CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 700 DELEGATIONS 701 Maple Ridge-Pitt Meadows Municipal Advisory Committee on Accessibility Issues Business Planning Update -Greg Turnbull, Chair Mr. Turnbull gave a PowerPoint presentation outlining work done in 2010 by the Maple Ridge-Pitt Meadows Municipal Advisory Committee on Accessibility Issues. He reviewed the structure, objectives and achievements of the committee. Council Minutes June 8, 2010 Page 3 of 9 800 UNFINISHED BUSINESS 801 Soliciting for Donations Staff report dated May 5, 2010 recommending that a request for permission to allow Public Outreach Consultancy Inc. to solicit for monthly donations for the Canadian Red Cross Campaign be approved. R/2010-320 Canadian Red Cross Campaign R/2010-321 Canadian Red Cross Campaign AMENDMENT It was moved and seconded That the request from Public Outreach Consultancy Inc., a professional fundraising organization, for permission to solicit for monthly donations, at specific locations on municipal sidewalks, be approved for the Canadian Red Cross Campaign only, and upon the following conditions: 1. Solicitation is not conducted within 5 metres of a financial institution; 2. Solicitation takes place between the hours of 9:00 a.m. and 6:00 p.m.; and 3. Solicitation does not disrupt the public's ability to enter and exit local businesses; and further That the necessary business licence be obtained prior to commencing fund raising on municipal sidewalks. It was moved and seconded That the motion be amended by deleting the words "and further" and adding the text 4. Solicitation is not conducted on December 2 and 17, 2010; and further AMENDMENT CARRIED Councillor King, Councillor Speirs -OPPOSED Council Minutes June 8, 2010 Page 4 of 9 802 2011 -2015 Business Planning Guidelines Staff report dated May 11, 2010 recommending that the Business Planning and Budget Guidelines for 2011 through 2015 be approved. The General Manager of Corporate and Finance advised that the 2011- 2015 Business Planning Guidelines were presented at the May 25 Council Meeting and have been displayed on the District website. He also advised that no comments from the public on the business planning guidelines were received. R/2010-322 2011-2015 Business Planning Guidelines It was moved and seconded That the Business Planning and Budget Guidelines for 2011 through 2015 on pages 10 and 11 of the Business Planning Guidebook 14th Edition as attached to the staff report dated May 11, 2010 be approved. CARRIED 900 CORRESPONDENCE -Nil 1000 BY-LAWS -Nil COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes -Nil Public Works and Development Services 1101 DP/046/10, 20690 Lougheed Highway Staff report dated May 31, 2010 recommending that the Corporate Officer be authorized to sign and seal DP/046/10 in support of a change of landscape design. Council Minutes June 8, 2010 Page 5 of 9 R/2010-323 DP/046/10 Sign and seal It was moved and seconded That the Corporate Officer be authorized to sign and seal DP/046/10 respecting property located at 20690 Loughway Highway. CARRIED 1102 Excess Capacity/Extended Services Agreement LC 141/10, Balsam Street and 133A Avenue Staff report dated May 28, 2010 recommending that Latecomer Charges be imposed and that the Corporate Officer be authorized to sign and seal Latecomer Agreement LC 141/10. R/2010-324 Latecomer Agreement LC 141/10 It was moved and seconded That with respect to the subdivision of lands involved in Subdivision SD/001/09 located at Balsam Street and 133A Avenue, be it resolved: 1. That the cost to provide the excess or extended services is, in whole or in part, excessive to the municipality and that the cost to provide these services shall be paid by the owner of the land being developed, and 2. That Latecomer Charges be imposed for such excess or extended services on the parcels and in the amounts as set out in the staff report dated May 28, 2010; and further 3. That the Corporate Officer be authorized to sign and seal Excess Capacity Latecomer Agreement LC 141/01 with the subdivider of the said lands. CARRIED 1103 5th Annual Iron Mountain Triathlon Staff report dated May 19, 2010 recommending the use of municipal streets be authorized for the 5th Annual Iron Mountain Triathlon on Sunday, June 20, 2010. Council Minutes June 8, 2010 Page 6 of 9 R/2010-325 Use of Municipal Streets It was moved and seconded 1131 1151 That use of municipal streets be authorized for the 5th Annual Iron Mountain Triathlon on Sunday, June 20, 2010, provided the conditions outlined in Schedule 'A' attached to the staff report dated May 19, 2010 are met. Financial and Corporate Services (including Fire and Police) Adjustments to the 2010 Collector's Roll CARRIED Staff report dated May 25, 2010 submitting information on changes to the 2010 Collector's Roll through the issuance of Supplementary Roll 03. Submitted for information only Community Development and Recreation Service Municipal-School District Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Services