CARRIED 600 PRESENTATIONS AT THE REQUEST OF COUNCIL -Nil 700 DELEGATIONS 701 Impaired Driving Initiative 2010 -Constable Mike Moore, Ridge-Meadows RCMP, Traffic Services Constable Moore provided information on the new impaired drivers' legislation. He outlined the differences in the new legislation. CARRIED 1003 Maple Ridge Council Procedure Amending Bylaw No. 6777-2010 To amend the bylaw by deleting Section 31(b) in its entirety and replacing with: (b) Moment of Reflection; Mayor Daykin spoke to the intention of the amending bylaw. R/2010-530 1003.1 BL No. 6777-2010 Three readings It was moved and seconded That Bylaw No. 6777-2010 be given first, second and third readings. R/2010-531 1003.2 BL No. 6777-2010 Defer It was moved and seconded DEFEATED That Resolution R/2010-530 be deferred to the December 14 Council Meeting. CARRIED Public Works and Development Services 1101 RZ/031/08, 22606, 22612, 22618 119 Avenue; 11876, 11866 226 Street; and 22611 Selkirk Avenue Staff report dated October 25, 2010 recommending that a final one year extension be granted. R/2010-534 RZ/031/08 Final extension It was moved and seconded That pursuant to Maple Ridge Development Procedures Bylaw No. 5879-1999, a final one year extension be granted for rezoning application RZ/031/08 (property located at 22606 119 Avenue, 22612 119 Avenue, 22618 119 Avenue, 11876 226 Street, 11866 226 Street, 22611 Selkirk Avenue and that the following conditions be addressed prior to consideration of final reading: i. Approval from the Ministry of Transportation; ii. Registration of a Rezoning Servicing Agreement as a Restrictive Covenant and receipt of the deposit of security as outlined in the Agreement; iii. Registration of a geotechnical report as a Restrictive Covenant which addresses the suitability of the site for the proposed development; iv. Road dedication as required; v. A Restrictive Covenant for the shared parking of the two Strata lots must be registered at the Land Title Office; vii. CARRIED 1103 DVP/014/10, 13511240 Street Staff report dated October 18, 2010 recommending that the Corporate Officer be authorized to sign and seal DVP/014/10 to reduce the standard width of the road carriageway. The Manager of Legislative Services advised that correspondence was received from Lisa Colby seeking reassurances concerning future development near the UBC Research Forest. CARRIED 1105 AL/081/10, Non-Farm Use and Subdivision Within the Agricultural Land Reserve Staff report dated October 21, 2010 recommending that application AL/081/10 for non-farm use of 1.55 hectares (3.8 acres) of land within the Agricultural Land Reserve to facilitate road alignment for the Golden Ears Bridge be authorized to proceed to the Agricultural Land Commission. R/2010-539 Award of Contract It was moved and seconded That Contract No. ITT-EN10-186, 256 Street Watermain Replacement (116 Avenue to Dewdney Trunk Road), be awarded to Sandpiper Contracting LLP in the amount of $338,940.00; and That the Corporate Officer be authorized to execute the contract. He also attended a book launch event at Willow Manor regarding a book called "Honour" about war veterans in Maple Ridge. He participated in the "Bring Your Grade 9 to Work Day" hosted by the District. Mayor Daykin advised that that the District of Maple Ridge was recognized with a Platinum Award for an Innovative and Inclusive Approach to Communication for the work done on the 224th Street project and also received a gold award for marketing for the Investment Maple Ridge Program. COUNCILLORS' REPORTS Councillor Hogarth Councillor Hogarth asked whether information about taxation for transit will be brought forward to Council for further discussion. Mayor Daykin advised that this item will be added to an upcoming Workshop agenda. Councillor Speirs Councillor Speirs attended meetings of the Maple Ridge/Pitt Meadows Parks and Leisure Services Commission, the Maple Ridge Community Heritage Commission and the Alouette River Management Society. He also attended a Regional Foods Systems Strategy hosted by Metro Vancouver. Councillor Dueck Councillor Dueck attended her usual committee meetings. She also attended the unveiling of the Legion Leaf and expressed thanks to Councillor Ashlie for her work on this project. Councillor Morden Councillor Morden attended Maple Ridge/Pitt Meadows Chamber of Commerce Business Excellence Awards, a Maple Ridge Recycling Society meeting and a Downtown Maple Ridge Business Improvement Association Security Safety meeting. He participated in the Diwal i Festival held in Pitt Meadows and encouraged all to attend the Remembrance Day ceremony to be held in Spirit Square Council Minutes November 9, 2010 Page 11 of 11 Councillor Ashlie Councillor Ashlie attended the Maple Ridge/Pitt Meadows Chamber of Commerce Business Excellence Awards and the unveiling of the Legion Leaf. She offered recognition to the Ridge Meadows Educational Foundation Board for the support and work done in fundraising for the art exhibit. Councillor King Councillor King attended an Agricultural Advisory Committee business planning meeting and a meeting of the Maple Ridge Social Planning Advisory Committee.
