CARRIED 502 Minutes of the Development Agreements Committee Meetings of October 7 and 8, 2010 R/2010-499 Minutes Development Agmt It was moved and seconded Committee That the minutes of the Development Agreements Committee Meetings of October 7 and 8, 2010 be received. 600 PRESENTATIONS AT THE REQUEST OF COUNCIL 700 DELEGATIONS 701 Royal Canadian Legion# 88 Remembrance Day Committee -James MacDonald , Linda Henry; Peter Kay CARRIED James MacDonald, President of the Maple Ridge Branch of the Royal Canadian Legion spoke to the Legion's Annual Poppy Campaign and presented the first symbolic poppy of the season to the Mayor. Poppies were distributed to all Council members. Council Minutes October 26, 2010 Page 3 of 14 702 Annual Community Safety Star Award Presentation -T. Juurakko, Assistant Fire Chief The Assistant Fire Chief presented Community Safety Star Awards to James Cooper and Greg Meek for carrying out an action which prevented the loss of life and property, Dani Maki and Manjinder Sandhu of Panago Pizza for their efforts to promote fire and life safety and to Rick Delorme of School District No. 42 for partnering with the Fire Department to help promote fire and life safety within the District. A Community Safety Star Award was accepted by Principal Ron Lanzarotta and PAC Chair Rachel Thompson on behalf of Albion School for the work done to make the school a safer place. 800 UNFINISHED BUSINESS Note: Item 801 was deferred from the October 19, 2010 Council Workshop Meeting. 801 Area Planning Assessment Policy Report-Update Staff report dated October 19, 2010 recommending that the Area Planning Assessment Policy be adopted. R/2010-500 Area Planning Assessment Policy Report It was moved and seconded That the Area Planning Assessment Policy attached to the staff report entitled "Area Planning Assessment Policy Report", dated October 19, 2010 be adopted. CARRIED Public Works and Development Services 1101 RZ/056/10, 22355 and 22371 River Road, Heritage Designation and Tax Exemption Agreement Revised staff report dated October 7, 2010 recommending that Maple Ridge Heritage Designation and Revitalization and Tax Exemption Agreement Bylaw No. 6760-2010 to conserve a historic site with two buildings known as the Billy Miner Pub be given first reading and be forwarded to Public Hearing. R/2010-506 RZ/056/10 BL No. 6760-2010 It was moved and seconded First reading 1. That Bylaw No. 6760-2010 be given first reading and be forwarded to Public Hearing; and further 2. CARRIED Councillor Morden -OPPOSED 1105 DVP/017/10, 12472 Laity Street Staff report dated October 4, 2010 recommending that the Corporate Officer be authorized to sign and seal DVP/017 /10 to vary lot width for Lot A to support a future subdivision of two single family lots. The Manager of Legislative Services advised that correspondence was received from Susan Langdeau. The Manager of Legislative Services advised correspondence in opposition to the proposed variance was received from Jen Clark. CARRIED 1107 DVP/026/10, 24160 125 Avenue Staff report dated September 27, 2010 recommending that the Corporate Officer be authorized to sign and seal DVP/026/10 to allow a 6 metre wide road carriageway on 125 Avenue in support of a 2 lot subdivision under the RS-2 zone. CARRIED 1110 Council Resolution to Release Building Scheme Restrictive Covenant from McIntyre Court Staff report dated October 4, 2010 recommending that the release of a building scheme for McIntyre Court be forwarded to Public Hearing and that the release of a restrictive covenant be authorized when a building application for external building changes or additions is received. R/2010-515 Release of Restrictive Covenant It was moved and seconded 1. CARRIED 1111 The Royal Canadian Legion -Remembrance Day Parade 1131 Staff report dated October 13, 2010 providing information regarding the request received from the Royal Canadian Legion -Maple Ridge Branch #88 to use municipal streets for a parade on Thursday, November 11, 2010. Financial and Corporate Services (including Fire and Police) Host Financial Assistance Agreement with Respect to the Maple Ridge Community Gaming Centre Staff report dated October 7, 2010 recommending that the Corporate Officer be authorized