Staff report dated May 7, 2010 recommending that the Master Agreement on Cooperation for the Joint Use of Facilities and Coordination of Services be endorsed and that the Corporate Officer be authorized to sign the agreement. R/2010-326 Joint Use of Facilities Agreement It was moved and seconded That the Master Agreement on Cooperation for the Joint Use of Public Facilities and Coordination of Services attached to the staff report dated May 7, 2010 be endorsed and the Corporate Officer be authorized to sign the agreement. CARRIED Council Minutes June 8, 2010 Page 7 of 9 1152 Lease of Lot 1 District Lot 399 GP1 NWD LMP 12218 for Supportive Housing Project Staff report dated June 3, 2010 recommending that the lease agreement between the District of Maple Ridge and the Provincial Rental Housing Corporation for the lease of Lot 1 District Lot 399 GP1 NWD LMP 12218 be approved and that the Corporate Officer be authorized to sign the agreement. The Manager of Legislative Services advised on revisions made to the agreement presented. R/2010-327 Lease of Lot for Supportive Housing It was moved and seconded Project That Sections 3.2 and 26.2 of the lease agreement attached to the staff report dated June 3, 2010 between the District of Maple Ridge and the Provincial Rental Housing Corporation for the lease of Lot 1 District Lot 399 GP1 NWD LMP 12218 be deleted; and further That the lease agreement as amended be approved and the Corporate Officer be authorized to sign the agreement, subject to final adoption of the rezoning bylaw for the property. CARRIED Correspondence -Ni I Other Committee Issues -Nil 1200 STAFF REPORTS -Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL From the May 17, 2010 Closed Council Meeting • Ridge Meadows Youth & Justice Advocacy Association Lease Council Minutes June 8 , 2010 Page 8 of 9 1400 1500 MAYOR'S REPORT Mayor Daykin congratulated the high school graduates involved in the upcoming celebrations and wished all a safe graduation weekend. He attended the Air Cadets Annual Ceremonial Review, the Army Cadet Annual Ceremonial Review, the Scouts Canada Chief Scout Award Ceremony and the Girl Guides Annual Youth Achievement Awards Ceremony. He also attended the 3rd Annual Aboriginal Achievements Awards and the South Haney Neighbourhood Block Party. Mayor Daykin reminded residents of the upcoming Rick Hansen Wheels in Motion event and of Elder Abuse Awareness Day on June 15. COUNCILLORS' REPORTS Councillor Ashlie Councillor Ashlie expressed her congratulations to all graduates in School District No. 42. She attended meetings of the Literacy Commission, the Social Planning Advisory Committee and the opening ceremony for the · training tower at the Justice Institute. She advised that June 7 to June 11 is Seniors' Week and encouraged residents to attend events. Councillor Ashlie complimented the Farmers' Market and the businesses on 224th Street for contributing to the positive growth in the area. Councillor Dueck Councillor Dueck sent out compliments to the Farmers' Market for the job the market is doing. She attended a Regional Planning Committee meeting. Councillor Dueck also sent out best wishes to graduates and encouraged all to celebrate safely. Councillor Hogarth Councillor Hogarth congratulated Maple Ridge graduates. He attended the Accessibility Awards hosted by the Maple Ridge-Pitt Meadows Municipal Advisory Committee for Accessibility. He advised that June 26th is Aboriginal Day and that festivities will be held in Memorial Peace Park. Councillor King Councillor King attended a meeting of the Literacy Commission. She participated in Bike to Work Week. Councillor Morden Councillor Morden attended a meeting of the Downtown Maple Ridge Business Improvement Association and an annual Rotary fundraising golf tournament. He presented photos and spoke to work being done by local RCMP officers whose function it is to train Afghanistan national police department members. Council Minutes June 8, 2010 Page 9 of 9 1600 1700 1800 1900 Councillor Speirs Councillor Speirs attended the Alouette River Management Annual General Meeting, the opening ceremony for the training tower at the Justice Institute and the Federation of Canadian Municipalities conference. He reminded residents of the Rick Hansen Wheels in Motion event on June 13. OTHER MATTERS DEEMED EXPEDIENT-Nil NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS -Nil QUESTIONS FROM THE PUBLIC Phil Cartmel Mr. Cartmel asked Mayor and Council to view the trails and green areas in the Maple Crest Subdivision. He expressed concern over the lack of maintenance provided by the current contractor and provided photographs of areas in need of maintenance. He presented a petition requesting that the landscaping in the subdivision be maintained as per the Landscape Maintenance Agreement for the area. Mayor Daykin recommended that Mr. Cartmel discuss the issue further with the General Manager of Community Development, Parks and Recreation Services. ADJOURNMENT -7:58 p.m. Certified Correct C.
