The Minutes of the Municipal Council Meeting held on December 8, 2009 at
7:00 p.m. in the Council Chamber of the Municipal Hall, 11995 Haney Place, Maple
Ridge, British Columbia for the pu rpose of transacting regular Municipal business.

The General Manager, Corporate and Financial Services gave a PowerPoint
outlining the 2010-2014 Financial Plan. He spoke to the business planning
process at the District of Maple Ridge and gave an overview of the 2009
financial outlook. He advised that the 2010-2014 Financial Plan is
available for viewing on the District's website.

1101 RZ/069/07, 26527 Dewdney Trunk Road, RS-3 to RS-2
Staff report dated November 30, 2009 recommending that Maple Ridge
Official Community Plan Amending Bylaw No. 6701-2009 and Maple Ridge
Zone Amending Bylaw No. 6702-2009 to permit subdivision and
development of 26 single family residential lots be given first reading and
be forwarded to Public Hearing.
The Director of Planning advised on the terms and conditions of final
reading. Further clarification on some of the terms and conditions will be
provided prior to Public Hearing.

1. That Bylaw No. 6701-2009 be given first reading and be
forwarded to Public Hearing;
2. That in accordance with Section 879 of the Local
Government Act opportunity for early and on-going
consultation has been provided by way of posting Bylaw
No. 6701-2009 on the municipal website and requiring
that the applicant host a Development Information
Meeting, and Council considers it unnecessary to provide
any further consultation opportunities, except by way of
holding a public hearing on the bylaw;
3. That Bylaw No. 6701-2009 be considered in conjunction
with the Capital Expenditure Plan and Waste Management
Plan;

4. That it be confirmed that Bylaw No. 6701-2009 is
consistent with the Capital Expenditure Plan and Waste
Management Plan;
5. That Bylaw No. 6702-2009 be given first reading and be
forwarded to Public Hearing; and
6. That the following terms and conditions be met prior to
final reading:
i. Registration of a Rezoning Servicing Agreement as
a Restrictive Covenant and receipt of the deposit of
security as outlined in the Agreement;
ii. Amendments to Schedules "B" & "C" of the Official
Community Plan;
iii. Registration of a geotechnical report as a
Restrictive Covenant which addresses the
suitability of the site for the proposed development;
iv. Provision and registration of a landscape plan as a
Restrictive Covenant, detailing a buffer to the
adjacent agricultural grounds;
v. That a notification be registered on title to disclose
the possible negative impacts of allowable
agricultural activities on adjacent agricultural
lands;
vi. A Statutory right of way plan and agreement must
be registered at the Land Title Office;
vii . Road dedication as required;
viii. Approval from the appropriate authorities for septic
disposal and water quality;
ix. Park dedication as required, including of walkways
and equestrian trail.
x. A disclosure statement must be submitted by a
Professional Engineer advising whether there is any
evidence of underground fuel storage tanks. If
there is evidence, a site profile pursuant to the
Waste Management Act must be provided in
accordance with the regulations.
xi. Pursuant to the Contaminated Site Regulations of
the Environmental Management Act, the
subdivider will provide a Site Profile for the subject
land(s).

Zone Amending Bylaw No. 6688-2009 to permit the renovation of an
existing building into three commercial units be given first reading and be
forwarded to Public Hearing.

way;
iii. A renewed Soil Removal Permit issued by the District of
Maple Ridge.
iv. Registration of a Rezoning Servicing Agreement as a
Restrictive Covenant and receipt of the deposit of security
as outlined in the Agreement;
v. Registration of a geotechnical report as a Restrictive
Covenant which addresses the suitability of the site for the
proposed development;
vi. A Statutory right of way plan and agreement must be

Land Title Office for the undedicated portion of Alouette
Road;

MAYOR'S REPORT
Mayor Daykin provided an update on work carried out by the District at
Northumberland resulting from remedial orders issued to bring units and
the common area at the strata to standard.
Mayor Daykin attended the Santa Claus parade and the Christmas Festival
in the Park. He took part in Operation Red Nose and met with the new
president of the Downtown Maple Ridge Business Improvement
Association. Mayor Daykin also attended and presented at a Translink
Board educational session.
COUNCILLORS' REPORTS
Councillor Ashlie
Councillor Ashlie participated in the "Walk in the Woods with Our
Ancestors" ceremony at the BCIT Forest Society's Woodlot lodge. She
attended a Metro Vancouver session advising on the creation of a regional
food system strategy and a Bar Watch meeting in Chilliwack. She also
attended the "Hive" grand opening at Eric Langton Elementary School.
Councillor Dueck
Councillor Dueck attended the Santa Claus Parade and the Christmas
Festival in the Park. She also attended the grand opening of the "Hive" at
Eric Langton Elementary School. She asked that residents consider
donating to organizations providing to those in need during the holiday
season.

Councillor Hogarth
Councillor Hogarth attended the grand opening of the "Hive" at Eric Langton
Elementary School. He put forward best wishes to all for the holidays and
asked that residents give to those in need where they can.
Councillor Speirs
Councillor Speirs attended grand opening of the "Hive" at Eric Langton
Elementary School, the Farmers' market and a conference hosted by the
Maple Ridge Community Heritage Commission. He also attended a meeting
of the Lower Mainland Treaty Advisory Committee and the "Walking in
Footsteps of our Ancestors" ceremony. He advised that the Alouette River
Management Society is holding a Christmas Party at the Rivers Heritage
Center on December 12 and that the Kanaka Education and Environmental
Partnership Society will be hosting a Christmas Party on December 13 at the
BCIT Woodlot. He reminded residents that the Holiday Train will pass through
Maple Ridge on December 18, wished all a Merry Christmas and Happy New
Year and asked that resident support the organizations offering support to
those in need.
Councillor Morden
Councillor Morden attended meetings of the Economic Advisory Commission
and the Ridge Meadows Seniors Society. He also attended the grand opening
of the "Hive" at Eric Langton Elementary School. Councillor Morden wished
everyone the best of the season.
Councillor King
Councillor King attended a Metro Vancouver Agriculture Food Security
Production workshop on the creation a regional food system strategy. She
attended meetings of the Labour Relations Bureau, the Agricultural Advisory
Committee and the Maple Ridge Social Planning Advisory Committee.
Councillor King attended the Winter Farmers' Market, a Christmas Concert at
the ACT, the Whonnock Weavers and Spinners display at the Whonnock Hall
and the 50th Anniversary of the Garibaldi Arts Club. She wished all a joyous
holiday season.
Mayor Daykin advised on a new addition to the District website titled "Council
This Week".
He put forward best wishes to all for a safe and happy holiday season.

John MacKenzie
Mr. MacKenzie expressed that as contract negotiations with the RCMP are
coming up, it will be important to have public forums to discuss issues with
policing. He also encouraged residents to be cognizant of the
dispossessed youth in the community. He thanked Council for a job well
done and wished all the best for Christmas.
The General Manager, Corporate and Financial Services advised that it is
important to note that negotiations with the RCMP are regarding the
provincial contract with federal government.
Joanne Olson. Executive Director, Friends in Need Food Bank
Ms. Wilson asked why Mayor Daykin had not mentioned the Downtown
Maple Ridge Business Improvement Association's Turning Wheels for
Holiday Meals event.
Mayor Daykin responded by announcing that he will be participating in the
Turning Wheels for Holiday Meals event by riding the stationary bike in
Haney Place Mall on December 10.
