CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 700 DELEGATIONS 701 Maple Ridge Pitt Meadows Arts Council Presentation • Roger Welch , President, Board of Directors • Lindy Sisson, Executive Director Mr. Welch thanked Council members for the continued support of the Maple Ridge Pitt Meadows Arts Council. He advised that April 17 to April 24 is Celebration of the Arts week and provided an overview of the events which will be held during that week. Ms. Sisson gave a PowerPoint presentation which provided information on the vision and mission of the Maple Ridge Pitt Meadows Arts Council and the background and history of the organization. She reported on the Arts Council presentation series, attendance and participation statistics for the ACT, community initiatives, upcoming arts programs and upcoming events. Council Minutes April 13, 2010 Page 3 of 18 702 Volunteer Maple Ridge Pitt Meadows • Ashley Singh, Community Volunteer Developer Ms. Singh provided information on the function of the volunteer centre hosted by Maple Ridge/Pitt Meadows Community Services. CARRIED Coun cil Minutes April 13, 2010 Page 9 of 18 1108 AL/010/10, 12616 248 Street, Homesite Severance (Subdivision) Of Land Within the Agricultural Land Reserve Staff report dated March 30, 2010 recommending that application AL/010/10 for homesite severance (subdivision) of land within the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission. The Director of Planning advised that the Agricultural Land Commission has a restriction on homesite severance which requires the property to remain in the hands of the owner for 5 years. R/2010-193 AL/010/10 Homesite Severance It was moved and seconded That Application AL/010/10 be authorized to proceed to the Agricultural Land Commission. CARRIED 1109 AL/020/10, 24227 Dewdney Trunk Road, Non-Farm Use Application in the Agricultural Land Reserve Staff report dated March 30, 2010 recommending that application AL/020/10 for non-farm use to permit a wireless communications facility in the Agricultural Land Reserve be authorized to proceed to the Agricultural Land Commission R/2010-194 AL/020/10 Non-farm Use It was moved and seconded That Application AL/020/10 be authorized to proceed to the Agricultural Land Commission. CARRIED 1110 SP/011/10, Soil Deposit Permit Staff report dated March 15, 2010 recommending that application SP/011/10 for a fill permit for District of Maple Ridge properties located at the intersection of 104 Avenue and 105 Avenue be authorized to go forward to the Agricultural Land Commission. Council Minutes April 13, 2010 Page 10 of 18 R/2010-195 SP/011/10 Soil Deposit Permit It was moved and seconded That the application for a fill permit under section 20 (3) of the Agricultural Land Commission Act, for District of Maple Ridge properties located at the intersection of 104 Avenue and 105 Avenue be authorized to go forward to the Agricultural Land Commission. CARRIED 1111 Liquor Primary License -Extension of Hours Staff report dated March 8, 2010 recommending that the extension of operating hours to 2:00 a.m. on Sundays for the Haney Hotel liquor primary license not be supported. R/2010-196 Liquor Primary License Haney Hotel It was moved and seconded Whereas the District of Maple Ridge Council considered an application for the extension of operating hours for a liquor primary license for the Haney Hotel; and Whereas letters were sent to 367 surrounding residents requesting comment on the proposal and 55 negative responses were received; and Whereas the Bylaw Enforcement Department are concerned that an extension of closing hours from 12:00 a.m. to 2:00 a.m. on Sundays will generate complaints from area residents in terms of negative excessive noise generation and unruly behaviour; Therefore be it resolved that the District of Maple Ridge Council does not support the extension of operating hours for the Haney Hotel liquor primary license. R/2010-197 Local Area Service BL No. 6692-2009 It was moved and seconded That Bylaw No. 6692-2009 be given first, second and third readings. CARRIED 1113 Award of Contracts, Downtown Road and Utility Rehabilitation Project R/2010- Staff report dated April 7, 2010 recommending that Contract ITT-EN10-131 for Downtown Road and Utility Rehabilitation be awarded to Imperial Paving Limited, that Contract ITT-EN10-137 for Supply of Streetlights, Traffic Signal Poles and Accessories for the Downtown Road and Utility Rehabilitation Project be awarded to Guillevin International Co., that the total engineering se rvices contract for ISL Engineering and Land Services be increased and that the Corporate Officer be authorized to execute the contracts. Award of Contracts It was moved and seconded That Contract ITT-EN10-131 for Downtown Road and Utility Rehabilitation, be awarded to Imperial Paving Limited in the amount of $3,425,196.20 plus taxes; and That Contract ITT-EN10-137 for Supply of Streetlights, Traffic Signal Poles and Accessories for the Downtown Road and Utility Rehabilitation Project, be awarded to Guillevin International Co. in the amount of $240,220.00 plus taxes; and