CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 601 Update on Fire Hall #1 Expansion and Renovations -Fire Chief Spence Fire Chief Spence gave a PowerPoint presentation providing an update on the expansion and renovation of Fire Hall #1. He outlined the history of the building and highlighted the special features incorporated into the new building design as well as the future uses for the building. He advised on the costs associated with the construction. The Fire Chief announced that the official opening of the new building took place on June 25 and that open house sessions for the public will be held in conjunction with Fire Prevention Week during the first month of October. Council Minutes July 13, 2010 Page 3 of 10 7 00 DELEGATIONS 701 Fall Prevention Society, Bob Sutherland -Presentation to Ronnie Brusatore, Retired Board Member Mr. Sutherland gave a PowerPoint presentation providing a history of the Fall Prevention Society, its purpose and the work it does to raise awareness in the community. He highlighted the Fall Prevention clinics hosted by the Society and spoke to the intent of the clinics. Ms. Ronnie Brusatore, a retired Board member was recognized for her hard work and dedication to the Society over the years. 800 UNFINISHED BUSINESS -Nil 900 CORRESPONDENCE -Nil 1000 BY-LAWS Bylaws for Final Reading 1001 RZ/040/10, Zoning Bylaw Text Amendment Maple Ridge Zone Amending Bylaw No. 67 44-2010 To better align District bylaws with the policies of the Agricultural Land Commission Final reading R/2010-373 RZ/040/10 BL No. 67 44-2010 It was moved and seconded Final reading That Bylaw No. 67 44-2010 be adopted. CARRIED Council Minutes July 13, 2010 Page 4 of 10 1002 RZ/045/08, 22692 Lougheed Highway Staff report dated July 7, 2010 recommending final reading 1002.1 Maple Ridge Official Community Plan Amending Bylaw No. 6584-2008 To amend the conservation area and to include zoning C-6 (Community Gaming Facility) in the Regional Town Centre Commercial Category Final reading R/2010-374 RZ/045/08 BL No. 6584-2008 It was moved and seconded Final reading That Bylaw No. 6584-2008 be adopted. 1002.2 Maple Ridge Zone Amending Bylaw No. 6585-2008 CARRIED To rezone from C-3 (Town Centre Commercial) & RS-1 (One Family Urban Residential) to C-6 (Community Gaming Facility) to permit the development of a mixed use gaming and entertainment complex Final reading R/2010-375 RZ/045/08 BL No. 6585-2008 It was moved and seconded Final reading That Bylaw No. 6585-2008 be adopted. CARRIED 1002.3 Maple Ridge Off Street Parking and Loading Amending Bylaw No. 6590- 2008 To establish the parking requirements for community gaming use Final reading R/2010-376 RZ/045/08 BL No. 6590-2008 It was moved and seconded Final reading That Bylaw No. 6590-2008 be adopted. COMMITTEE REPORTS AND RECOMMENDATIONS 1100 COMMITTEE OF THE WHOLE Minutes -July 5, 2010 R/2010-378 Minutes cow July 5, 2010 It was moved and seconded CARRIED That the minutes of the Committee of the Whole Meeting of July 5, 2010 be received. CARRIED Public Works and Development Services 1101 DP/DVP/04 7 /09, 22207 Brown Avenue Staff report dated June 23, 2010 recommending that the Corporate Officer be authorized to sign and seal DVP/04 7 /09 to vary setbacks and further that the Corporate Officer be authorized to sign and seal DP/04 7 /09 to permit 46 unit supportive housing building. The Manager of Legislation Services advised that correspondence was received from Debbra Davie and Frayne Walker opposing the variance. Council Minutes July 13, 2010 Page 6 of 10 R/2010-379 DP/DVP/04 7 /09 Sign and seal It was moved and seconded That the Corporate Officer be authorized to sign and seal DVP/04 7 /09 respecting property located at 22207 Brown Avenue; and further That the Corporate Officer be authorized to sign and seal DP/047 /09 respecting property located at 22207 Brown Avenue. Staff report dated June 22, 2010 recommending that a non-farm use application for AL/053/10 be forwarded to the Agricultural Land Commission for their consideration. R/2010-380 AL/053/10 Forward to ALC R/2010-381 AL/053/10 Forward to ALC It was moved and seconded That application AL/053/10 be forwarded to the Agricultural Land Commission for their consideration. R/2010-382 Award of Contract Tag Construction Ltd. It was moved and seconded That Contract (Reference No. ITT-EN10-162; Project No. E02- 010-128) Abernethy Way Realignment at 224 Street, be awarded to Tag Construction Ltd. in the amount of $1,328,000.00 plus applicable taxes; and