ridge
Business Licencing and Regulation Bylaw No. 6333-2005 against Jagdev
Singh Athwal for carrying on the business of renting dwelling units in the
District of Maple Ridge without a business licence

Mayor Daykin attended the Blue Mountain Community Garden Harvest and
the opening of a Ridge Meadows Association for Community Living facility
for persons living with disabilities. He reminded residents that October 5
through October 9 is Translink's Share-A-Ride Week and that September
27 is BC River's Day. Mayor Daykin thanked all residents who participated
in a campaign to stop library funding cuts.
COUNCILLORS' REPORTS
Councillor Morden
Councillor Morden attended a meeting with School District No. 42
representatives and the Maple Ridge Rotary Club Harvest Wine Festival.
Councillor Dueck
Councillor Dueck attended the Ridge Meadows Association for Community
Living open house and meetings of the Fraser Health Municipal
Government Advisory Council, the Public Art Committee, the Arts Council
and the Maple Ridge and Pitt Meadows Parks & Leisure Services
Commission. She participated in a 'ride along' in the RCMP Air One
helicopter. Councillor Dueck reminded residents of the Art Council Annual
General Meeting on October 5.
Councillor Speirs
Councillor Speirs attended the Maple Ridge Rotary Club Harvest Wine
Festival and the opening of the facility built by the Ridge Meadows
Association for Community Living. He also attended a Lower Mainland
Treaty Advisory Committee meeting, a Metro Vancouver presentation on
incinerators and an Alouette River Management Society meeting.
Councillor Hogarth
Councillor Hogarth participated in a tour of the Ridge Meadows Association
for Community Living's newest facility. He attended the Sunshine Dreams
for Kids Charity Golf Tournament and a Municipal Advisory Committee for
Accessibility Issues meeting. Councillor Hogarth was taken along as a
passenger in the RCMP Air One helicopter.
Councillor King
Councillor King attended a Bicycle Advisory Committee meeting. She urged
cyclist to ride safe and continue to use the north side route of the Pitt River
Bridge until all stages of the bridge are open.

Councillor Ashlie
Councillor Ashlie attended a number of events. She reported that the Spirit
of BC Committee is continuing to work on celebrations for the 2010 Winter
Olympics and that the Olympic Torch is slated to come through the
community on February 8, 2010 around 7:00 a.m. Councillor Ashlie
advised that she will be participating in the Raise a Reader Event at the
Maple Meadows Way West Coast Station.

Mr. Rutherford expressed concern regarding the approval of the
expropriation process involving portions of 22364 127 Avenue and 22364
127 Street.
Staff offered to meet with Mr. Rutherford to further discuss the issue.