to execute the Host Financial Assistance Agreement. R/2010-516 Host Financial Assistance Agreement It was moved and seconded 1132 That the Mayor and Corporate Officer be authorized to execute the Host Financial Assistance Agreement attached to the staff report dated October 7, 2010. CARRIED Police Dispatch Services Staff report dated October 12, 2010 recommending that the Corporate Officer be authorized to enter into a 5 year fee for service agreement with E-Comm. Council Minutes October 26, 2010 Page 12 of 14 R/2010-517 Fee for Service Agreement E-Comm It was moved and seconded That the Corporate Officer be authorized to enter into a 5 year fee for service agreement, with an option for an additional 5 years with E-Comm, with financial implications as outlined in the staff report dated October 12, 2010. CARRIED Community Development and Recreation Service -Nil Correspondence -Nil Other Committee Issues -Nii 1200 STAFF REPORTS 1201 RZ/103/08, 28594 104 Avenue, Miller Residence Staff report dated October 18, 2010 recommending final reading 1201.1 Maple Ridge Heritage Designation and Revitalization And Tax Exemption Agreement Bylaw No. 6709-2009 To designate a property as a heritage property under Section 967 of the Local Government Act and to enter into a Heritage Revitalization Agreement under Section 966 of the Local Government Act and to grant a Tax Exemption under Section 225 of the Community Charter. CARRIED Council Minutes October 26, 2010 Page 13 of 14 1201.2 Maple Ridge Heritage Site Maintenance Standards Bylaw No. 6710-2009 To establish minimum maintenance standards for protected heritage properties R/2010-519 RZ/103/08 BL No. 6710-2009 It was moved and seconded That Bylaw No. 6710-2009 be adopted. 1300 RELEASE OF ITEMS FROM CLOSED COUNCIL -Nil 1400 MAYOR 'S REPORT CARRIED Mayor Daykin advised that October is Small Business Month and that the week of October 1 to 7 is Bike to Work Week. He encouraged all to find a way to either bike, walk or take alternate transportation to work. The Mayor visited Blue Mountain Elementary to answer questions about the community from Grade 5 and 6 students. He attended the Golden Harvest event and expressed congratulations on its success. 1500 COUNCILLORS' REPORTS Councillor King Councillor King attended Customer Appreciation Day at the Maple Ridge Library and the open house following the Charette for the Albion area Councillor Morden Councillor Morden attended the opening of the all weather field in Pitt Meadows, the Ridge Meadows Hospital Gala, a meeting with School District No. 42, a Salvation Army Board Meeting, an Economic Advisory Commission meeting and a meeting of the Chamber of Commerce. He sat in on a portion of the Charette process and attended the Riverside Centre for Continuing Education, Customer Appreciation Day at the Maple Ridge Library and participated in a tour of Fire Hall No. 1. Councillor Speirs Councillor Speirs attended the "Welcome Back Chums" event, the "Save the Salmon" flotilla and a meeting of the Community Advisory Board for the UBC Research Forest. He also attended the 2010 Shaw College Graduation, the opening of the all weather field in Pitt Meadows and a Council Minutes October 26, 2010 Page 14 of 14 Lower Mainland Local Government Association meeting. He attended the Golden Harvest Event and the opening of the Gaming Centre. Councillor Dueck Councillor Dueck attended the opening of the Community Gaming Centre and the opening of the Community Policing Office at the Greg Moore Centre. She acknowledged the work done by the Assistant Fire Chief in organizing the Community Safety Star Awards and welcomed Mr. Fred Armstrong as the District's new Manager of Communications. Councillor Ashlie Councillor Ashlie attended the Golden Harvest event. She participated in • an event for the homeless at the Caring Place. 1600 OTHER MATTERS DEEMED EXPEDIENT-Nil 1700 NOTICES OF MOTION AND MATTERS FOR FUTURE MEETINGS Councillor King notified Council that she would be presenting at motion at the next Council meeting requesting that staff be directed to amend the Council Procedure Bylaw to delete the opening prayers section of the Council agenda. 1800 QUESTIONS FROM THE PUBLIC 1900 ADJOURNMENT-8:08 p.m. Certified Correct C.