That the total engineering services contract for ISL Engineering and Land Services Ltd. be increased by $87,430.00 plus taxes, and further That the Corporate Officer be authorized to execute the contracts. R/2010-198 Latecomer Agreement LC 140/10 It was moved and seconded That with respect to the subdivision of lands involved in subdivision SD/104/07 located at 236 Street and 112 Avenue, be it resolved: 1. That the cost to provide the excess or extended services is, in whole or in part, excessive to the municipality and that the cost to provide these services shall be paid by the owner of the land being developed, and 2. That Latecomer Charges be imposed for such excess or extended services on the parcels and in the amounts as set out in the staff report dated March 19, 2010, and further 3. That the Corporate Officer be authorized to sign and seal Excess Capacity Latecomer Agreement LC 140/10 with the subdivider of the said lands. CARRIED Financial and Corporate Services (including Fire and Police) 1131 Disbursements for the month ended January 31, 2010 Staff report dated April 1, 2010 recommending that disbursements for January 2010 be approved. The General Manager, Corporate and Financial Services advised that the large disbursement indicated is due to a park purchase for a school/park site. The General Manager of Community Development, Parks and Recreation Services advised that, once adopted, the policy will be circulated to member organizations. CARRIED 1153.1 It was moved and seconded That the impact of the HST on municipal services be referred to a future Council Workshop for further discussion. CARRIED Note: Councillor Hogarth excused himself from the discussion of Item 1154 as he is a Board member of the SAFERHome Standards Society. 1154 SAFERHome Standards Society Municipal Membership Staff report dated April 1, 2010 recommending that the District of Maple Ridge purchase a municipal membership with the SAFERHome Standards Society. CARRIED Note: Councillor Hogarth returned to the meeting 1200 1300 1400 Correspondence -Ni I Other Committee Issues -Nil STAFF REPORTS -Nil RELEASE OF ITEMS FROM CLOSED COUNCIL From the March 22, 2010 Special Closed Council Meeting: Appointments to the Pitt Meadows Airport Society Board of Directors • Appointment of Geoffrey Johnston and Ann McAfee to the Pitt Meadows Airport Society Board of Directors until March 31, 2011 For Information only No resolution required MAYOR'S REPORT Mayor Daykin reminded all that April 14th is Anti-bullying Day and encouraged everyone to wear pink to acknowledge the importance of the issue. Mayor Daykin attended the inauguration ceremony for the new Katzie First Nation Chief and Council, a celebration acknowledging the development of a Maple Ridge environmental school and the opening of the Maple Ridge Lawn Bowling season. He also attended the groundbreaking ceremony for the new SPCA facility, the annual general meeting of the Maple Ridge Recycling Society and Maple Ridge Secondary School grad student presentations. Coun cil Minutes April 13, 2010 Page 17 of 18 1500 He advised that Metro Vancouver will be hosting a public consultation meeting on the draft Integrated Solid Waste and Resource Management Plan on May 10 at the ECRA Centre. COUNCILLORS' REPORTS Councillor Hogarth Councillor Hogarth reported that he will be shaving his mustache during the Maple Ridge Home Show to help raise funds for the Hospice and the Hospital Foundation. He challenged others to participate in this event. Councillor Dueck No report Councillor Ashlie Councillor Ashlie attended a meeting of the Maple Ridge Social Planning Advisory Committee. Councillor Speirs Councillor Speirs attended the inauguration ceremony for the new Katzie First Nation Chief and Council, a meeting of the Alouette River Management Society, a rally protesting the implementation of the HST, the SPCA groundbreaking ceremony and a meeting of the Municipal Insurance Association. He also attended an Aboriginal Community Forum. Councillor Morden Counc illor Morden attended the inauguration ceremony for the new Katzie First Nation Chief and Council, the annual general meeting of the Maple Ridge Recycling Society and the SPCA groundbreaking ceremony. He reminded residents of the Maple Ridge Home Show on April 30, May 1 and 2. Councillor King Councillor King attended the event announcing a new environment school project, the SPCA groundbreaking ceremony, the annual general meeting of the Maple Ridge Recycling Society and the Maple Ridge Seniors Society Heritage Tea event. She also attended a Garibaldi Art Club show, a Maple Ridge Social Planning Advisory Committee meeting, a Healthy Communities meeting and spoke to the Grade 7 class at Alouette Elementary School. Mayor Daykin added that he attended the Sunshine Dream for Kids Charity baseball game. He reminded all that April 24th is Earth Day and events celebrating the day will be held in Memorial Peace Park from 10:00 a.m. to 2:00 p.m. He also advised that the Maple Ridge Community Foundation will be hosting its 2010 Citizen of the Year Dinner on April 24t h.