That the Corporate Officer be authorized to execute the contract. CARRIED Financial and Corporate Services (including Fire and Police) Note: Item 1131 was dealt with following Item 601 1131 Fire Hall #1 Expansion and Renovations Staff report dated June 28, 2010 recommending that the report be received for information and that the expenses indicated be approved. R/2010-383 Fire Hall #1 Expansion and Renovations It was moved and seconded That the staff report dated June 28, 2010 titled "Fire Hall #1 Expansion and Renovation" be received; and further That the following expenses, funded by the Fire Department Capital Acquisition Reserve Fund, be approved: Mierau Contractors Contract Additions Professional Fees Transition Costs Total $7,741,871. 310,000. 750,000. 135.000. $8,936,871. General Payroll Purchase Card $ 3,380,790 $ 1,455,321 $ 108,531 $ 4,944,642 Community Development and Recreation Service -Nil Correspondence -Ni I Other Committee Issues -Nil 1200 STAFF REPORTS -Nil 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil 1400 MAYOR'S REPORT CARRIED Mayor Daykin welcomed Kelly Swift, the new General Manager of Community Development, Parks and Recreation Service and wished her all the best for the future in her new role. Mayor Daykin attended the Canada Day celebration in Memorial Park and participated in a tour of the new Wild Play Adventure Park. He advised that the official opening for the adventure park will be on July 15. Council Minutes July 13, 2010 Page 9 of 10 1500 Mayor Daykin spoke to the Metro Vancouver Solid Waste Management Plan and advised on comments to be forwarded to Metro Vancouver by Council. He also advised that the last opportunity for the public to comment on the plan will be the evening of July 14 in Burnaby. COUNCILLORS' REPORTS Councillor King Councillor King attended the Canada Day celebrations. Councillor Morden Councillor Morden attended his regular meetings, the Canada Day celebrations and the Maple Ridge Caribbean Festival. He offered his appreciation to the organizers of the Caribbean Festival for their hard work in running the event. Councillor Morden spoke to the large numbers of volunteers involved in the auxiliary services of the RCMP and encouraged residents to consider volunteering. Councillor Speirs Councillor Speirs attended the Family Education and Support Centre Annual General Meeting, Lilith Fair, the Canada Day celebrations, the Farmers' Market. He participated in a parks tour with the Maple Ridge-Pitt Meadows Parks & Leisure Services Commission and took part in the activities at the WildPlay Adventure Park. Councillor Ashlie Councillor Ashlie attended the Canada Day celebrations and the Caribbean Festival. She also attended a Fraser Health Municipal Advisory Meeting, a Translink meeting with Mayor Daykin and a Harm Reduction meeting. Councillor Dueck Councillor Dueck attended the Canada Day celebration as well as several other events. She participated in a parks tour with the Maple Ridge-Pitt Meadows Parks & Leisure Services Commission which included a tour of the new WildPlay Adventure Park. Councillor Hogarth Councillor Hogarth attended the Caribbean Festival and the Canada Day celebration . He also attended the annual general meeting of the Fall Prevention Society. Mayor Daykin spoke to the construction on 224th Street and reported that the work is progressing well. He advised that the Stanley Cup will be in Maple Ridge on July 18 and encouraged residents to go out and see the Cup. Council Minutes July 13, 2010 Page 10 of 10 1600 OTHER MATTERS DEEMED EXPEDIENT-Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS -Nil 1800 QUESTIONS FROM THE PUBLIC Dian Murrell -Alouette Valley Farm & Homeowners Association Ms. Murrell inquired as to the status of a soil deposit application forwarded to the Agricultural Land Commission by the District, indicating that this application is of great concern to the neighbouring residents. The Acting General Manager of Public Works and Development Services recommended that details can be supplied by the planner working with the application. Rosemary Webster -Alouette Valley Farm & Homeowners Association Ms. Webster referred to a task force recommendation for a hydrology study and asked for an estimated completion time and anticipated use for that study. The Acting General Manager recommended that the Acting General Manager of Public Works and Development Services investigate and provide answers for Ms. Webster. 1900 ADJOURNMENT -8:30 p.m. Certified Correct C.
